I appeared at the City Council Chambers at 7:50 P.M. of that day, remaining there until 8:05 F.M. No members of the City Council appearing, I then adjourned this meeting to and until 8:00 o'clock P.M. of dednesday, January 8, 1946 and so notified all members of the City Council. Attes J F. �BLA ELY, City Cler COUNCIL CHAMB :RS CITY COU14CIL CITY HALL - CITY OF LODI i7�IJESDAY, JANUARY 8, 1947 Pursuant to the adjournment taken as stated above, the City Council of the City of Lodi met in adjourned regular session beginning at 8:00 P.M. of Wednesday, Jaraary 3, 1947, Councilmen Haskell, Lytle, Riggs, Tolliver and Mayor R.inn present, none absent. Also attending City Attorney (e4,City Engineer Henning, Chief of Police Fore. The minutes of the last regular meeting held December 18th, the Special Meeting of December 26, 1946 and of the adjournment taken January 2, 1947 were read, approved as read and so endorsed by the Mayor. _ PUBLIC F E" INGS - lir Alfred Perrin being present, his application to move a frame dwelling from 116 Nest Oak Street to 406 North Church Street was AL12RED PEPRIN then considered by the Council. Building Inspector Heckenlaible CONDITICINAL explained the particulars wherein this building did not conform PEWIT to the restrictions of the Uniform Building Code. It was moved GR ANTED by Councilman Lytle, Riggs second, and carried that a permit issue provided the applicant made this building to substantially comply with the city ordinances. ., This being the time and place set for a public hearing on the application of D. Liusolino for a varience from the provisions VARIENCE OF of Section 14 of Ordinance No 238 relating to the height of i'USOLINQ accessory buildings, due publication of notice was proven by GP.ANTED . affidavit and on a call for objections, none being offered, it was ordered that a building permit be granted in accor-11ance with the application filed. CO?.d{'JNICnTIONS AND REEPCRTS - State Board of Equalization filed the statutory notices of S.B.E. applications for alcoholic beverage licenses at 122 N. Sac- ramento Street and 27 (fest Elm Street. No objections offered. Letters from State Engineer Edward Hyatt and Director. of Finance FINANCING OF James S. Dean assured the Council that the State of California U.S.G.S. was agreeable to the financing of the part heretofore payed by Ih7_STIGATI0NS other public bodies for surface er ter investigations under co- operative agreements with the United States Geological Survey. Theodore Bender, police patrolman since September 1, 1935 tendered his resignation effective as of January 15,1917 F.ESIGNATION as he had been appointed Constable of Elkhorn Township. Xiwanis Club of Lodi applied for use of Lodi Stadium on the afternoon of January 1, 1948. Application ordered to stand ''?LICATION submitted until later in the year when it would be considered FCR STADIUM with others of similar nature. FOR HEARING of Nednesday, January 22, 1946 before the Council in adjourned meeting, the Clerk to publish the statutory notice. Monthly reports of the Chief of Police, the City Poundmaster, the City Clerk, the City Engineer and the annual report of the City Judge were received, read and ordered filed. United States Geo- :LTPCRTS logical Survey presented a report of expenditut'es to November 30 under existing co-operative agreement and the Audit Report of L. F. Kidd for the fiscal years 1945 and 1946 was presented for review by the Council. amy L. Boynton, Librarian of Lodi Public Library presented a statement of income and expenditures to December 1, 1946 and TRANSFER OF . the sum of $967.00, to which the Council was committed on July 967.00 to 31,1946 was ordered transferred from General Fund to Library LIBRARY FUND Fund by the passage of Resolution No. 1299, introduced by Council - RES 1299 man Riggs, Tolliver second, all Councilmen voting in favor thereof. UNFINISHED BUSINESS - Appointment of a Plumbing Inspector and the fixing or the salary for this position was the next order of business; applications from John F. Stirm, A. L. Dutschke, Floyd G. Y+olfe, R. T. Stokes, Reinhold 'Heber and Jacob E. Leicht were read by the Mayor. en PLUMBING motion of Councilman Tolliver, Riggs second, and. as suggested by LyISPECTOR Councilman Haskell, the salary of the City Plumbing Inspector was SALARY FMD fixed at $300.00 per month. Appointment to this position was then AT $300.00 deferred to January 15th and the Clerk directed to notify all applicants by letter that they should appear before the Council or individually contact Councilmen, if appearance on this date is inconvenient, in furtherance of their applications. Applications for the position of Superintendent of Streets and Parks were received from Theodore Voss, of the City Engineer8s Department, $T & PARK A. D. Kipp of 115 North Lake Street, Madera and from W. L. Bruner, SUPT. SAI- 1338 E. Roosevelt Street, Stockton. By unanimous consent, the ARY $350 -CO salary to be paid for this position was fixed at $350.00 to start. Appointment deferred pending Xurther investigation of applicants. BOND OF FORE The surety and fidelity bond of Millard L. Fore as Chief of Police APPP.OVED in the sun of $2 000 with Royal Indemnity Company as surety was approved and so endorsed by the Mayor. An emergency contract with Downer Company, Inc. for construction D071NER CONTR, of an 8 inch sanitary sewer on the east side of north Sacramento APPROVED Street from Turner Road to Louie Avenue was. ordered executed on motion of Councilr.m Lytle, Tolliver second. The City Engineer was directed to obtain an easement for right of TDGE IPF, way across the right of way of the canal of Woodbridge Irrigation DIST CANAL District south of State Highway 53 and to proceed immediately, by RIN contract or other means, to install two 30 inch sewer lines in such right of way easement while water in the canal is at its lowest level. Fire Chief Polenske was directed to purchase 1350 feet of 2j" FIRE HOSE Double Jacket Fire Hose at 90¢ per foot for use in his department and in the utility and engineering departments Pates for water and electricity.to General Mills plant, under regular rates or by special contract, were discussed, action to be taken January 15th. Business license applications presented December 18 were granted, the same having been approved by the Chief of Police. Claims as audited by the finance coamdttee, amounting to = $99 683.28 plus amounts due the State of California for sales and use taxes for the year, were &--proved and allowed for payment on motion of Councilman Haskell, Lytle second. Chief of Police Fore was directed to investigate and report on the sufficiency of bus stops as now laid out or as now used. At 11:14 F.L. the Council was resolved into executive session and the room cleared, returning to open meeting at 11;50 P.M. when adjomrment was had on motion of Councilman Riggs. :fittest: . F . IBL?
