Same seventy persons interested in the pending business license tax '
ordinance being in attendance, Uayor Rinn departed from the regular order
of business and invited comment from the spokesmen of the various groups
i
represented. Vayor rinn noted that this matter has been in the process
of discussion for over three years with many opportunities for those who
will pay this tax to participate in its formulation. r4x J. K. hewlield,Jr.
representing the Lodi Business Lens :association, acknowledged that the
local business men had neglected studying the proposed ordinance although
the fact of its introduction and the availability of copies bad been
given wide publicity. .2r Mw7field requested that the ordinance be laid
over until the October 20th meeting. t.:ayor than requested that, as this
was the largest gathering of business men assembled since initiation of
proceedings for the framing of a business license ordinance, the opportun-
ity be not lost for the voicing of views on its desireable or unde=sirable
features and the presentation of ideas that would help to make up a proper
ordinance. He then asked City thmager Yeller to review the ordinance as i
introduced, which 's Weller did, reciting the various licensing features
and explaining the reasons for incorporating them in this measure. i
1:r Chas. Brackett, LII Elmer cirst, Morris Empey, Leo Pollestrini,
and Viola Reiswig protested against the amounts of the fees to be charged, I
agreeing with Councilman Bull that the method seemed to be acceptable but
that the amount to be raised mould be a severe burden on certain trades
and callings. Leonard Cain, Robert C. Litts and .Dr Arthur C. Boehmer also
brought up points that they thought should be considered in redrafting
this ordinance. la P. Arnold Anderson, of the Mnicipal Tax Association
spoke in favor of licensing according to number of employees but objected
to the rates in the pending ordinance, comparing thea with those effective r
in other cities in California. Attorney Herbert Coblentz representing
:igarette service, Inc. objected to the tax imposed on vending machines.
Mayor Rinn, other Council members concurring, then directed that this
,rdinance be laid over until the October 20th meeting and requested that
ritten suggestions and ccsmnts be sent to the City r'9nage in an effort

All persons interested in the business license tax then left the Council

Councilman Tolliver then introduced Mas Morris Eospey of the local
oup of Camp Fire Girls, explaining that she was requesting on behalf of
3 Boy Scouts, the Girl Scouts, Camp Fire and allied organizations, that

Rv. Carlson and Rev-':.I.Bailey of the local. Seventh Day Adventist
hes requested permission to use a part of the northerly section of
Salem School Grounds " for the purpose of conducting a ten week
school beginning about October 241, 1948. Lt Carlson stated that

Fater some discussion as to the effect of this proposal on neighboring
properties, permission was granted, provided that the applicants presented
proof of local sponsorship, protected the City against any liability occas-
ioned by their occupancy by adequate insurance, policed the neighboring
streets during the hours the grounds were used to prevent blocking of
private driveways and held no meetings after 10:00 o'clock P.U. i

At this time the resignation of Arvid 0. Pauly as Direct-

appreciation of his efforts and regrets that he was

The City Manager then reported on the present financial (_

payments and that the General Fund would shortly be
in proper balance. Lists of receipts and expenditures
were furnished each Councilman.
The City Council then aproved regulations suggested by

Claims in the amount of :,36,260.47 rade up of miscellaneous
bills X923.97 and X35,336.50, September payroll, were allow-
ed and ordered paid. A claim of Harold Brodehl for 918,74

city truck and a claim of Mrs Emelia Handel for 4182.50
for doctor's bill incu_red by falling on a broken curb at
Pine and School street were rejected and ordered submitted
