AGENDA TITLE: "No -Parking" Zone for Striping Modifications on West Side of Cherokee Lane
South of Century Boulevard
MEETING DATE: October 15, 1997

RECOMMENDED ACTION: That the City Council adopt the attached resolution approving the installation
of a no -parking zone on the west side of Cherokee Lane, from Century
Boulevard to 200 feet south of Century Boulevard, as shown on Exhibit A.
BACKGROUND INFORMATION: The following report has been prepared based on a concern received
related to traffic congestion at the intersection of Cherokee Lane at
Century Boulevard. The concern is that drivers traveling south on
Cherokee Lane through the intersection at Century Boulevard are
occasionally blocked from reaching the intersection by vehicles backed up in the left -turn lane to enter
southbound Highway 99. Since all vehicles approaching the intersection of Cherokee Lane and Century
Boulevard are required to stop, and the majority of the southbound vehicles are turning left onto Highway 99,
the left -turn lane can occasionally fill up and block traffic attempting to travel south through the intersection.
This type of problem can be addressed by either lengthening the left -tum lane to accommodate more turning
vehicles, or by providing an alternate route around the vehicles stopped in the left -turn lane. Since the turn
pocket length is currently quite long (250 feet), and lengthening the turn pocket doesn't guarantee the
problem won't occur during peak periods, staff feels that providing a route around the stopped vehicles will
provide better overall results. This will also eliminate the problem of southbound vehicles trapped in the right -
turn lane. A review of existing conditions at the intersection indicates that providing two southbound lanes
through the intersection of Century Boulevard would provide an alternate route around stopped vehicles with
little striping modifications needed, particularly since the work can be incorporated into the Cherokee Lane
Improvement Project, currently underway. As shown in Exhibit A, staff is proposing changing the existing
mandatory right -turn lane into a combination right -turn and through lane. While these modifications will solve
the backup problem, it will require that the two southbound through lanes merge back into one lane south of
the intersection. Within this transition area, some parking will need to be removed due to insufficient roadway
width. The area where the removal of parking is proposed is along the rear of a residential subdivision and
the parking is not needed. Based on these factors, staff recommends that Council approve the installation of
200 feet of no -parking zone as shown on Exhibit A.
FUNDING: Funding for the installation of two no -parking sign d additional laneline striping from the
Street Maintenance Account at an approximate/ c t of $3 50.

OF CHEROKEE LANE, FROM CENTURY BOULEVARD TO

BE IT RESOLVED, that the Lodi City Council does hereby approve the installation
of a "No Parking" zone on the West Side of Cherokee Lane, from Century Boulevard to
200 feet south of Century Boulevard, as shown on Exhibit A attached hereto and made a
part hereof.
