Councilmen present: Bull, Haskell, Lytle, Tolliver and Mayor Rinn. Minutes of meeting of November 17, 1948, approved without correction. PUBLIC HEARINGS - Mr. H. T. Woodworth of Lodi Memorial Hospital Association requested permission to connect to the City's present three HATER inch water main supplying the activated s]u dge sewage plant SERVICE with potable water, temporarily during construction of the HOSPITAL - hospital buildings, permanent service to be secured later by ASSOCIATICN a six inch connection to an. eight inch :Hain contemplated to ON WALNUT be installed later by the City. AVENUE The City Council agreed to the temporary connection, but Council- man Bull requested that approval of the City Attorney be secured as to the legality of expending public moneys for extension of a new line designed, at la is time, to serve a customer out- side the City limits, although ultimately it would also serve new customers if and when they were annexed to the City. Lloyd V. Patton, a director of the Hospital Association, suggested that the association advance $5,000 toward construction of the eight inch line. It was then moved by Councilman Haskell, Bull second, that the City Manager and the Directors of the Association proceed to wont out an agreement approved as to its legality by the City Attorney, and submit it to the City Council for acceptance. Henry Nelson claiming ownership of the lots in Walnut Orchard Tract lying east of Lloyd Street requested that the City accept oiled surface streets instead of the oil nig two-inch surface required by the City as described in the Council's policy statement of Ma: 12, 1948. Lr. Nelson also asked that the City perform the street work, he to post a bond guaranteeing payment. The Council unanimously agreed that the policy statement of May 12 should apply in this and in every other subdivision required to be improved. The City Engineer was directed to consult with Mr. Nelson and review all public works necessary to make this tract acceptable. It was pointed out that the City had now expended or was obligated to expend, sane $18,000 in extending water mains, sanitary sewers and electric lines to the Walnut Orchard Tract besides solving the problem of disposal of storm drainage. Mr. Nelson agreed to meet with the City Engineer at 9:00 A. M. of December 2. It was moved by Councilman Haskell, Tolliver second, that this bill be abated but that the Association at its budget meeting in February, set up provisions to pay for utility services, stadium tax, and other city facilities furnished in 1949. City Manager Meller, after investigating the application of American -Burlington -Gibson lines for a bus stop on the North- west corner of School and Elm Streets, recommended that this stop be located on EL'n Street immediately west of School Street. All bids were ordered referred to the City Uanager for tabulation and recommendation. Claims, including payrolls, for Novenber bills amounting to IS 389,606.35 as submitted by the City }:Tanager were allowed and ordered paid on motion of Councilman Haskell, Bull second. STER The application of E. R. Lancaster for a card game license at j#17 N. Sacramento Street was read and ordered referred to SE the Chief of rolice in accordance with ordinance no. 277. City Manager 4eller reported that parking meter receipts for the twelve months last past amounted to $33,592.96, one-half dG of which had been applied to .urchase of the meters. Aapor Rinn called attention to the lack of use of the thirty 'TIONS meters installed on the Southern Pacific station reservation south of Pine Street and invited siggestions as to increasing use of this space.
