The City Council of the City of Lodi met at 8:00 P. of Wednesday
December 17, 1947, Councilmen Haskell, Lytle, Tolliver, and Rinn present,
Councilman Riggs absent.
The minutes of the last meeting held December 10, 1947, were read,
approved as read, and so endorsed by the Mayor.
PUBLIC HEARINGS -
A protest against the moving of a large dwelling house
PROTEST from 115 S. School Street to 826 South Church Street
AGAINST signed by sixty-two property owners in the vicinity of

CHURCH requesting that the Council take saae action to prevent
STREET. unsightly or incongrous buildings from being moved into
any section of the City where they did not fit into the
general pattern of existing improvements. City Attorney
Zest stated that it is impossible to prevent such un-
desireable buildings from an aesthetic stand point, but
such prohibition would have to be based on the health
and safety of the public at large. •
Mayor Rinn offered the services of the City's legal
department to investigate the possibility of a general
ordinance covering this situation, and others -that might
arise in the futu.e. Pending the receipt of application
to move this building, protestants were advised to seek
some means of legally accomplishing the desired end.
Dir. R. V. Potter, City Projects Engineer, District X,
STATE Division of Highways then conferred with the Council
HIGHWAY in regard to the expenditure of some $94,700 gasoline
PROJECTS tax allocated to the improvement and construction of
1947-1948 state highways inside the City. Mr. Potter proposed that
some parts of this money be expended on Cherokee Lane
(State Highway 4) at points outside Lodi but adjoining
its boundary.
He submitted a project statement to carry the number 19
which contemplates the cancellation of former project
14 (acquire right of way north of Lodi $5,425.00) and
revert this sum for other work. Project 15 would be
amended to provide for further signal plans and surveys
x750.00 and allocate $6800.00 for the Highway 24, Pine
Street and Lodi Avenue signal system which, with $3000
from Major Street or other City funds would pay the cost
of purchasing and installing traffic signals on Cherokee
Lane.
The sum of $750.00 would provide for the maintenance of
State Highways 4 and 24 in Lodi to December 31, 1947.
An estimated 32000 would be expended in raising sunken
pavement panels on Cherokee Lane both inside and outside
the City particularly from Krieger Addition to the Cen-
tral California Traction Company Crossing.
The balance of these accrued moneys would go for curbs
and gutters, Vine to Poplar Street; the construction of
a traffic separation island or islands from south of
Vine Street to the Northern city limits; extension of
pavement on Cherokee Lane northerly about 500 feet from
?ockeford Road to provide transition space between city
street paving and highway pavement and; pave the borders
of Victor Road, (Highway 24) and install curb and gutter
for about 1000 feet east of the Log Cabin intersection.
It appearing that these projects would mutually benefit

N0. 1384 this project was authorized by the adoption of Resolution
ADO=TPJ No. 1384 introduced on motion of Councilman Tolliver,
Lytle second, and passed by the following vote:

Ed DeBendetti, Athletic Director, Department of Recreation,
advised the Council that the Phi-adelpnia Athletics
desired to obtain the use of the Lawrence Park baseball
field April Sth to 29th for a training ground for its
Klamath Falls, Class D. team. Ltr. DeEendetti stated
that this team would require, in addition to the ball
park, use of stadium dressing rooms and heated water. He
was authorized to proceed in securing the training
of this team in Lodi, the City to charge for water heat-
ing only at the rates now charged stadium users.

A letter, accompanying its annual statement for services,

was received from the League of California Cities,

to $350.00. Mayor Rinn further elucidated this letter

and its committees.

At this time Councilman Tolliver clarified the state -

ment of the motives of the City Council in establishing "

of this office at the present, and as reorganization

progresses, would entail many functions, that of receiving
parting meter moneys being a very minor part, it being
the intention of the Council to shift many of the duties
now performed in the City Clerk's office to this of-
ficer including collection and accounting for public
utility moneys, garbage fees, inspection charges, sewer
rentals and state subventions. Mayor Ri:n called atten-
tion to the scope of the sewer rental survey now being
conducted by the Treasurer -Collector and an emergency
staff under his supervision and direction. It was for-
merly thought that this survey would be conducted in
the Utility Department as originally provided in Or-
dinance No. 350 but shortage of supervising personnel
in this department made a change necessary.

salary increase of 825.00 effective January 1, 1943.
No action was taken on the reco.�mendation of the Board
of Review that the classific=tion of "Traffic Officer"
be approved.
At 11:50 P: M. the City Council adjourned on motion of
Councilman Haskell.
