HomeMy WebLinkAboutMinutes - October 22, 1947207 CW',;,CIL C_HA%SIRS CITY COUNCIL CITY IALL - CITv OF LODI "MNESDAY, OCTOBER 22, 1947 Pursuant to the adjournment taken from its regular meeting of October 15, 1947, the City Council of the City of Lodi vet in adjourned regular session at 9:00 P.M. of Tilednesday, October 22, 1947, Councilmen Haskell, Lytle, Riggs, Tolliver and Rinn present, none absent. The minutes of the last meeting held October 15th were read, approved as read 'and so endorsed by the Mayor. PUBLIC HEARINGS - Mr 11. S. Reese, second party to an agreement with the City for the removal of screenings from the Sewage Disposal Plant request- R.- ed an increase in pay to $100.00 per month, stating that the NOTICE OF distance hauled had increased as had also the frequency of collect- TERHINATION ions to such an extent as to make this a reasonable charge. Mayor OF SCR NINES Rinn referred the application to Mr L. Carleton Yoder, Superinten- CONTRACT dent of the Sewage Disposal Plant for consultation with the City Council with a view that some means be devised to take care of this waste other than hauling by truck. Mr Reese then gave oral notice that he desired to terminate the contract of July 15,1942 as amended December 15,1943 and June 5, 1946 as of Januarf 41947 and desired that the City Council accept this as formal notice of termination . Meckler of the Sngineering Department, I- S.P. ;DATER the Mayor was authorized to execute an agreement with Southern CROSSING Pacific Company for permission to cross that Company's Wood- !. Bruner, Street Superintendent, by letter, requested action to compel Park-C"Meter Company to commence delivery on its contract PARK -O -METER for parSd meters, particularly metal posts, which apparently CONTRACT were being shirpad from Michigan. Councilman Tolliver said that DELAY IN the :lest Coast salesman for Park -O -Meter had promised delivery DELIVERY from Oakland, California stock. fir Bruner and City Attorney :'Jest were authorized to take such action as they deemed adviseable to insure delivery at an early date. Purchase of a 3/4 Ton Pick Up truck to replace the 1926 Ford 3/4 T. TRK in the Street Department was authorized, bids to be opened PURCHASE November 19, 1947 after publication of legal notice by the Clerk. On the recommendation of the City Planning Commission, the initial zoning of " Cainard Subdivision " comprising all the lands annexed to the City as " Cain -Hazard Addition " was ZONING OF begun by the introduction of Ordinance No. 356 introduced by CALM HAZARD Councilman Tolliver, Lytle second, i.e. ORDINANCE NO. 356, ADDITION AN ORDINANCE AMENDING THE ZONE DISTRICT MAP OF THE CITY OF LODI ORD. 356 BY ADDING T=TO " CAIN-HAZABD ADDITION " AND ZONING AND INTRODUCED CLASSIFYING EACH OF LOTS ONE TO FORTY-TWO OF CAINARD SUBDIV- ISION TO BE IN THE ONE AND TWO FAMILY RESIDENCE DISTRICT ZOtTL' AS SUCH ZONE. IS DEF'IN CD BY THE. PROVISIONS OF ORDINANCE NO. 238. This ordinance was then read and on motion, ordered laid over for the statutory period of not less than five days. ABSENT: Councilmen, None. Also, on petition of land owners representing not less than one fourth of the area of lands and of the value of the territory proposed for annexation and on report Ai-ZMATION OF and recommendation of the City Planning Commission, LAKE STRF'T Resolution No. 1375 was introduced by Councilman Tolliver, ADDITION Lytle second, declaring it to be the intention of the INITIATEED City Council to annex to the City of Lodi " Lots lb and RESCUITICN 17 of " Gerard Tract " excepting the South six feet of NO. 1375 the ;'Test one acre of said Lot 17, said territory, for ADCPTED purposes of identification to be named " Lake Street Addition " in proceedings to be had under the Annexation of Uninhabited Territory Act of 1939 as amended. This resolution was then passed and adopted by the following vote: AYES, Councilmen Tolliver, Lytle,Riggs,Haskell and Riaz *TOSS, Councilmen, None. ABSEWT, Councilmen, None. :Superintendent of Streets W. L. Bruner filed his written recommendation that the bid of Lodi Tractor Company for iiJARD OF furnishing one tractor -loader (bids opened October 15) TRACTCR-LOADER be accepted and on motion of Councilman Lytle, Riggs TO LCDI TP.ACTORsecond, and carried without dissenting vote, Resolution CULPANY PY of Award No. 1373 was adopted awarding the contract to IMS NO 1373 furnish this machine to Lodi Tractor Company as the �- lowest and best bidder at -its bid price of $1.,922.90 I More than five days having elapsed since the introduct- ion of Ordinance No. 355 entitled " AN ORDINANCE APPROV- ?."::RIAL IPTG THE t: =ATION OF " IM- CRI-- HOSPITAL ADDITION n TO HCSFITAL -EE CITY OF LCDI, CALIFOPNIA " it was moved by Council- :.:^:DITION man Riggs, Tolliver second, that this ordinance be ANP= adopted. Second reading, after reading by title was ORD 355 omitted by unanimous consent and the ordinance finally ADCP':D passed, adopted and ordered to print by the following vote: AYES: Councilmen Riggs, Tolliver, Haskell, Lytle and Rinn. Mayor Rinn and the City Council entered into discussions of the City's financial present status and future programs, kessrs Hazen M. ;Jell, Donald Bailey, Donrel Guptill, Claude aihittleton and Kerzeth McLane of 'r.ETAIL the Lodi ietail 3:erchants Association being present at MEX HANTS the Councils invitation. Aims of the City to meet its ASSOCIATION deficiencies by the levying of a sewer rental tax, an DISCUSSION equitable business license tax, parking meters, a sales tax, and, if these additional sources of revenue did not produce adequate revenues, a bond issue, were considered. The Merchants Association group seemed most oposed to a retail sales tax and advocated the issuance of bonds in lieu thereof. Ur Bailey, President of the Association invited the Council to attend its next meeting to be held October 27th at Hotel Lodi At 10:47 o'clock P.M. the City Council adjourned on .motion of Councilman Tolliver.
