HomeMy WebLinkAboutMinutes - January 2, 194625 COUICIL CHA3113ERS CITY COUNCIL CITY HALL - CITY OF LODI '4MN SDAY, JANWURY 2 - 1946 This regular meeting of the City Council of t::e Cit; of Lodi was called to order by the Mayor at 8:00 o'clock P.M. of Wednesday, January 2, 1946, Councilmen :I.J.Coffield, W...Riggs, H.J.To_l.iver, Otto Adleihe and Robert H.Rinn,Mayor, present, none absent. Also attending Clinton Henning,City Engineer, George D.Polenske, Fire Chief and C.S.Jackson, Chief of Police. Minutes of Minutes of the last meeting held December 19, 1945 were read, Dec 19,1945 approved after correction of a clerical error as to a year date, and so endorsed by the Mayor. A petition of property owners in "Better '.comes Subdivision" Pine Street si6r_ed by Robert 3.Mailen and others, requesting that .lest Opening Pine Street be c?ened between Crescent and Avena avenues was read and ordered referred to the City Engineer for report as to the effect of continuing this street through to Ham Lane. A written, application for a franchise for the operation of passenger bus service inside the City boundaries was filed by Arturo L.Lloyd,Jr. and Xilliam S.Biliings doing business APPLICATION OF from P.O.Box 730,Vallejo,•California under the name of " Lodi LODI TP.4.11SIT Transit Lines " by Robert A. Burrowes and Associates. This LINES FOR BUS application was accompanied by a map delineating proposed FRANCHISE. bus routes and time schedules. In the absence of City attorney :Pest, no action was taken other than to accept the application for filing -pending decision as to the legal methods to be pursued in the grant- ing of such a franchise. This being the time and place set by order of the Council and in published notice for the hearing of objections to the proposed rezoning of a portion of Block 10, Llokelumne, the City Clerk presented an affidavit in proof of due publication ?EZCNING OF of such notice and the Mayor declared the meeting open to PORTION OF the hearing of protests and objections. It was then declared that, inasmuch as there were no objections after due notice, the City Council CFDINANCE 316 had now acquired jurisdiction to order the rezoning of this INTRODUCED, property. State Board of Equalization filed the customary notice of the S.B.E. intended transfer of alcoholic beverage licenses held by Seibel & Stroh at 211 So. Cherokee Lane. No objections offered. Notice that the annual meeting of San Joaquin Safety Council would be held in Stockton on January 15,1946 was received. Reports for the month of December 1945 were received and read PyPORTS from the Chief of Police, the City Poundmaster and the City Clerk, the latter relating to collections of garbage fees. At this time Chief of Police Jackson reviewed the recommend- ations of the Lodi Coordinating Council in regard to traffic conditions in the city. Attention to danger ensuing from CCCFDINZING negligent and unlawful operations of bicycles, particularly COUNCIL on sidewalks brought out the recormendation that local ord- TRAFFIC inances be amended to allow the court to impound bicycles of P.ECGI,:k�1J,T- violators. In lieu of making East Elm Street a through street, IONS the Street Superintendent was instructed to mark the approach to Elm, Street from the South on Stockton Street, the principal place thought dangerous, with a "Caution, Intersection" sign. 26 (minutes of Januar{ 2,1946 continued) COUICIL CHAMBERS CITY COUNCIL CITY HALL - CITY Or LODI Attention was called to the dangerous condition of the north wall L.C.OSER.PARK- of the narking pit on ;lest Pine Street between School and Church LNG LOT Streets which threatens to destroy the alley pavement. The Super- intendent of Streets was instructed to notify H.E.Looser, the a: -parent proprietor, that this wall must be reinforced. BUSINESS Bi.siness license applications presented December 19, 1945 having LICENSES received the approval of the Chief of Police, were ordered OF 12-19-45 granted. Claims, pay -rolls, amounting to $17 958.75 as approved by the PAY -ROLLS Finance Committee were allowed and ordered paid, payment of APPROVED miscellaneous. claims being deferred to an adjourned meeting to be held January 8, 1946.
