This regular meeting of the City Council of the City of Lodi was called
to order by the Mayor at 8:CO o'clock R.M. of 'dednesday, March 6 1946.
Councilmen Coffield, Riggs, Tolliver, S7eihe and Rinn (Mayor,, present,
none absent.
Minutes of the last meeting held February 20, 1946 were read, approved
as read and so endorsed by the Mayor.
PUBLIC HEARINGS -
Elmer Kirst presented a petition and spoke at length in its support,
pr6testing against the using of the premises at 720 S. Church Street
ROB=- by Mrs Merle H.Roberts under the "home occupation" clause of Ordin-
HOME anile No 236 as a beauty shop. It appearing that this condition could
OCCUPATION be changed only by amendment to the ordinance, protestants were so
informed.
Kr R. P. Barbour of Veterans Service a-ddressed the Council stating
STADIUM that his organization and the Memorial Hospital Association had
ALLOCATIONS reached an agreement whereby Veterans Service would conduct motorcycle
MOTORCYCLES races and the Association midget auto races, Mr Charles Curryer and
MIDGET AUTOS Al Lauer to handle the actual races, the first 33 300 from motorcycle
races to go to Veterans Service and all receipts thereafter to the
Hospital Association.
layor Rinn read the application of Lodi Chapter of D.A.V. for use
RODEO of the Stadium on Sunday, June 2, 1946 to stage a rodeo. Mr Al Lauer
JUNE 2 - stated that he could revise his schedules to fit and on motion of
Councilman Tolliver, Riggs second, this date was so allocated.
P -:SETTING On request of the Clerk and in order to allow sufficiend time for
HEARINGS publication of notice, public hearings on rezoning set for this time
were ordered reset for hearing on March 20, 1945 at 8:00 P.M.
CO'A.'U4(ICATIONS-PdOTICES-Reports -
Notices of transfers of alcoholic beverage licenses at various
'S.B.F. locations were received from the State Board of Equalization and
no objections voiced.
"Joodbridge Irrigation District notified the Council by registered
INOCDERIDGE mail that the City had dumped tree trunks in the Mokelumne River
P.P. DIST. above the District's dam and asked that they be removed. City Eng-
ineer Henning stated that this wotk was now in progress.
Community Welfare Council requested that space be allocated in the
S.J.COUNTY City Hall for San Joaquin County Welfare Department. The Council
i'ELFAR" directed that the Council be advised that the City wanted to assist
DEPT. in this matter but that at present no space was available at the
present time.
A circular letter from the Director of the National Housing Agency
NHA was received, read in part and ordered filed for future consideration.
Reports of the Chief of Police, the City Poundmaster and of the
REPORTS City Clerk for February were received, read and ordered filed.
City Judge Ferguson filed an informal report for February and req-
uested clerical assistance and more office space. Chief of Police
FERGUSON Jackson stated that he had a3signed Patrolman Schnabel to assist the
Judge for the time being. Tentative rearrangement of offices in the
City Hall and in the basement were considered in order to give more
room for the Court.
RWOLUTIONS & ORDINANCES -
Resolution No. 1252 establishing election precincts, designating
RFS 1252 polling places and appointing election officers and fixing their
ELEWTMO compensation was introduced by Councilman Riggs, Weihe second, and
then adopted by unanimous vote of all members of the City Council.
PWS 1253 Resolution No. 1253 approving expenditures of gasoline taxes on
GAS TAX state highways inside of the City was introduced by Councilman
Coffield, 7eihe second, and also adopted by unanimous vote.
UNFINISHID BUSINESS -
The Cleric was directed to advertise in time, form and manner as
FRANCHISE prescribed by law for the reception of proposals on motor bus lines
BUS LINES franchise heretofore discussed and as applied for by H.E.Mahaffey
and others.
On notion of Councilman Coffield, Wei -he second, the Clerk was
SPECIAL directed to file formal application to the Director of the Federal
CENSUS Census for a special census of the City so that the City could
obtain its just share in state allocations of certain taxes and fees.
NEW BUSINESS -
The application of Arthur J. Marlow for permission to construct,
operate and maintain a camp ground in the rear of 104 No. Cherokee
Lane was ordered referred to the City Planning Commission for the
use permit requred by Ordinances Nos 238 and 248.

BUSINESS Business license applications filed with the City Clerk since the
LICENSES date of the last meeting were ordered referred to the Chief of
Police for recommendation.
Business license applications presented February 20th were approved
MACK JON with the exception of that of Mack Jon for a fortune teller's
license, this applicant refused license on account of evidence -
secured by the Chief of Pmlice from the Oakland Police Department.
P.BRONSON No action taken on application of Peggy Bronson for a rooming
House license at 18 S. Main Street. (Cf minutes of 6-15-45).
PAY31- T OF CLAIMS -
Claims in the amount of $39 754.87 as approved by the Finance
Committee were allowed and ordered paid; Motion of Councilman Riggs,

MISCELLANEOUS -
Chief of Police Jackson reported orally on his efforts to educate
BICYCLES children and their parents on the safe ma -user of operating bicycles ,
exhibiting a pamphlet that the Department would mail to the homes
of bicycle riders.
It appearing that it is urgent that alterations be made to the
refreshment stand at Lake Park as the season would open early this
LAKE PkRK year and also that all builders are busy and unwilling to bid on

STAND Engineer was instructed to try and obtain a commitment in writing
LTERATIONS from some responsible contractor stating his estimate of costs and
if possible, the earliest completion date for this work, such
corcaitment to be subject to approval by the Council.
On recommendation of. Electrical Foreman Thomas G. Killea, the
following changes in wages in his department were approved effect-
ive as of March l,- 1946:
BA, UM Aaron Bauer, apprentice lineman to be advanced to lineman at $205.50
J-_,�riINS James Jenkins, lineman to be advanced in pay to ............ $215.50
D..,ILSCN Darrell ;Milson, service man, (returned veteran) pay set at.. $200.50
Discussion of sewer rental fees and standby water for fire service
was discussed at length, particularly the matter of rendering these
services to Shewa.n-Jones :finery, tentative scales for payment were
su_:gested to the City Engineer and he was instructed to continue
negotiations.
At 12:22 AU, of Thursday, March 7, 1946, the Council adjourned on
motion of Councilman Weihe.
