M. of Wednesday, July 7, 1948, Councilmen Bull, Lytle, Tolliver, and Rinn present, Councilman Haskell absent. The minutes of the adjourned regular meeting of June 30 were read, approved as read and so endorsed by the Mayor. REPORT OF THE CITY MANAGER City Manager H. D. Weller transmitted the recommendation of Superintendent of Utilities Killelea that the City employ a reputable electrical engineering firm to make a survey and ELECTRICAL report on the City's electrical distribution system. Mr. POWER Killelea elaborated on his proposal stating that a composite DISTRIBUTION over all plan is necessary to take care of the expansion of SURV= this service, estimating that the cost of the survey would PROPOSED be about $3,000 with an additional cost of $2,000 for maps and charts. Mr. Weller advised that tenders for this survey be invited from several engineering firms spedalizing in the electrical field and a choice be made of the one deemed most desirable. Matter referred to Mr. Weller and Mr. Killelea to obtain estimates. Mr. Weller presented the oral request of S.V4�. Allison for APPLICATION permission to connect a proposed commercial building to the FOR PLATER City water and sewer mains. The Council restated its AND SEWER policy, as in the Costa case on West Lockeford Street, that OF ALLISON no further connections to City services would be allowed to outside persons unless they initiated proceedings to annex their properties to the City. Payment for work performed by W. M. Mr. Weller recommended payment of the claim of Wm. Burkhardt PAYMENT OF for curb, gutter and driveway work in the amount of $1,165.95 BURKHAftDT and so ordered, motion Councilman Bull, Lytle second. Mr. Weller reported on investigations looking toward elimination BOATS ON of the hazard caused by City owned boats above Woodbridge MOKELUMNE Dam on the Mokelumne River stating that the danger is now much less but that the studies would be continued. On motion of Councilman Bull, Lytle second, Director of LAKE PARK Recreation Pauly, at his discretion, was authorized to close CLOSED TO Lodi lake Park to swimming on Sunday, July 11, 1948, from SW111MEiS about 1:00 P. M. to 5:00 P. M. during motor boat races on JULY ll that day. COLMUNICATIONS AND NOTICES A call for the quarterly meeting of the Central Valley Division JULY 15 of the League of California Cities to be held in Newman, MEETING Thursday, July 15 was read. Eight Councilmen and Heads of C.V.D.L.C.C. Departments signified their intention to attend. Sacramento Street, for a license to FROZEN sell from a mobile unit or units on the streets was ordered FOODS granted, provided that a deposit of 330.00 was made to in— LICENSE sure payment of a license under a new ordinance in course of GRANTED preparation and with the restriction that none of these units sell in front of fixed places of business selling simi— lar wares or in the immediate vicinity of places where the City had granted concession privileges, such as at Lake Park or the Ball Parks. The sum of $1,625.00 approved and promised June 9, 1948, RES. 1428 was formally allocated and ordered paid to San Joaquin County ADOPTED as the City of Lodi's advance toward the cost of organization $1,625.00 of Northern San Joaquin 'Nater Conservation District by the TO N.S.J.W.C. adoption of Resolution No. 1428 passed by the following vote: DISTRICT Ayes: Councilmen, Tolliver, Lytle, Bull, and Rinn. Noes: Councilmen, None. Absent:Councilman, Haskell. H. D. WELLER On motion of Councilman Tolliver, Bull second, the bond of BOND H. D. Weller as City Manager with Standard Accident Insurance APPROVED Company as surety was approved and so endorsed by Mayor Rinn. BROKEN Councilman Tolliver reported several complaints regarding GUTTERS broken curbs and gutters in the 200 block of South California CALIF. ST. Street. Referred to the City Manager. Councilman Bull stated that he had received several requests CHERRY AND for reopening of proceedings to continue Cherry Street through WASHINGTON to Washington Street and also to open Washington Street from STREETS Vine to Watson Street. Referred to the City Manager for examination of difficulties and review of former efforts to open these streets. At 10:00 o'clock P. M. the Council was called into executive EXECUTIVE session for consultation with the City Attorney returning SESSION to open meeting at 10:30 P. M. when adjournment was had on. motion of Councilman Tolliver to 8:00 P. M. of Wednesday, July 14,1948.
