HomeMy WebLinkAboutMinutes - January 8, 194627 CQUICIL CHAMBERS CITY COJTiCIL CITY HALL - CITY OF LODI TU?SD ".Y, JANUARY 8, 1946 Pursuant to the adjournment ta.cen from its regular meeting of January 2,1946 the City Council of the City of Lodi met in adjourned regular session at 7:30 P.3i. of Tuesday, January 8, 1946, Councilmen Coffield, Riggs, TolLver and Rinn present, Councilman -Jeihe absent being confined to his home by illness. Glenn (test City Attorney and Clinton Henning, City Engineer also attending, The principal purpose of this meeting being the consideration of ways and means to reconstruct portions of Block 28, Mokelumne deemed unfit for human occ- upancy and the Council having directed notification of the property owners to be affected thereby, it was noted that representatives of the Oga family, the Takeuchi family, Kiss Masui and Wins Funamura and George Y.Iida were present together with Mr J. D. Gallagher and Mr Ray Tong. Thomas 'long stated, by letter, that he could not be present out that he has plans prepared for rebuilding and would proceed if and when materials therefore were available. Drs Kosake, interpreting for Mr Oga, stated that Oga would prefer to sell rather than incur further expense. Takeuchi stated that they were willing to replace their building at 30 No. Main Street but that financing was their problem. Masui and Funamura; through `Lars Kosake, also stated that it was a matter of money that prevented action on their part. Dr J. D. Gallagher offered to raze the building in the rear of his lot and repair the front. Rap 'Wong said that his plans were in course of preparation and that he had already secured tenants fro the new building but awaited availability of materials. George Iida stated that he could not proceed without some help in financial matters. Mayor Rinn, on behalf of the City Council, stated that, as these buildings were posted by the Department of Public Health, something must be done to render them fit for occupancy but that apparently total rebuilding in conformance with the fire prevention laws would be the only acceptable means of accomplishing this end. It was suggested that help from the more able or from private financing would enable reconstruction and the means of making reconstruction less costly by the use of joint walls was outlined. Cooperation of the City Council to obtain the end sought was pledged and owners were all in a frame of mind to go ahead if financing was furnished from some source. " having been regularly introduced on the 2nd day of January 1946, was brought up for passage on motion of Councilman Riggs, Coffield second, and, after reading by title, second reading was omitted by unanimous consent and Ordinance No 316 eras passed, adopted and ordered to print by the following vote: AYis: Councilmen, Rigs, Coffield, Tolliver and Rinn. NOES: Councilmen, None. ABSENT: Councilman, Weihe. Mayor Rinn then signed the Ordinance in approval thereof. At this time Mr V. E. Norris presented an application to lease a part of the "Salem School Grounds" lately acquired by the City, as the site of a commercial soft drink, ice cream and dancing venture, stating that such a business in con- junction with the city recreation program would furnish a clean place of resort to all citizens of the city both young and older. Dr Norris was told that the City Council could not give him an answer at this time but would do so at the time of its next regular meeting. The annual purchase agreement for watthour meters with Duncan Electric Ma-m- facturing Company being due for renewal, the Mayor was authorized to sign such agreement for 1946 on motion of Councilman Riggs, Coffield second. The proposal of Bennet's Tree Service for trimming, topping and removal of street and nark trees was accepted writh the proviso that the total amount of work authorized should not exceed "$ 5 OOO.CO. Motion Councilman Tolliver, Coffield second. Claims for miscellaneous items were a proved in the amount of $14,799.86 and pa.,iment ordered on motion of Councilman Coffield, Tolliver second.
