The City Council of the City of Lodi met in regular session at 8:00 P.M.
of Wednesday, April 2, 1947, Councilmen Lytle, Riggs, Tolliver and Rinn
present, Councilrun Haskell absent.
Also attending City Attorney "hest, City Engineer Henning, Chief of Police
Fore, Building Inspector Heckenlaible and Supt. of Utilities Kil.lelea.
Supt. of Streets Bruner was present for a short time but was called out
on account of an accident in his family.
The minutes of the last meeting held March 19th were read, approved
as read and so endorsed by the Mayor.

This being tte time place and hour set for the reception

FTTTI?IGS adopted March 12, 1947, due publication of "Notice to
OP:NED Bidders & Suppliers" being proven by affidavit, tYe, City
Council proceeded to publicly open and declare all bids
received therefore, to -crit of:

Builders -Pacific, Inc.
Grinnell Company
Crane & Company
Mueller Company _
Atlas ?.levator Company
Rich Manufacturing Co., Ltd.
H. G. Roberts Co.
Renssalaer Valve Co.
Johns -Manville Sales Corporation being the sole bidder
A?i'AFD OF on all sizes of water pipe having submitted a bid approved
FIFE CO?'rIM=.T by the City Engineer and acceptable to the City Council,
R -v.'.,. #1308 were awarded the contract to furnish the various sizes
ADOPTED of water pipe required by the adoption of Resolution ##1308
introduced by Councilman Tolliver, Lytle second and passed
by the following vote: -
AYES: Councilmen, Tolliver, Lytle, Riggs, Rinn
NOES: Councilmen, None
ABSENT: Councilman, Haskell
VALVES, ETC. Proposals on valves, hydrants, bittings and packing were
REFERRED TO ordered referred to the City ;Engineer for tabulation and
CIT? si,G, report at an adjourned tweeting to be held April 9th.
Mrs. Dorothea Gesler, lessor of the refreshment stand at
Lake Park requested that the City Council tase-action on
the application of the United Service Clubs of the City
for penrission to conduct a "Country Fair" SLAlar to
that held last year on the park grounds.
CCU*:TRY A communication ma':cing this application was then read.
FAIP Mrs. Gesler stated her objections and also that the
applicants had never spoken to her concerning their
proposal. Mayor Rinn enumerated the needs of the
Hospital Association and its promotional expenses as
the proceeds of this fair would inure to the benefit
of that association. It was then ordered that the applic-
ation be returned to the sponsors of the fair with the
request that they mare arrangements with Mrs. Gesler if
possible and re -submit it to the Council.
R. Bunds, Contractor for Salomon Bros., requested that
the City permit use of two 301 approaches instead of 20'
SAWY011 ones to the service station to be erected on the North -
SERVICE west corner of Flora Street & Central Avenue. Mr. Bunds
STATICPI nreserted a written application from Salomon Bros. to
this effect. In the absence of Street Superintendent
Bruner, this natter was laid over to April 9th.

On recommendation of the City Building Inspector and
Superintendent of Streets, Thelma Payne was appointed
T�ELMA probationary Clerk -Stenographer from the eligible list
PA=E established by the Department of Personnel at an enter-
AFFCI?TTS^ ing salary of $160.00 per month effective as of April 1, 1947.
This clerk to serve as Secretary to the Building, Street
and Plumbing Departments.
R. J. Reiman applied by letter and orally for annexation
of "Reiman Tract" to the City stating that some 15 homes
R:;DAAN in this tract were now nearly completed. Mr. Reiman was
informed that proceedings were being initiated at the
present time to annex_ territory that would include his
properties.
At this time Dalton Devine, writer of the application
COUNTRY FAIR from the United Service Clubs of the City referred to
JUT.? 3 & 4 above in these minutes appeared and stated that he had
GRANTED talked with Mrs. Gesler concerning use of the Lake Park
for a "Country Fair". He said that Mrs. Gesler contended
that the sponsors of the fair should pay the City 10%
of the gross and 20% to herself. .All eouncil present
agreed that the City was not interested in any share of
these proceeds. It was then regularly moved, seconded
and carried that the United Service Clubs be permitted
to conduct a "Country Fair" at Lake Park on the after-
noon of July 3rd and on the day of July 4th for the -
benefit of Lodi Memorial Hospital Association.

Notice of hearing before the State Industrial Commission at
CN Stockton, April 7th, in the matter of the adjustment of the
CLAD!. OF claim of Mrs. *:ell F. °ichands and minor children arising

was received and its purport explained by Cit;: Attorney
Glenn 'lest.
lIGI`iS Lodi Lions Club thanked the City Council by letter for al-
GbM lowing it to maintain a gum vending machine in the City
Hall, the proceeds of which were allocated to the Hospital
association.
P.enorts for the month of March were received from the Chief
REPCP.TS of Police, City Poundmaster, City Engineer and Street
Superintendent, the latter also filed his report on con-
struction work comuleted at Lake Park.
Supt. of Streets Bruner also filed recommendations for traffic
AC;Di'..'f control at Lodi Academy and the Adventist Elementary School,
TRAFFIC Central Avenue & Garfield Streets. Recommendations approved
SIGNS and authority to secure and place necessary signs issued.
Judge J. C Ferguson filed an informal report covering court
cases heard in the first three months of the year. He also
requested appointment of a Clerk. No action ta?cen.

December 2C, 1946. It was also ordered that the Honeys
so withdrawn be paid, on order of the City Attorney, to
Davies and wife in full payment of the right of way
desired by the City.
At 11:47 P. U. the City Council adjourned to S P. M. of
