HomeMy WebLinkAboutMinutes - February 20, 194633 C0U74CIL CHAMBERS CITY COUNCIL CITY HALL - CITY OF LODI EDNESDAY, FEBRUARY 20TF., 1946 This regular meeting of the City Council of the City of Lodi was called to order by the Mayor at 6:00 o'clock P.M. of Wednesday, February 20, 1946, Councilmen Coffield, Riggs, Tolliver, 'leihe and Rinn (Mayor) present, none absent. Also attending Glenn 2+'est,City Attorney, Clinton Her.ning,City Engineer, George D.Polenske,Fire Chief,Clarence S.Jackson,Chief of Police and Arvid 0. Pauly, Superintendent of Recreation. Minutes of the last regular meeting held February 6, 1946 were read by the Clerk, approved as read and so endorsed by the Mayor. Arvid 0. Pauly, Director of Recreation, informed the Council that the local chapter of Disabled American Veterans had made available pECP3ATION to his Department, the field lighting equipment formerly used at D3PART6JENT Hammond Hospital. Air Pauly suggested several plans for its use. FLOC[) LIGHTS The City Engineer was directed to survey this equipment and IMPROVEMENTS estimate its value, cost of installation and cost of maintenance and operation. Mr Pauly also presented a list of projects for consideration by the Council principally at Lake Park and at the City Baths, filing the same with the City Clerk. PUBLIC HEARINGS - Due publication of notice being proven and the Clerk report- ing that no written protests had been presented to him, the Mayor called for oral objections to the granting of the following var- iences from the strict application of the provisions of Ordinance No. 236, as reco:mended by the City Planning Commission after pub- lic hearings had before that body - (1) The application of Hazen M. -Weil for permission to encroach NEIL on the Lockeford Street side line of his lot at the SW corner of Lockeford and Sacramento Streets with a commercial garage building. (2) The application of Herbert :7. Brown for permission to reduce the rear yard space on a reversed corner lot at 230 South BR0I9N Sunset Drive to the extent of approximately seven feet. (3) The application of Nathaniel fosanke for permission to reduce the rear yard space on a reversed corner lot at 72.1 West SGSAN'KE Elm Street to the same extent as in the case of Brown above. No oral objections to any of the above three applications being offered, it was ordered that the same be granted. Mr R.H.Mullen, Attorney for Raymond H.Crosby, Subdivider presented a final map of a tract of land in Burrs Addition to Lodi and the City Engineer certifying that the same agreed in FINAL MAP all particulars with the Tentative Map as approved by the City CROSBY PARI{ Planning Commission on February 1.8th, the final map was ordered approved on motion of Councilman Coffield, Riggs second. Crosby filed a letter agreeing to install concrete curbing and gutters on Grant Avenue, California Street and Forrest Avenue opposite to lots in this subdivision. Title of the tract " Crosby Park " The Clerk was directed to certify that water, sewer and electric service is available to the lots in this subdivision, At this time Mr R. P. Barbour addressed the Council reading from a prepared document his arguements as to the rights of - Veteran's Service Incorporated to have use of Lodi Stadium for nineteen midget auto or motorcycle races during the 1946 season. Mr Vincent lfebb, Secretary -Manager of Lodi Memorial Hospital VETERANS Association outlined aims, purposes, necessity and costs accrivin ORGANT.ZATIONS to that Association in its endeavor to serve the community with .APPLICATIONS proper hospital facilities, stating that the proceeds of midget FOR USE OF auto races would materially add to the funds necessary to perfect STADIUM. construction of this project. Roy Maggio and Harold Leetzow presented a written request that they be allowed time for at least ten races in 1946, setting up a schedule of payments that they would bewilling to make the City, the proceeds to be expended by the City Council in any manner it thought fit. An.Rempfer stated that failure to secure the use of the Stadium might cause discontinuance of Veteran's Service Inc. At the direction of the Mayor, Council action, if any, was deferred to an hour later in the meeting. Arvid 0. (minutes of Feb 20,1946 continued) 34 COUNCIL CHA?d37_RS CITY C3U%'CIL CITY HALL - CITY 0,F LODI CITY PLAP :ING COLVISSION - T_entative reports from the City Planning Commission rec- comending amendments to the zoning ordinance affecting the follow- ollowing ingproperties in the manner mentioned were received and at the order of the City Council, all were set for hearing at the meet- ing to be held beginning at 8:00 P.M. of March 6, 1946: (1) To be in the INDUSTRIAL DISTRICY ZONE -Beginning at a point on the south line of Lot 8 in Block 3 of Hutchins Addition to Lodi 165 feet Easterly from the east line of South School Street SOUTH SAC- and running thence Southerly, parallel to and 165 feet Easterly RAMrNTO ST from the east line of South School Street to a point on the north REZONING line of Koenig Subdivision, thence Easterly to the east line of South Sacramento Street, thence Southerly to the south line of said subdivision, thence. Easterly to the Southern Pacific Main Line Right of 'flay, thence Northerly to the SE corner of Lot 34 of Larson Subdivision, thence Westerly to the point of beginning. (2) To be in the MULTI -FAMILY RESIDENCE DISTRICT ZONE, All properties South of the north line of Lot 1 in Block 7 of Hutchins Addition extended easterly across School Street and SOUTH SCHOOL between the east line of South School Street and a line 165 STR22T feet easterly therefrom and parallel thereto and extending to REZONING the north line of Spruce Street. (3) To be in thelndustrial District Zone - A strip of land bordering on State Highway 24, Lodi to San Andreas and extending HIGH1AY 24 to a line beginning 180 feet Southerly from the intersection of REZONING the west line of Lot 11 in Live Oak Colony Map No 1 and the south line of said highway and running thence N 890 50' E to the east- erly limits of the City. - On recommendation of the City Planning Commission, the City USE PERMIT Council granted a use permit to Dr Elliott Adams to construct DR ADAMS a building for a physicians offices on.the NE corner of S.Lee and 'f1.Ivdi Avenues The Planning Commission asked further time in the matters concern- ing abandonment of portions of public streets and alleys in PARK ABANDA Vvellswood Park and also in the renaming of John Hutchins Road, ONMENT STS also, requesting that the City Council ask the County Board of Supervisors to direct the County Planning Commission to make, HAM LM in cooperation with the City Planning Commission, a study of COUNTY land areas surrounding Lodi to the end that plans be prepared PLANNING insuring the best uses of these lands in conjunction with the City's zoning laws. Fequests ordered granted. 104 E.LODI Transfer of alcoholic beverage licenses at 104 East Lodi now LIQUOR held by Joseph Girado to F.Lucchesi as reported by the State LICENSE Board of Equalization was not opposed. Application of J. P. Gilbeau for permission to erect two dwellings J.P.GILBEAU on the N 90 feet of Lots 18 and 20 in Block 2, Burrs Subdivision of Lot 10 was referred to the City Planning Commission for report. City Judge J. C. Ferguson filed a report on the activities of his FERGUSON Court for the month of January recommending that signs be erected at alley entrances showing that parking in alleys is prohibited. At this time Fhank H. Held addressed the Council in favor of granting use of the Stadium to the Veterans of Foreign Wars, stating that he represented the local Carpenters Union; he also F.H. HELD protested against parking in alley grays and the unlimited keep- ing of chickens in the City. Mayor Rinn requested the local news papers to give publicity to the ordinance restricting the keep- ing of chickens in residential areas. City Engineer Henning stated that nothing had been done in the AFG. SALT matter of the application of American Fruit Growers for permis- WATER LINE sion to connect with the Garfield Street sewer as they had so far neglected to present a tentative agreement. Polenske reported that Fire Truck Driver FIRMAN Matthew Sherman in all probability would not be able to return EPROSCN to work, he having received severe injuries while not on vice duty, and that he recommended that Forrest Eproson Jr., an SHrR1dAN eligible for this position, be appointed Probationary Firemaa effective at once at the entrance salary for this position. On mot`_on of Councilman Riggs, Weihe second, the Chief's reco:-�=endation was approved and Eproson so appointed Cn the recoamendation of the Chief of Police, the City Clerk POLICE AUTO was directed to place an order for the purchase of a Ford Police Special Automobile for the Police Department. Jacob Yanke, 121 East Lockeford Street filed a formal applic- ation for a permit to erect and operate a "trailer camp" for JACOB YANKE 13 trailers and their motive power at that address, the park TRAILER PARK to be operated in accordance with the provisions of Ordinance No 238. On motion of Councilman ileihe, Coffield second, 1{r Yanke was granted such a permit, structures on the lot to be in accordance with the building code of the City and the park to be operated in strict accordance with applicable ordinances. Consideration to alterations and enlargement of the present REFEESHUENT refreshment stand at Lake Park as requested by Fred Gesler, STAND AT concessionnaire, were considered by the Council and the City LA:� PARK Engineer was directed to assist in mbtaining a contractor who would bid on the work and also make his estimate of the probable cost. At 11:20 o'clock P.M. Mr James Prentice, Presideent of Lodi Memorial Hospital association, Mr Vincent Webb, its Secretary and R. P. Barbour returned to the Council Chambers. Mr Prentice and Mr Webb said that an agreement had been reached between Al Lauer of the Motorcycle men and Charles Curryer, promotor of midget auto and motorcycle races whereby Stadium time could be divided between the Hospital Association and Veterans Service. Chief of Police Jackson reported the results of a recent exam- ination for Police Patrolman held by the Personnel Clerk and requested that temporary patrolmen who had taken this examin— ation with passing grades and two additional men, not members ADDITIONAL of the department, also examinees, be confirmed and appointed POLICE Probationary Patrolmen at the entrance salary of 4145.00 plus PATROLMAN the cost of liv_.ng allowance of $40.50. BLAKEY On motion of Councilman veihe, Coffield second, Ray Alveti, ALVETI Bert Blakey, Sam W. Carns and Ralph N. Steger, now temporary CARNS employees were confirmed as Probationary Police Patrolmen and STEGER James Griffin and Glade Cain were appointed to- the same GRIFFIN positions at the entrance salaries effective therefore, such CAIN appointments to date from March 1, 1946. It was also includ- ed in the same motion, that should either Griffin or Cain refuse to accept the appointment tendered, Glenn Burgan, also an eligible, be appminted in stead. Fire Chief George D. It was promised that a statement in accordance with this direction would be presented at an early date. At 11:35 o'clock P.M. the City Council adjourned to and until the day and hour of its next regular meeting.
