HomeMy WebLinkAboutMinutes - October 20, 1948316 CHA2E7C3 CITY COU`iCIL CITY HALL - CITY OF LODI OCTOBER 20,1948 This regular meeting of the City Council of the City of Lodi was called to order by the Mayor at 8:00 o'clock :.L . of Monday, October 20, 1948, Councilmen Bull, Haskell, Lytle, Tolliver and Rinn (Mayor) present, none absent. Approval of the minutes of October 6th was deferred to the next meeting. 1r Reuben P. Rott, Attorney for Northern San Joaquin County Water Conservation District addressed the Council requesting the endorsement of the committee's efforts in organizing the district and that the Council urge a favorable vote at the special election being held in conjunction with the general election of November 2, 1948. _r Rott recited the steps taken to organize this district and the importance of the support of citizens of Lodi to insure preservation of the crater supply. :ayor Rimm also stressed the importance of carrying this election both as to Lodi and to the area tributary to this City. It was then moved by Councilman Tolliver, Lytle second, that the City Council, conforming to the many previous actions taken in this matter, formally endorse the formation of Northern San Joaquin County seater District and urge all electors within the proposed district, particularly those in the City of Lodi, to vote favorably on the proposition to be subni.tted and for the Director to be elected to represent the City of Lodi, such endorsement to be by resolution. Resolution No. 1438, A Resolution Endorsing and Approving the Form- ation of Northern San Joaquin County Water District and the eurposes thereof was then passed and adopted by the following vote: AYES: Councilmen, Tolliver, Lytle, Bull, Haskell & Mayor Rinn. NOES: Councilmen, None. ABelee/e Councilmen, None. City 'emeger H. D. Weller then rendered the following reports - That Lartin J. Dreyfuss had been appointed to be Finance Director a eointment effective from Nov- _z==OD7MEN'T OF ember 1, 1948 at a salary of $350.00. Dreyfuss be appointed City AND T:SJ11✓R Treasurer and that his salary as Treasurer be $50.00 per nonth, a_pointnent effective November 1, 1948 and on his filing of satisfactory bond. DIRECTOR monthly salary of $325.00 effective from November RECREATION 1, 1948 and to continue until a permanent eepoint- ment is made. L: ER FOLDER PAY SCALE .41MTDED Mat the wage scale for Meter Readers be set at :220.00 - 242.50 in $7.50 steps so as to more nearly parallel the scale existing in private industry for this position. Amended wage scale was then approved. At this time, O.enn West, City Attorney presented and read an agreement with East Side :finery for stand-by and emergency fire water service. Le. West outlined the provisions of this agreement and the City Council being acouainted therewith, it was moved by Councilman Bull, Lytle second, that execution of this agreement be approved by the adoption of Resolution No. 1439. Resolution then adopted by the following vote AYES: Council' n, Bull, Lytle, Haskell, Tolliver and Rinn ;TOES: Councilmen, None. ABSENT: None. Tronas be granted a use permit without public hearing to allow the construction of medico- dental offices at 310 hest Pine Street. Granted, motion of Councilman 3ull, Haskell second. (d) That Leslie 1.1indy, operating a trailer court and trailer sales room at 1235 South Sacramento Street be allowed to increase the number of trailer spaces and erect addition- al toilet facilities and a sales room in accordance with plans sub=itted. 3xtension allowed, motion Councilman Haskell, Lytle second. 1s "yeller then presented and explained the latest draft of proposed Ordinance No. 375, im:osing business license taxes for revenue, furnishing copies to each Councilman and to interested persons in attendance. Several deletions and amendments were approved, increasing the base license fee for businesses conducted at a fixed place to $15.00 per year and to $30.00 to those not having such a fixed business location with the regressive steps in the last named category double those applying to those having a fixed location. The flat rate for ":reeking yards" was eliminated in Section 5 and Section 6 clarified as to proprietors of "hone occupations" doing a business in excess of $500.00 per year. CITY OF LODI " -;as then ordered introduced and laid over for the statutory period of not less than five days by the following vote: 317 AYES: Councilmen, Tolliver, Lytle, Haskell and Rinn. YOL'S: Councilman, Bull Mayor Rinn then requested the careful consideration and active support of several propositions appearing on the Yovember 2nd ballot; Proposition 18, assuoption of veteran and welfare exemptions by the State and Propos- ition 5 increasing the compensation of members of the I State Legislature. Mr Rinn also requested that opposition be voiced to 'ropositions 13 and 14, the first relating to Senate reapportionment and the second to housing. i Mayor Rinn then called attention to the celebration of 1•,av7 Day, October 27th, reading an invitation from the Commanding Officer at :.:are Island Yamd, stating that this base would be open to visitors on this day. .01� U Er Weller then read Ordinance No. 376 , entitled: " PROVIDING PWUL4TIONS FOR Um Or$T1.' Lotion carried without dissent. Four applications for business licenses as presented October 6th and as a ,proved by the Chief of Police Were ordered granted and two new applications vrere read and ordered to 4. take the routine prescribed by ordinance.
