1946 were read, approved as read and so endorsed by the Mayor.

11r Herman Diekman representing Lodi Chapter No. 1, Future Farmers,
presented a proposed amendment to the agreement of May 5, 1940
with Lodi Union High School setting forth the rights of the Chap-
ter to certain concessions in Lodi Stadium. Amendment ordered
submitted for study and submission at the next meeting.
hr Frank H. 'Jatson Jr of Lodi Coordinating Council introduced
;dr Earl Crandall who presented a series of recommendations of the
Coordinating Council having to do with the betterment of auto
traffic conditions in the city, (1) co-operation with Lodi 20-30
Club in installation of safety devices near prominent school
crossings, (2) the closing of Salnut Street from Hutchins to
Rose Street, (3) enforcement of "full stops" at stop signs,(4)
special attention to traffic in alleys at their intersection with
streets, (5) the licensing of bicycles, (6) stricter enforcement
of all traffic regulations. Full discussion of each of the above
items -etas had with Chief of Police Jackson and the Coordinating
Council was assured that they would be subjects of present study
and future action.
Charles F.Ware appeared in regard to approval of a "Tentative Map"
entitled Ware Subdivision in Subdivision of Lot 2, Burr's Addition
which had been returned to him by the City Planning Coemission as
not acoroved because one of the streets ended at an alley and also
that abandonment of another street would make the development of
this plat more effective. Mr 'dare stated that, if the City would
undertake negotiations for changes necessary and follow them to
successful completion, he would contribute $1 600 to the cost and
pay the actual costs of abandonment proceedings. This proposal
was given tentative approval pending the City Attorney's opinion
in legal matters connected therewith.
Rev. M. R. Bailey, Samuel D. Salas, Henry Schmidt, Fred Emerald,
F. A. Buchanan Jr and several others being anxious to be heard in
the matter of the closing parts of alleys and of ,11ellswood Avenue,
this matter was now brought on for discussion. The report of the
City Planing Commission was read, after which the City Clerk
stated that he had received a telephoned message from Frederic T.
Oakes, Secretary of Northern California Conferance Association of
Seventh Day Adventists stating that the Conference would withdraw
its petition for vacation in so far as it related to the alley in
Block 2, 4ellswood Park; Rev. Bailey confirmed this statement.
Messrs Schmidt and Emerald stated that, although they desired this
alley to be closed, they would side with the objectors in the
interest of -neighborhood harmony.
P.esolution No. 1255, declaring the intention of the City Council
to abandon that part of 7fellswood Avenue between present "Mission"
Street and Concord Street and the alley in Block 4, Wellswood Park
was then introduced by Councilman Coffield, 'Jeihe second and carr-
ied by the assenting votes of all members of the City Council.
Mayor Rinn requested members of the City Council to view the disp-
uted alley in Block 2 so that final action in regard thereto might
be had at the next Council meeting.
Ezra Ehrharrt representing Lodi Grape and ;fine Festival, Inc.
requested allocation of use of the Lodi Stadium on Saturday, the
14th day of September 1946 for motorcycle races. On notion of
Councilman Ri_:gs, Tolliver second, request granted and the Clerk
was directed to so notify the Secretary -Manager of Lodi Hospital
Association so that there would be no conflict in dates.
oswell P. Barbour inquired as to w :ether the City had tarsen any
steps to acquire surplus housing from the Federal Government for
use of discharged veterans. F. S. Jan Arsdale of Lodi Chamber of
Corr erce stated that his organization has investiveated t. s'satter
and that these units would be allocated to communities needing

:hem on a basis of one unit to every 1,OCO inhabitants as deter;ined
-•`.he last Federal Census. This would entitle Lodi to eleven units.

At this time the Council returned to its regular order of business
and the report of the City Planning Commission on proposed rezoning
-n three separate errors has read. The City Clerk presented the
affidavit of the principal clerk of the publisher of The Lodi Times
in proof of due publication of notice a_.pertainin& to the fcilowing

Item (1) of the notice, to be rezoned as Industrial District.
parcel of land extending from the southerly end of the present
industrial zone on the line cor.-on to Lot 8 1r. Block 3 of Hutch-
ins :+'clition and Lot 34 of Larsons addition to the South line of
Koenig S•:bdivision, excepting a strip 165 feet in width lying
easterly from South. School Street and also excepting that part
of Foenig Subdivision lying -anst of Sacramento Street, its east-
erly boundary being the west line of the Southern Facific main
line right of way. after reading this portion of the notice, the
Mayor called for objections; none Frere offered and the Cleric
reported that no protests had been filed with him. .action on
this proposal was then deferred until hearings had been had on
all three proposals.
(Item (2) of the notice, to be rezoned as being in the L:ulti-
F mily Residence District Zone. A parcel of land 165 feet in
width along the east side of.South School Street and extending
from the present termination of the Multi -Family -Residence Dist-
rict lone and extending to Spruce Street, now zoned for One and
Two Families. After reading this portion of the notice, object-
ions were called for, and, there being none filed with the Clerk,
this p=roposal -gas — so deferred for action until conclusion of
this series of hearings.
Item (3) of the notice, to be rezoned as Industrial District.
A parcel of land south of State highway 24, Lodi to San Andreas,
extending from the west line of Lot 11, Live Oak Colony L=ap 1
to the easterly city limits whose south boundary is a line beg-
inning on the west line of the above lot 11 180 feet south of
the highway and extending N $?° 50' E to the city limits. .after
readin.- this portion of the notice, the Mayor called for object-
ions and none being offered and none being filed with the Clerk,
it :vas declared that in each of the three following proposals,
due publication of notice had been had, that no objections of
any :kind had been offered and that the City Council now had
acquired jurisdiction to amend the zoning laws of the City by
ordinance.

City Clerk, and, by the same motion, ordered la±d over for the stat-
utory period of not less than five days.

A letter a-companying several copies of a resolution of the State
Board of Health was received from the Bureau of Sanitary Engineerirg,
both relatinZ to restrictions on the disposal of raw or untreated
sewage into the streams and waterways of the state. Copies Were
f-:rnished the Mayor and the City Engineer.
A letter from the Bureau of the Census was read stating that that
office was preparing an estimate of costs for a special census as
requested by the City Council March 6th.
State 3osrd of E(Tualization reported applications for alcoholic bev-
erage licenses had been made for the premises at 117 N.Sacra:nento St
and 24 S. Lain Street.
The City Planning Co=, -fission filed recoi..mendations and reports on
the fo:loving:
(1) That the a=peal of E -d -ward ?arsons, 1240 S.Pleasant Avenue

sidered and that his present building location be deemed

of Ordinance No 238. Recommendation approved, notion CounciLman

(2) That a permit under Ordinance No. 248 be granted <Lrthur J.
Harlow to construct and operate a trailer camp (camp ground),
at 104 N. Cherokee Lane and that a "Use Permit" be issued
him for this purpose. I:r F. S. Van Arsdale, Secretary-Wanager
' of Lodi District Chamber of Commerce, as instructed by the
F Board of Directors of that body, interposed oral objection
to this pernit on the grounds that camp grounds should not
be located along one of the State's principal highways. It
apearing to the City Council that Marlow was cleaning up a
very undesireable condition and that by this application he
would come under the provisions of restrictive ordinances,
it was then ordered that the permit sought be granted.
(3) That rezoning of properties on North School Street be con-
fined to Lots 7 to 13 inclusive of Handel Tract as ori.in-
ally sought by Supernold Corporation, and that the City Council
hold a public hearing thereon declaring its intention to
rezone these lots to be in the Industrial District Zone.
A letter from Supermold Corporation setting forth its intent-
ions as to set -back from School Street, building construction
and fencing was read at this time, the same bearing the
signature of Robert C. Litts, Attorney for former objectors,
annexed thereto, a:.;proving the restrictions assumed therein.
It was then moved by Councilman Coffield, Weihe second, that
rezoning be confined to these seven lots and that a public
hearing the '
be held April 17, 1946 beginning at 8:00
o'clock after due notice published according to law.
After reading of letters exchanged between the City Cleric and the
District 'Clanger of Union Cil Company regarding the proposed
recission of that company's lease on property on the Southeast
- corner of Elm and Sacramento Streets wherein Union Oil Company
i stated that it could not abandmn this station at this time, lir
i F.S.Van Arsdale, Secretary -Manager of Lodi Chamber of Commerce,
who has been very active in seeking to obtain this site as part
for a bus station, asked that the Council continue its efforts
to obtain this location. 3;r Paul Schueter of Greyhound Lines
stated that he was in process of obtaining other sites, partic-
ularly one on 'est Fine Street about 160 feet west from School
Street. 3Ir Schueter was requested to continue his search and to
try to obtain Union Oil Company's acquiescence as the Council
did not favor a location on Pine Street such as proposed.
The City Clerk was directed to publish notice in time, form and
manner as prescribed by statute for the reception of sealed bids
on a franchise for motor bus lines in the city, such bids to be
received on or before 10:00 o'clock A.M. of May 1, 1946 and to
be opened at the regular Council meeting to be held on that date.

Business license a7pplications filed since March 6th were received,
read and ordered referred to the Chief of Police.
On recommendation of the Chief of Fdlice, the City Clerk was direct-
ed to place the City's order with Krieger Motor Company for four
police special Ford sedans and affix his certificate thereto
stating the urgent need for these cars.
On the application of General Foreman Thomas G. Killelea, he was
�_. directed to employ an experienced lineman in the electrical dep-
artment at $215.50, employment to begin March 21, 1946. Lotion

On receipt of a certificate of performance and satisfactory com-
pletion of his probation, Police Patrolman Fussell J. French was
confirmed as a regular patrolman and his wages increased $7.50
per month, effective March 1, 1946
On recommendation of Chief of Police Jackson, accompanied by his
oral statement that other police patrolmen were not interested in
advancement in grade, Patrolman Ralph Coon was advanced to the
grade of Police Sergeant effective April 1, 1946.

Chief of the Fire Department Polenske having filed certificates of
satisfactory performance covering probationary firemen Clifton
Cooper and Edward Ehrhardt, these men were confirmed as regular
employees and their wages increased $7.50 per month effective
April 1, 1946.
At 12:00 midnight, the City Council adjourned on motion of
