HomeMy WebLinkAboutMinutes - July 3, 1946•: COUICIL CHAKB RS CITY C=MIL CITY HALL - CITY OF LODI EDNESDAY, JULY 3, 1946 This regular meeting of the City Council of the City of Lodi was called to order by the Mayor at S:CO o'clock P.M. of dednesday, July 3, 1946, Councilmen Haskell, Lytle, Riggs, Tolliver and Rine present, none absent. Chief of Police Jackson and Fire Chief Polenske also attending as was City Engineer Hezr=ing. "inutes of the last meeting held June 19th were read, approved as read and so endorsed by the Mayor. No persons appearing to be heard, the order of Public Hearings was passed and the Council proceeded under: C0021UNICATIONS, NOTICES & REPCRTS - Notices of the intended transfer of alcoholic beverage licenses S.B.E. at 114 and 122 North Sacramento Street were received from the State Board of Equalization. RESIGNATION Mrs Faith M. Coffield submitted her written resignation from the OF CCFFIEID City Planning Commission. A special bulletin from the League of California Cities relating L.C.C. to collection of city sales taxes by the state, reassessment of CITY SALES TAX real property for assessment purposes, the necessity of filing SALARY SURVEY the certificate of the Director of the Census where special census had been taken and the Leagues recent salary survey was explained by Mayor Rim. On receipt of a report from the City Planning Commission recommend - JAKE BIETZ ing that a varience permit be granted Jake Bietz to admit the VARI'ICE construction of a residence at the NE corner of Mission and Central within less than the specified distance from another dwelling ow- ed by him, it was directed that a public hearing thereon be held July 17th before the Council in regular meeting. A letter relating to compensation insurance to workers under an )IS STER organized " Disaster Plan " was ordered tabled, as well as a BEAR CR?Efi proposal from the City Manager of Stockton that the City urge a flood control program for Bear Creek, south of Lodi A written proposal from Louis'J. Kroeger to make a salary and wage KROEGER survey for $$120.00 was laid over for consideration later in this meeting. A letter from the office of the Adjutant General's office request- fiJa!ORY DANCE a statement of the City's policy in regard to an application to PROPOSAL. conduct public dances at the local Armory building was laid over for study as to its effect on'programs of local organizations. LOCK -FORD A letter from Lockeford Grange No. 579 protesting aganist the GRANGE proposed parallel parking plan for down -town streets was read VS PARKING and discussed for some time; no conclusions reached REPORTS - Monthly reports of the Chief of Police, the City Poundmaster and of the City Clerk were received, read and ordered filed as was the annual report of the City Building Inspector. The City Eng- ineer also filed a detailed report on the activities of his office for the past fiscal year, furnishing copies for each Councilman. The City Judge filed an informal report covering the first six months of City Court business for 1946. NE''Y BUSINESS - A formal petition signed by Herbert F. Putney and wife and Hollis ANNEXATION OF S. Williams requesting annexation of four lots in " Gerard Tract" FOUR IATS IN and part of the railroad right of way north of the same was GERARD TRACT ordered referred to the City Planning Commission for report. This PETITION. property is uninhabited within the meaning of amendments to the "Acizexation of Uninhabited Territory Act of 1939" , under which act annexation is sought. The Corps of Engineers of Army Service Forces having received authority from the War Assets administration to grant entry and LICENSE FOR issue a license for use of Kingsbury Auxiliary Army Airfield USE OF about six miles Southwest of Lodi and near Kingdon Station of the KINGSBURY Western Pacific Railroad, the Mayor was authorized to sign AIRFIELD an application for such license and the City Engineer to certify to a "Survey and Condition Report" made July 2, 1946 by the adoption of Resolution No. 1265, introduced by Councilman Riggs, Haskell seco.-id and passed by the following vote: AYES: Councilmen Riggs, Haskell, Lytle, Tolliver and Rim. NOES : Councilmen, None. ABSENT: Councilmen, None. The City Engineer presented specifications for the concrete sewer pipe necessary to be used in the construction of the Sacramento Street Industrial 'Paste Line and for the main Sewage and Waste line leading to the new ultimate disposal site near White Slough and the same were adopted and advertisement for bids for furnish- ing these materials authorized by the adoption of Resolution 1266 (minutes of July 3, 1946 continued) 69 COU'ICIL CHAMBERS CITY COUNCIL CI':Y HALL - CITY 01 LODI by unanimous vote of all members of the City Council. City Engineer Henning submitted a diagram and estimates of cost STRE-VT for repairs to oiled (sub -standard) paving in streets and FWAIRS alleys in the City, on which he said his department could not do the work owing to limited manpower and equipment. This matter laid over until the next meeting. Business license a.::plicationa submitted June 19th, having been BUSINESS approved by the Chief of Police, were ordered granted; three LICESSFS new applications received since that date were ordered referred to the Chief of Police in accordance with ordinance. CLLIMS Claims as approved by the Finance Committee in the total amount of $45 982.23 were allowed and ordered paid ADJCURNi"ANT At 11:10 o'clock P.M. the City Council adjourned on motion of Councilman Riggs.
