This regular meetin; of the City Council of the City of Lodi held beoiw ing
at 3;CC PX. of :Jednesday, 2!arch 5, 1917, Councilmen Haskell, Lytle, P.iggs and
Sinn present on roll call.
Lnutes of the last regular meeting of February 19 and the Special Meeting
of February 26, 1947 were read, approved as read and so endorsed by the Mayor.
PUBLIC HF.-IRIPIGS - Robert Blewett, attorney for some sixty petitioners pres-
ented two petitions protesting against locating. City dump grounds on the site
under option from C. Vaccarezza north of the .'.to elumne River and east of the
Central California Traction Company railroad line. One of these petitions
purported to be signed by residents North of the river, the other by residents
South of the river. IL- Blewett spoke briefly on the subject and then filed both
petitions with the City Council. Ltayor Rinn assured the petitioners that the
City would use the prorosed site only after all other possible locations had
been investigated and rejected and asked that the protestants assist the City
in obtaining a location that would not be objectionable to neightoring property
o-wners. lir Blewett assured the Council of his clients willingness to cooperate
in finding another place for refuse disposal.
C'narles Kriegbaum, Adjutant of the local post of Disabled American Veterans
presented the case of his organization in requesting a full one-third of the
50% allocation of the proceeds from midget auto and motorcycle racing in Lodi
Stadium during 1947, stating that the charitable efforts of the D.A.V. should not
be measured by their numbers as the Lodi cost extended aid to many veterans not
members of their organizations. He accepted the division proposed b, the Hosp-
ital association, the ineri:ar. Legion and the Veterans of Foreign :°Jars, 17''%
of 50° of the proceeds for 1947 under protest.
H. E. ;.Iahaffey, Proprietor of Lodi Transit Company, addressed the Council
in regard to his application to the State Public Utilities Ccreission for a
certificate of public convenience and necessity for the extension of bus line
service to points outside the City limits of Lodi. Mayor Rinn requested
`1r Mahaffey to have his attorney write a letter to the City Council stating
the effect that changing from city control to state commission control mould
have on the City of Lodi. Mahaffey agreed to have such a letter ready for the
next Council meeting.
Formal hearing was then had on the application of Zion Reforned
Chmrch for a varience to permit the erection of a church building
VARIE CE OF on the Southeast corner of Hutchins and Oak Streets after proper
ZION REFORMED publication of notice of such hearing was proven by affidavit.
CHURCH GRANTED No persons appearing to object and no written protests having
been filed with the City Clerk, it was directed, on motion of
Councilman Haskell, Lytle second, and carried that this varience
be granted.
It being proven that proper notice of a public hearing to be held
at this time and place had been published, by affidavit of the
REZONING ALONG principal Clerk of the Publisher of The Lodi Times, objections
PINT RTON AVE to the rezoning of all properties east of a line parallel to and
APPROV..D two hundred feet distant westerly from the center line of " Pink-
erton Avenue " were then invited. The City Clerk reported that
no written protests had been received by him and on a call for
oral protests, none were offered. It was then ordered that
the City Clerk prepare and present an ordinance approving that
this property be rezoned to be in the Indistrial District Zone.
In the matter of the rezoning of a lot on the east side of Gouth
Eutchins Street and north of Park Street,_ due publication. of
REZONING PARK notice that a public hearing would be had at this time and place
& HUTCHINS for the reception of objections to this lot being rezoned to be
APPRCVED in the Commercial District Zone, was proven by affidavit. On a
hearing being had, no protests were forthcoming and it was directed
that this rezoning be approved by ordinance to be introduced at
the -text Council meeting.

for introduction at the next Council meeting.

State Hoard of Equalizations notice of the intended transfer of
S.B.E. all alcoholic beverage licehses at 4.5 N. Sacramento Street from
Turner to Morowit was read.
A letter from the League of California Cities explained the League's
L.C:C. attitude toward uniform assessment of real and personal property
F.'.CPSRTY and was further explained by Mayor Rinn.

At 9:30 F. M. Councilman Tolliver appeared and took his seat in
the City Ccuncil.
On favorable report from the City Planning Cor=ssion, a " Use
Permit " was granted to John Ferrero without hearing. to allow

G?,.kNT..D conditions imposed on other garage properties along this highway.
The City Planning Co=ission recommended that ?lest Vine Street
OPMsING OF be opened from Lee Avenue to South Hutchins Street, either by

ADVCCATED riot assessment proceedings. The City Engineer and the City
Clerk were directed to secure estimates of cost and ascertain
the attitude of property owners.
A telegram and other literature advising the Council that surplus

The proposal of Country Club Spraying Service for application

deem necessary if the price was right.
On the recommendation of City Engineer Henning. the Personnel
Clerk was directed to prepare specifications for the -classification

INSPECTOR recomendation, the Personnel Clerk was directed to conduct
examinations to establish an eligible list for the position of

1946 UNIFOR1 Uniform Building Code be adopted in lieu of the 1943 edition of
BIDS CODE this code adopted by Ordinance No 298.
Lodi Lodge No 259, Independent Order of Odd Fellows, owner of
Lot 1 in Block 4, Mokelumne on the Southeast corner of Pine Street

At this time, letters from the American Lutheran Church of Lodi
and from Zion Reformed Church protesting against the erection of

Superintendent of Parks and Streets were received and read.
