This adjourned regular meeting of the City Council/beginning at
8:00 7. M. of Wednesday, Tune 9, 1948, Councilmen Bull, Lytic, Tol-
liver, and Rinn (Mayor)present, Councilman Haskell absent.
The minutes of the last meeting held June 2nd. were read, approved
as read and so endorsed by the Mayor.
Mayor Rim then announced that the unanimous choice of the City
Council for appointment as Lodi's first City Manager was Lar. Harold
D. Weller, at present administrative assistant to the City Manager of
Berkeley, California. Mr. Weller had been selected from a list of
some sixty-nine applicants after careful reviews of their qualifications,
experience and suitability. This appointment would be confirmed by
a formal resolution to be adopted later in this meeting.
Ivo persons appearing, the order of Public Hearings was passed
and the Council proceeded to hear:
COLT'UNICATIONS - NOTICES & IMPORTS
On the recommendation of the City Planting Comiuission,
USE PERMIT the granting of a use permit by that Commission to the
FIRST UtiUHCH First Church of God of Lodi to allow the construction
OF GOD of a church building with appurtenant parking spaces
AP?RC'/ED was affirmed. This building is to be located on North
California Street in Block 6 of Burr's Subdivision of
Lot 2 about 10D fent south of Woodbridge Road. The
granting of this permit was approved on motion of Council-
man Tolliver, Lytle second.
Also, as recommended by the City Planting Commission,
VARIEIDE that body having held one public hearing thereon, it
OF BETH was moved by Councilman Lytle, Tolliver second, that a
APPROVED varience from the strict application of the provisions
of Ordinance No. 232 be granted Solomon Eeth to permit
the construction of a multiple dwelling unit on Lot 8
Albright Addition with less than the rear yard space
required by ordinance. Motion carried.
11. Carleton Yoder, City Sanitary Engineer, requested
YCDER leave to attend the California Sewage Works Association
C. S. W. A. annual meeting in San Diego, lune 17 to 20. Request
granted, motion Councilman Bull, Lytle second.
Superintendent of Streets and Parks, W. L. Bruner's report
ST. SUPT. for the month of May was received, read,and ordered
P PORT NAY filed.
Superintendent Bruner reported by letter on investigations
PARALLII. rade by himself and Chief of Police Fore on automobile
PARKIPT3 conditions east of the Southern Pacific tracks along
E. ELM & gain Pine and Elm Streets. This report recommends that
S. CHURCH no parking meters be installed in tha district studied
but that parallel parking be required in the portion of
East Elm Street extending from the Southern Pacific tracks
to Stockton Street. Report accepted. Councilman Bull
then stated that owing to Churcha 1SzUet being a through
street, angular parking between treet and Lodi Avenue
presented a definite traffic hazard and recommended that
thisblock be in the parallel parking district. On
motion of Councilman Bull, Lytle second, it was directed
that in the two blocks last above mentioned parallel
parking be required and a resolution to that effect be
presented for adoption. As recommended by Superintendent
Bruner, no changes from angular parking on Oak Street
were made.

Superintendent Bruner by letter called the Council's
IATIE PARK attention to a low spot in the northern parking area at
PARIi4G Lake P&rk, estimating that it would cost $1,897.50 to

On motion of Councilman Tolliver, Lytle second, finish
CILnz grading and oiling of streets in "Cainard Addition" at
CALYAHD an estimated cost of $880.00 was approved.
SUBDIVISION
The proposal of Wt. Burkhardt to do the work contemplated
in Resolution No. 1412 of April 7, 1948, for $3,180.00
PROPOSAL was accepted on motion of Councilman Bull, Lytle second.
OF BURE14-72r This is the concrete work on which no bids were received
ACCEPTED May 12, 1948, along the streets to be repaired with gaso-
line tax moneys.
In as much as it is not possible to constrict the ad -
U. S. E. S. ditions to the premises at 125 North Stoc'_-ton Street
LEASE for the price on which the payments under the lease with
8-20-46 the State of California are based, this lease dated
CANCELLED August 20, 1946, was ordered cancelled to clear the way
for a ne:; lease at a higher rental. Motion Councilman
Lytle, Tolliver second.

Forma] approval of an agreement with the Division of
RES. 1422 Eighmays for maintenance of Certain Major Streets (Project 10)
ADCPTED was approved by the adoption of Resolution No. 1422, intro -
GAS TAX duced by Councilman Tolliver, Bull second and carried by the
following vote:
ASS: Councilmen, Tolliver, Bull, Lytle, and Rinn.
NOES: Councilmen, None.

Resolution No. 1423 appointtsg Mr. H. B. Weller, City Mana-
ger effective July 1, 1948, at a monthly salary of $550.00
per month and fixing the amount of his bond at $10,000.00
was introduced by Councilman Bull, Lytle second, and adopted
by the following vote:
ASS: Councilmen, Bull, Lytle, Tolliver, and Rinn.
NOES: Councilmen, None.
ABSEh:T: Councilman, Haskell.
General Fund was reimbursed by transfers, covering moneys
advanced, from the following funds -
FUNDS From Alcoholic Beverage Tax Fund $8000.00
TROONSFERME'D From Parking Meter Account 8500.00
FES. 1424 From In lieu Tax Fund 2WOO.00
This was accomplished by the adoption of Resolution Pio. 1424,
carried by the following vote:
AYES: Councilmen, Lytle, Tolliver, Bull, and Rinn.
NOES: Councilmen, None.
ABSENT: Councilman, Haskell.

Claims in the amount of-$ 79,656.69 as listed by the City
CIA= Clerk were approved for payment, Motion Councilman
ALLOPlED Tolliver, Lytle second.
Chief of Police Fore spoke of the ianger during the present
stage of high water in the Uoke:umne River of allcwing
row boats in the fore bay of the Woodbridge Irrigation
FORE: District Dam. The Council recognized this danger and

ROWBOATS Director Pauly so that city owned boats would not be

over the dam.
