This regular meeting of the City Council of the City of Lodi was
called to order by the Mayor at 8:20 P.M. of dednesday, September 3, 1947,
Councilmen Haskell, Lytle, Rigs, Tolliver and Rinn (Mayor) present, none
.absent.

City =nvineer Heckenlaible, Chief of Police Fore, Fire Chief Polenske and
Street and Park Superintendent Bruner. -
The minutes of the last meeting held august 27, 1947 were read, approv-
ed as read and so endorsed by the Mayor.
Several interested persons being present in regard to the
proposed annexation of " Fourteenth addition ", Mayor Rinn
RC�CSSD called for the re_ort of the City Clerk on the sufficiency
A`I= ATION of the land owners protests presented August 27th. The City
FCURTEM11TH Clerk read his written report stating that the total number
ADDITION of separate parcels of land in the proposed annexation
JcFTE AT -D district was 130 and that protests had been filed by 83
purported omers. ?.Iayor Rirm a pounced that, in view of
these protests, no further action would be taken under the
resolution of intention.
Lodi Memorial Hospital Association filed its written request
PETITION FOR and petition that the North 4.3 acres of the South 10 acres
A::=ATION OF of the East 33 acres of the S714 of Section 2, T 3N, R6E be
HCSPIT!LL annexed to the City under proceedings to be had pursuant to
i.AIV-71 S the " Annexation of Uninhabited Territory Act of 1939 " as
RECEI77D. amended. Petition ordered received and the necessary res-
olution ordered prepared for submission at the next Council
meeting.
Street Superintendent Bruner, by letter, requested information,
WRC'l� :111 and direction of the City Council as to grading and oiling of
STR3TS IN streets in " Cainard Subdivision " The Council restated its
TMC.L*TARD policy as being continued, viz: that such improvements would

PEED.UZ inform the Council and make his reco-mendations when lots were

thereto necessary.
City Engineer Henning submitted a proposed agreement with
S.P.CC. 42" Southern Pacific Company for a 42" concrete pipe line cross-
FIPE XL'TG ing under that Company's Roodbridge Branch tracks near the
AGR.y91-NT General Mills property and the same was approved on motion
of Councilman Haskell, Riggs second. Mayor Rinn then sirmed
the agreement.

Engineer was directed to make the surplus land at the activ-
ated sewage disposal plant available for rental.
Reports of the Chief of Police, of the City eoundma.ster for
REPORTS the month of August were received, read and ordered filed.
A report of City Judge Ferguson for the first six months of
1947 :as read and likewise disposed of.
City Enineer Henning presented his "Certificate of Completion"
CC%;2LETICP1 in the matter of the construction of Units 2 & 3, Pipe Line 1
CC?TTRACT 13X of the City Slain Line Sewer Cutfall as constructed by
.»AI?S CUTFA ,L contractor Warren A. "Zebster, listing deductions to be made
on account of omitted work in the total amount of $398.50.
Certificate accepted and final payment less the above deduct-
ions directed on r,otion of Councilman Riggs, Lytle second.

Assistant City Engineer Heckenlaible presented plan4 and

made by Councilman Haskell). Resolution No. 1356 then passed
by affirmative vote of all Councilmen
At this time, Councilman Tolliver, Chairman of the Special
Committee on Parking Meters rade an oral report, stating
PARKING that the Co.-mittee had considered all available types of

BY SPECIAL study, the Corittee recor,•mended that meters manufactured

motion of Councilman Riggs, .Layor Rinn second, the recommend-
ation of the Corr ittee was approved and the Park-04deter
Company directed to submit a formal proposal and contract to
the City Attorney for approval as to form and submission to
the City Council at its next meeting..
Five a;.plications for transfers of alcoholic beverage lie-
.000HCLIC enses as shown in notices from State Board of Equalization
MC. LIC 2 -Z3 -_S and as approved by the Chief of Police were read and no
objections offered. -
Applications for business licenses previously presented to
the City Council and referred to the Chief of Police com-
BUSI2,LL.3S ing on for action, all were ordered issued excepting (1)
LICENSES Roma Parks, Rooming House, 35i N. Sacramento Street (2)
T 10 PEcUSED Fred Fuji oto, Rooming House, 30 N. blain Street. Both the
P;=as & above applications refused for good and sufficient reasons
FUJ]1'.(T0 contained in the Chief's report. Applications received since
August 20th were read and referred to the Chief of Police.
Payrolls as submitted by the City Clerk in the amount of
$33 994.39 for the month of August were approved and checks
CLAIMS in payment ordered drawn, the Finance Committee having
recormended this order, miscellaneous claims due to be
presented were laid over until audited.
In response to an inquiry by Councilman Haskell, City Engin-
eer He -ming explained the a:plication of gasoline taxes to
state highways pending effective date of the Burns -Collier
Act, especially as relating to progress being made in the
installation of traffic signals on Cherokee Lane.
At 10:10 P.M. the Council retured into executive session,
returning to open meeting at 10:33 P.M. when adjournment was
had on motion of Councilman Riggs�JISL�
