:his regular meeting of the City Council of the City of Lodi called to
order by the Mayor at 8:15 F.M. of 4ednesday, February 19, 1947, Councilmen
Haskell, Lytle and Rim present, Councilmen Riggs and Tolliver absent.
Also attending, City Attorney 4est, City Engineer Henning, Building Ins-
pector Heckenlaible, Fire Chief Polenske, Chief of Police Fore and Street
Superintendent Bruner.
Minutes of the adjourned regular meeting of February 12, 1947 were read,
approved as read and so endorsed by the Mayor.
PUBLIC HEARINGS -
This being the time, place and hour set for the opening of
sealed proposals for the construction of Units 2 & 3 of Pipe Line 1 of the
City's Main Line Sewer Outfall, proper publication of " Notice to Contractors "
was proven by affidavit filed with the City Clerk, the following proposals
conforming to the bid documents were then opened and publicly declared:

Award of contract in this matter deferred until later in this
meeting.
Representatives of Lodi Memorial Hospital Association, the Lodi
Post of the American Legion and of Veterans of Foreign Stars and
Disabled American Veterans desiring to address the City Council
in regard to use of the Lodi Stadium for the 1947 season, an
application in writing signed by the Secretary of the Hospital
Association, the Commander of Lodi Post No 22 of the American
Legion and a Trustee of Lodi Post No 1969 of the Veterans of
Foreign 'mars, requesting allocation to them of the use of the
STADIUM Stadium from about May 15th to September 15th for the purpose of
F25ZERVATIONS holding midget auto and/or motorcycle races was read. This i
1947 application proposed that one-half of the profits of these races y
be for the benefit of the Hospital Association and that the
remaining one-half be divided between the American Legion and
the V.F.W. A letter signed similarly to the application ment-
ioned above, stated that efforts had been made by both veteran's
organizations to arrange for participation in this division of
proceeds with Lodi Chapter 59 of Disabled American War Veterans
but, as the latter organization contended that it should receive
a full third share, although having but 70 members as __agg inst
715 in the Legion Post and 650 in the V.F.W.e'SYTeng tgreement
the D.A.V. was 17�% of the profit, 45% to the American -Legion and
3V to the V.F.W.
Mr Vincent ikbb of the Hospital Association, Mr E.J.Crescenzi of
the knerican Legion anf Mr Ralph Surran of the V.F.W. orally
elaborated on the statements made in the application. Mr Charles
Kriegbaum of the D.A.V. stated the position of the officers of
that organization. As Ur Kriegbawn mentioned the fact that this
matter would be further considered at a meeting of Lodi Post
Yo 59 of the D.A.V., further consideration and action was post-
poned to the next Council meeting to be held March 5, 1947.
CCL4fUNICATIONS -
Notice of the monthly meeting of Lodi Coordinating Council was
read, Councilman Haskell stating that he would attend on February
27th.
Ralph S. Brook, Consulting Engineer Service on Parks and Playgrounds
BROOK submitted a !otter setting forth his qualifications and the scope
of the service offered.
Foser and Coe, 208 S. School Street applied for the annual purchase
LAMP CONTRACT agreement for small incandescent lamps and on the recommendation
of Superintendent Killelea, this firm was directed to submit a
formal agreement covering the year beginning March 1, 1947
Final ;cap of a subdivision entitled " Panzica Tract " was presented
PANZICA T?_ZT for approval. It appearing that this map conformed with the tent -

ment for public utilities shown thereon accepted by the adoption
of Resolution No. 1301„ introduced by Councilnan,Haskell, Lytle -a

Superintendent of Streets and Parks, W. L. Bruner submitted
ST SUPT statements of the present operation of the departments under
STATEMENT his charge and of his contemplated changes to make them more
OPERATION efficient as well as enlarge their operations to suit the
& ST CLEANG present demand; he also submitted figures relating to the
sweeping streets by mechanical means. As the hour was getting
late, consideration of these items was deferred to the next
meeting or until return of the two absent Councilmen.
The City Engineer having approved payment of $8 106.41 on account
PAYMENT OF of work on the Sacramento Street Drain and $2 944.60 on the main
$11 051.01 line sewer outfall (total $11 051.01) to J. F. Watson, a warrant

AUTHORIZED Treasurer infavor of his assignee, Farmers & Merchants Bank of
Lodi on motion of Councilman Haskell, Lytle second.
At this time, Mayor Rinn read a letter written to Alar Assets
Corporation relative to the City's acquisition of Kingsbury
Auxiliary Airfield, now being offered for disposal by War Assets
KINGSB'URY Administration. Mr Rinn explained the import of the advertisement
AIRPORT TO to appear in the Stockton Record on February 20, 1947 and that
BE ACZUIp_m the City had been pursuing negotiations with the two owners of
the land in the airport site, other than the Federal Government,
for leasing or acquiring their interests. Mayor Rina was authorized
to do anything necessary to secure control of the port.
At this time, City Engineer Henning reported on the proposals

City Engineer Henning requested that the City Council approve

Yr Henning also presented letters written by the Stockton office
of the Division of Highways relative to the City occupying the
southerly 20 feet of right of way being acquired by the State

letters offered a " joint usage agreement " for which the City

way to the state. As no copy of this joint usage agreement had

been submitted and as it is imperative that the City enter into
this land for the laying of the main line outfall sewer, it was
directed that, when this joint usage agreement reaches the City,
that the City attorney signify to the State, providing the agree -
went is reasonable, that the City of Lodi would commit itself
to pay $5 500 so that the City could enter into this right of
way and have control thereof, it being contended that, if the
City had to pay for its rights, other public utilities should
occupy it only on consent of the City.
City engineer Henning then submitted a letter, accompanied by
diagrammatic maps in contemplation of the immediate and future
improvement and extension of water mains and fire protection
facilities. One map, designated " A " set forth -additions to be
made immnediately to accomodate the new pumping stations author-
ized February 12th and better use of the pump at Stockton Street

and Kettleman Lane as well as providing fire hydrants in the

northwest part of the city where there is now no fire mains.
PLANS A & B
The engineers estimate for this work was $147.340.00. Plan "B"
including Plan "A" called for other works also with a total of
four new pumps, extensions and improvements to cost $242,720.00
'r Henning requested that steps be taken at once to purchase
the materials, other than the two pumps heretofore authorized,
and on motion of Councilman Lytle, Haskell second, he was
directed to prepare specifications for the materials necessary
to do the work provided in Plan "A" so that advertisement could
be had at an early date.

Business license anplications presented February 5th, as approved
by the Chief of Police in accordance with ordinance, were ordered
granted. Applications filed since that date were read and order-
ed referred to the Chief of Police.
On motion of Councilman Lytle, Haskell second, the Building Insp-
AUTO ector, the Plumbing Inspector and the Superintendent of Streets

LOWANCES were allowed go per mile for use of their persorsl automobiles
until such time as the City might acquire cars for their uuse.
:ity Engineer Henning was directed to prepare plans and specific-
ations for sewers in Aoodlake Tract for submission March 5th.
At 15 minutes past Midnight, the City Council adjourned on motion
of Councilman Haskell.

At the dell of the Mayor, a special meeting of the City Council of
the City of Lodi was held beginning at 5:15 o'clock P.M. of Wednesday,
February 26, 1947, Councilmen Haskell, Lytle, Tolliver and Rinn present,
Councilman Riggs absent. Members of the City Council, having Signed a
formal waiver of notice and consent to meeting for the purpose of
authorizing application to the gar Assets Corporation for transfer of
Kingsbury Auxiliary No. 1 to Stockton Airfield and for the purFose of
approving an agreement with the Department of Public Works of the State
of California for the acquisition by the City of a strip of land twenty
feet in width extending from near the City's sewage disposal plant to the
lower Sacramento Road, Mayor Rinn called the meeting to order and explained
the business to be transacted and the urgency therefore. City Attorney West,
City Engineer Henning and representatives of the press were also present.
On motion of Councilman Haskell, Lytle second, Resolution No. 1304,
entitled 11 RESOLUTION AUTHORIZING AND DIRECTING AFPLICATION FCR AC(ZUISITION
OF ' KINGSBURY AUXILIARY AIRPORT ' FRCM WAR ASSETS CORPORATION BY THE CITY
OF LODI " was introduced and then passed and adopted by the following vote:
AYES: Councilmen, Haskell, Lytle, Tolliver and Rinn.
NOES: Counciiien, None. ABSF.:dT: Councilman, Riggs.
The second item of the waiver of notice was then considered and explain-
ed by City. Attorney West and City Engineer Henning. Execution of an agree-
ment with the Department of Public 4orks of the State of California whereby
the City would acquire a twenty foot wide strip of land south of State High-
way 53 (Kettleman Lane) by paying 20/70 of the total cost to the state for
a seventy foot wide parcel of land, of which the City's portion would be
a part, was directed by the adoption of Resolution No. 1305, introduced by
Councilman Haskell, Tolliver second and passed by the assenting votes of
all Councilmen present.
The City Council, having completed the purposes of this meeti.ng,then
adjourned.
