This regular meeting of the City Council of the City of Lodi was called to
order by the Mayor at 8:28 o'clock P.M, of :ifednesday, August 6, 1947, Councilmen
Haskell, Lytle, Riggs, Tolliver and Rinn present, none absent.
Also attending, City Attorney West, City Engineer Henning, Utilities Super-
intendent Killelea, Fire Chief Polenske, Chief of Police Fore, 'Park & Street
I Superintendent Bruner, Building Inspector Heckenlaible and Recreation Director
j. Pauly.
the minutes of the last meeting held July 23rd were read, approved as read
and so endorsed by the Mayor.
Director of Recreation Arvid 0. Pauly addressed the Council briefly, submit-
ting copies of his survey of daily attendance at Lodi Lake Park compiled as to
places of residence of the various persons present during a limited period.
This being the time and place set for the opening of sealed bids on the
P M following contemplated works and the furnishing of the materials therefore,
o due publication of 11 Notice to Contractors and Suppliers" was proven by

affidavit and the following bids were publicly opened and declared:

Both of the above bids were referred to City Engineer Henning, who
c� n recomr..ended, later in this meeting, that they be rejected as too high.
a Recommendation approved and on motion regularly made, second and carried,
all bids on these projects were ordered rejected.
Cn furnishing concrete irrigation pipe and culvert pipe, prol5osals in
regular fora were received from Ed Spiekerman Concrete Pipe Company and
w from J. "1. Uumbert Concrete Pipe Company. As the Mumbert bid was $1 128.30
Ey less than Spiekerman's for the 8 inch to 18 inch pipe in List 1, and
a Spiekeraan's bid on the 36 inch and forty -taro inch pipe, (List 2), was
E+ W $173.80 lower than Mumbert's , award for the items in List 1 was made to
ho W J.W:.iummbert Concrete Pipe Company and to Ed Spieke ascan Concrete Pipe Co.
for items in List 2.
General ;rerican Precooling Company was granted permission to occupy the
unused siderialk space along Railroad Avenue bordering the Southern Pacific
tracks for ninety days for the purpose of precooling fruit cars.
The Council agreed with Street Superintendent Bruner that vehicle parking
should be permitted only on the north side of Lockeford Street between
Stockton and Main Streets and so ordered.
City Clerk Blakely presented his written report on the sufficiency of the
' petition for annexation of inhabited territory filed with the Council on
July 9th, stating that he had ascertained from the records of the County
Clerk that there were 108 qualified electors residing in the territory
proposed for annexation of which number, 33 qualified electors had signed
this petition, which nuimer is in excess of one-fourth of the resident
qualified electors therein. On reading of this report, it was moved by
a Councilman Rigs, Haskell second, that Resolution No. 1352 be introduced
mca and read, said Resolution declaring the intention of the City Council to
call an election in this territory in not less than fifty days from this
date on the question of annexation and also giving notice that a public
hearing of interested owners of real property owners would be held in the
P4 z City Council Chambers at 8:00 P.K. of Jednesday, August 27, 1947 for the
y reception of protests against such annexation. Resolution No. 1352 was
N¢ then adopted by the following vote:
AYES: Councilmen Riggs, Haskell, Lytle, Tollitrer and Rinn.
LACES: Councilmen, None.
ABSENT: C6uncilmen, None.

Or, receipt of a certified eligible list from the Personnel Clerk and
'J on recom":endation of the Chief of the Fire Department, Edwin Wal, one of
H ¢+ the three highest in standing on this list, was appointed probationary
R c, Fireman effective on his reporting for duty at a salary of $210.00 per
month plus the cost of living adjustment of $12.50 continuing through 1947-
1948 fiscal year.

Park Superintendent -111.L.Bruner presented specifications and
other necessary documents for the painting of the wooden struct-
STZMM ures in the Lodi Stadium and the same were ordered approved and
PAINTING adopted 'and advertisement for sealed bids to be opened august 27,
1947 directed by the adoption of Resolution No. 1353 introduced _
by Councilman Haskell, Riggs second and carried without dissent-
ing vote.
Discussion of the installation of parking meters, the extent of
territory to have metered parking and the' type of meter to be
PAWING purchased lead to the arpointment by the Mayor of a Committee
M TER consisting of Councilmen Tolliver and Haskell, Street Superinten-
003?ITT- dent Bruner and Chief of Police Fore to examine the various types
APPOINTED of meters offered and make recommendations to the Council as to

INCREAM The Clerk was directed to write Lodi Union High School su.:gesting
STADIUM that the contract between this school and the City be amended as
CHARGE to Section 5 so as to increase the City charge for each admission
from 5s to 10¢ for affairs held in Lodi Stadium.
Specifications, Notice to Bidders and Contract Documents for street
STREET AND and alley work on scattered portions of streets throughout the
A'_L T WORK City as prepared by Street Superintendent Bruner were approved
0._D -:RED and advertisement for bids ordered by the adoption of Resolution
No. 1354 introduced by Councilman Lytle, Riggs second and carried
without dissenting vote. _
Business license anplications previously submitted as approved
LICST:SS by the Chief of Police were granted and those since July 16th
ordered referred to the Chief of Police.
Claims as ap. roved by the Finance Committee in the amount of
CLAIMS $103,475.35 were allowed on not' -on of Councilman Tolliver,

ORDINANCE NO. 351, entitled, " AN ORDINANCE FIXING THE .MOUNT OF
1947-48 TAX MONY TO BE RAISED BY TAXATION AM THE RATE OR RTES OF TAX
RATE FIXED TH :REFORS NECESSARY TO CARRY ON THE VARIOUS DEPARnIENTS OF THE
ORDINANCE 351 CITY OF LADI AND TO PAY THE BONDED INDEBTEDNESS OF SAID CITY FOR
INTRODUCED. TIE FISCAL YEAR SWI21ING JULY 19 1947 " was introduced on motion
of Councilman Riggs, Lytle second, read at length by the Clerk
and by the above motion, 'ordered laid over for the statutory
period of not less than five days.
Reports of the Chief of Police, the Foundmaster, the City Engineer,
MONTHLY the Superintendent of Parks and Streets, the City Treasurer and
REPORTS the City Clerk as Garbage Fee Collector for the month of July were
received, read and ordered filed.
At 10:45 P.M. the Council was resolved -into executive session
returning to'open meeting at 11:22 P.M. when adjournment to 6:00
P.M. of Jednesday, august 13th, 1947 was had on motion of Councilman
Riggs.
