DNESDAY, MAY 15, 1946.
This regular meeting of the City Council of the City of Lodi held beginning
at 8:00 o'clock P.M. of 3ednesday, May 15, 1946, Councilmen Haskell, Lytle,Riggs,
Tolliver and Rinn (Mayor) present. None absent.
Also attending, City Attorney Glenn -Jest, Superintendent of Public Utilities,
Thomas Killelea, Fire Chief George D. Poienske, City Engineer Clinton Henning,
Chief of Police Clarence S.Jackson and Arvid O.Pauly, Director of Recreation.
Minutes of the last meeting held May 1, 1946 were read and approved after
insertion of the words " and personal attendance at such examinations as may be
necessary " after the word correspondence in line 12, Page 53 relating to the
absence of the personnel cleric from the city.
PUBLIC HEARINGS -
Messrs J. K. Newfield and Roy Strum, representing the Lodi Bus-
iness Mens Bureau of the Chamber of Commerce presented a written
L.B.M.A. report and recommendations of the committee of that body appoint -
TRAFFIC ed to make a survey of traffic conditions in the down -town section,
FEW 100- Mr Newfield explaining its salient points. This report lists
ATIONS. streets on which limited parking hours should be required, the
changes recommended for loading zones and requested that, if and
when parking meters are installed, that the net revenue be devoted
to the acquisition of off street parking facilities. After discuss-
ion of the many points involved, the report was ordered laid over
for study and later action.
Lr James M. Prentice, President of Lodi Memorial Hospital Associa-
tion requested that the Clty stand the cost of -making changes in
HOSPITAL the track at Lodi Stadium for motorcycle and auto racing as being
ASSOCIATION a permanent improvement. City Engineer Henning estimated that this
STADIUM work would cost between $2 500 and $3 000. On motion, this request
CHANGES was ordered laid over until a later meeting.
A. 0, Pauly, Director of Recreation was granted the right to use
SOFT BALL the Stadium for soft ball games three nights per week as an exper-
STADIUM iment so that costs and other elements might be presented at next
meeting.
SAND FOR Mr Pauly was also authorized to purchase five carloads of Marysville
LAKE PARK sand at $90.00 per Leri for placement on the Lake bathing beach.
Ezra Ehrhardt of Lodi Motorcycle Club requested that the Council
L.M.C. BLEB give that club a letter for transmission to the State Board of
AT STADIUM Equalization stating that the Council had no objection to the
selling of beer at the Club's meeting of June 23rd. Request granted.
CCby`UNICATIONS & NOTICES -
Statutory notice from the State Board of Equalization that one
EARL F.FORD Earl F. Ford had applied for an "on sale" beer license at Lodi
BEER PERMIT Stadium was read. Ford, being unknown to the Council and never

was directed that the City Attorney file formal protest against

The complaint of Mrs Thirza M.Cole of Mason Hospital regarding
TRETHEI—My noisy operation of milk trucks by Ernest Trethewey at 216 North
MILK TRUCKS School Street was referred to City Attorney Nest to take such
action as might be adviseable to abate this nuisance.
Mrs Dorothea Gesler, holder of the lease on the Lake Park Refresh.
LAKE FARK ment stand, applied by letter for the extension of the present
PIPPISHM21T lease expiring November 30, 1946 for a period of five years. On
STAND LEASE motion of Councilman Riggs, Haskell second, renewal of this lease
RENE-4ED. for five seasons to November 30, 1951 was approved.
Lir James R. Pullen's written resignation as a Trustee of Northern
RESIGNATION OF San Joaquin County Mosquito Abatement District and as a member of
J.R PULLEN the Board of 'Review of the City's Personnel System occasioned by
his removal from Lodi, was received and read. Action thereon was
delayed until later in this meeting.
Recoomendations of the City Planning Commission relating to three
items were received and read. Item (1) That a use permit be granted
to Leslie Mundy for a small trailer court at 1235 S.Sacramento St

re limited to four house trailers, no buildings to be erected

a permit so limited was granted on motion of Councilman Tolliv-

PLEASANT AVE North Pleasant Avenue was laid over for later action in this
VACATION meeting (Sten 3) -That 1115bodbridge Road" be adopted as the offic-
ial name of the road along the Northern City Limits, In this
re matter, Councilman Haskell moved, Lytle second, that the City
WCODBRIDGE AD designate this street as Woodbridge Road and that the Board
of Supervisors be advised of this action with the request that
this name be made official from the Lower Sacramento Road to
Cherokee Lane.

DISTRICT ZONE 11 having been regularly introduced on May 1st
was brought up for passage on motion of Councilman Tolliver,
Riggs second, second reading omitted after reading by title,
by unanimous consent, .and finally passed, adopted and ordered
to print by the following vote:
AYSS: Councilmen Tolliver, Riggs, Haskell, Lytle and Rinn
NOES: Councilmen None. ABSENT: None. -

OF A PORTION OF WELLSWOOD AVENUE AND OF A PUBLIC ALLEY IN BLOCK
4 OF " WELLSENOOD PARK " IN THE CITY OF LODI " having been reg-
ularly introduced on May lst was brought up for passage on
motion of Councilman Riggs, Tolliver second, second reading
omitted after reading by title, by unanimous consent, and
finally passed, adopted and ordered to print by the following
vote:
AYES: Councilmen Riggs, Tolliver, Haskell, Lytle and Rinn

ORDINANCE NO. 321 entitled " AN ORDINANCE ENDING ORDINANCE

AS ADOPTED BY SECTION 2 OF SAID ORDINANCE NO. 238 AND RE.-
CLASSIFYING

Bond No 2 099 502 dated May 1, 1946 with Harry E. Mahaffey as
principal and Fidelity and Casualty Company of New York as
surety covering observance of the conditions of the franchise
for motor bus lines to be granted by Ordinance No 324 intro-
duced May 1, 1946, was approved on presentation, and Ordinance
No 234 was brought up for passage on motion of Councilman Lytle,
Riggs second, i.e. ORDINANCE NO 324 entitled " AN OPDINANCE

Councilman Lytle reported on the application of F.E.Cooper for
relief from his duties at Hale Park so that his entire time
might be devoted to his office as Poundmaster. It was decided
that Mr Cooper's duties be continued as at present.
After reviewing letters and a proposed form of lease from the
State Department of Employment, the City Engineer was instructed
U.S.?.S.
to go ahead with the necessary plans and specifications for the
enlarEement of the present building at 125 N. Stockton Street

On action of Councilman Haskell, Tolliver second, it was dec-
F.F.A. ided to offer Lodi Chapter Future Farmers of America the sum
R,F.F-r, SHZNT of $553.55 for the refreshment stand at Lodi Stadium, this
STAND OFFER being billed cost less 443..26 for heater elements to be retain-
ed by the Chapter.
Business license applications first presented May 1st and as
BUSINESS approved by the Chief of Police were ordered granted; those
LICENSES filed subsequent to this date were read and ordered referred
to the Chief of Police.
The Claim of Flo Morrison, 419 East Tokay Street for damages
alleged to be due her for personal injuries sustained on or
FLO MORRISON about !!arch 22, 1946 by falling over a log on the sidewalk in
CLAIM. front of above address, as filed May 7, 1946,was ordered
rejected and referred to The Home Indemnity Company, carrier
of the City's public liability insurance.
Councilman Lytle reported that mobile radio equipment is now
available and moved, Tolliver Second, that equipment for the
POLICE RADIO four new police cars be purchased, that one car now in use
with its radio equipment be transferred to the public utility
department, another of the present cars go to the fire depart-
ment and that the third piece of radio equipment now in the
police department be installed in tire quad fire truck, all
subject to approval of the Federal Communications Commission.
Councilman Lytle also reported on the acquisition of addition-
al lands for refuse disposal and cooperation of the District
NEW SITE FOR Supervisor of San Joaquin County in regard to obtaining rights
PEFUSE DISP'L of way. The City Attorney was directed to have Colombo
Vaccrezza to bring in his title deeds for inspection by the
City Engineer and also instruct Vaccarezza to make a proposal
to the City setting forth the proposed division of the lands
to be under separate ownership by himself, the City and the
County of San Joaquin.
At 11:50 P.tt. the City Council was called into executive
ADJCLW..: NT session and the room cleared, returning to regular session
at 12:44 A.M. of Thursday, May 16th when adjournment was
taken on motion of Councilman Riggs.
