_.3.I :is�'F notice being ,proven by affidavit, a hearing was had at which no
GFn:;M ob;e-. ions, written or oral were offered. It ;vas then roved by
Councilman Lytle, Tolliver second, that this varienoe be granted
in accordance with the a❑plication.
Robert Dolar, lessee of Lodi .irpert, appeared and presented his
first report of operations at tris field, stating that he had
collected $198.50 for miscellaneous fees to November 30,1%

used could be materially reduced from the ninety acre estimate
made about a year ago. Mr Dolan was informed that the Council

ap?roved by the Chief of Police were ordered granted, appl-

Police in accordance with ordinance.
Specifications for " Accountant ", " Account Clerk " Purchas-
?_tRSO.+ ?,L in„ Clerk" and " F•arking Yeter Service Man " as submitted by
.scj^.I.'ICiT,IOP:S Public Administration Service were a •proved and recommended
ArPRGVL'D to the Board of Review, Personnel System, for adoption. The
?ersc,:rel Clerk was directed to proceed with examinations
for these positiors.
At this time City attorney ".gest reported on the progress of
the City's efforts to use its lands Southeast of Live Oak
for f°_1 and cover garbage disposal, particularly or his
C -R-1 CL efforts to secure the approval of the Attorney General's
DIS-'w`.,L office advising the State Board of Health to proceed with
Fi^ iat`G its hearing or the City's application to so use this land
3T and in which he (Nast}, had been successful. The hearing
^as boen set for December 17,1947 at 10:CC AX. and in
order to make pr"oper presentation of the City's cause,
3.i.- "Vast requeste! authority to secure the testimony of the operators of
the garbage disposal plants at Turlock and at 'Fresno and also
to secure the se %rices of aur Thomas F. Means to testify as
to the probability of water contamination by reason of the
city's use for Zarbave disposal. On notion of Councilman
:?as'sell, Tolliver second, Ur '.vest was granted authority to k
secure the necessary testimony and incur such other expense
as might be necessary to further this application.
Chief of Police Fore v -s authorized to secure canvas hoods
to be a_,oted to builders, plumbers, electricians and other
crafts doing rotk in the parking metered district for coter-
:1t:OP,o ing meter heads :While actually engaged in work where tracks
were needed, such use to be strictly li::ited to macnines
actually on the job.
At 11:35 =•1!• the Council was resolved into Cormittee of the
whole and the room cleared returning to open session at
12:17 A.!L. of 'fl ursday, December 4, 194'l.
It appearing that radical changes were taking place in the
alministration of the City's fiscal departments pursuant to
..he survey being conducted by ?ublic :.d,�.-ristration Service,
,.re installation of parking meters, an equitable business
iioense ordinance uzd the ini.tiation of sewer rental charges,
"which, in alditlon to the additional increases in population
req,:fired a re -balance of the functions performed in the
offices of the City Cleric and the City Treasurer, it was
determined that the additional duties of Collector be added
to the latter department so that moneys collected could flow
by the most direct line into the City Treasurer. :his was
acccm?lishad by the adoption of :Resolution ?:o. 1331 as
in:rodlced b -r Councilman. Lytle, Tolliver second and passed
by the following -rote:

This resolution retains the present salary of the City
Treasurer at $150.00 per month and fixes the salary of
Co11'_ctor at 63COXC moanthly, the Treasurer to serre as
Collector at the Measure of the City Council.
