M. of Wednesday, may 26, 1948, Councilmen Bull, Haskell, Lytle, Tolliver, and Rinn present, note absent. The minutes of the last preceeding meeting held Lay 19, 1998, were read, approved as read and so endorsed by the mayor. PUBLIC H-.�GS - tr. Ma. Leiske again appeared before the Council in advocation of the opening of South SaerPmento Street presented by petition b:ay 12, 1948, Councilman Bull volunteered to as.ist the petitioners in obtaining the rights of way necessary. Mr. Bull's offer accepted and he was appointed as Committee of one representing the City Council in this matter. CCU IUNM.TIONS - A petition signed by members of the r"irst Church of Uod seeking the vacation of a public alley in Block 6 "Burr's Subdivision of Lot 2" was deferred for action pending the fate of a use permit appli cation from the same body now pending before the City Planning Bcrnmission. City Engineer A. C. 'reckenlaible reported that it would be impossible to grant A. L. Fox a building permit at 514 Forrest Avenue without a variance from the provisions of the zoning ordinance as there is but a sixteen foot rear yard space on these premises and the existing building is within three feet of the property line. The special committee consisting of Librarian Amy L. Boynton, Fire Chief Geo. D. rolenske and Personnel Clerk :V. F. Leeske, requested to clarify the intent of Section 2 of Rule IX relating to vacation leave filed a written report thereon. Report accepted and the same committee asked to further amplify this section particularly in cases of separation from the service, ascertaining if it would be practical to provide that accrued leave at the time of separation would be granted on the approval of the head of the department in which the person is employed. The provisions of Ordimnee 11o. 287 were amended to provide for stop- ping all traffic entering Hutchins Street, except at rine Street, by the intro- duction of ORDINANCE NO. 372, entitled, 'Ari ORDINAriCE AIM -MING SECTION I OF CRDI iANCE N0. 287 EriTTYLED SAN ORDI1VAn CE A'.^ "'DI1 G O_Ti`;ATiCE D0 . 250 r TI. TO AUTOMB ILE TRArrIC ON THE STR-TS OF LODI'", introduced by Councilman Bull, Haskell, second, and by the same motion laid over for not less than five days.. On motion.of Councilman bu11, Haskell second, it was ordered that Ralph Steger who resigned as a Police Patrolmen effective Lurch 19 19480 be allowed pay for accumulated vacation tire to that date. Proposed additions to the dressing room at Lodi: Lake Park and altera- tions in the City Hall basement were deferred so that the Council might view the site at Lake Park. On Superintendent of Streets ff. L. Bruner's estimate of 42,150.00 to spray oriental plane trees, he was directed to have this work done at once. I;Iotion Councilman Bull, Haskell second. After a brief discussion of the problems involved in such cases as the dismissal of laborer, G. T. Duerksen, the Council concurred with Councilman Tolliver, that all cases of separation, demotion or other action affecting am- polyees be governed by Section 10 of Ordinance 276 and by written notice only. A stateimnt by Councilmen Bull that the press representatives attending public council meetings should be invited to remain during executive sessions of the City Council was discussed for some time and agreed in, save as to times when the Council is considering matters relating to persons or to pending trans- actions that should be confidential and priviledged as intrusted to the elected representatives of the City. (ffednesday, _a7 26, 1948) Councilman null stated that if the Council determined to continue with its az ounced intention of c=llecting 20% of the gross sales of con- cessionaires at the Lodi stadium, except as to Lodi :sigh School Student Body, that i=wdiate action should be taken to secure proposals for Stadium concessions, otherwise no persons conducting affairs therein would care to offer concessicnsfor bid where the city would take all the proceeds and if such sponsor should make a deal with a concessionaire whereby both he and the City took a great percentage of sales, it would lead to upping prices to the patrons of the event being conducted. Councilman •tolliver reported briefly on a proposed business license tax ordinance now nSaring completion by the committee of which he is chairman, estimating that it would probably produce between $20,000 and $25,000 annual income. At 10:25 r. the Council was resolved into executive session to con- sider applications filed for appointment as City —nager so remaining until 11:25P. when open meeting was resumed. At 11:40 P. i.;. the City Council adjourned.
