Pursuant to the adjournment taken from its regular meeting of May 52
19489 the City Council of the City of Lodi met in adjourned regular session
at 8:00 o'clock P.M. of Wednesday, May 32, 1948, Councilmen Bull, Haskell,
Lytle, Tolliver and Rinn present, none absent.
The minutes of the last meeting held May 5, 1948 were read, approved
as read and so endorsed by the Mayor.
PUBLIC HEARINGS -
Mr F. S. Van Arsdale, Secretary -Manager of Lodi District
Chamber of Commerce requested thet the City Council consider
filling in the west end of Lodi Stadium with seats, ll 000
PROPOSAL OF in number to increase the capacity of the Stadium to 25 000
LODI C OF C seats. Mr Van Arsdale estimated that this could be done for
TO ENLARGE about $3.00 per seat and that this cost could be amortized
STADIUM from the impounding of one-half the receipts from admissions
SEATING to largely attended games where this section would be used,
CAPACITY such as the annual game sponsored by Lodi Chamber of Commerce
between college teams of wide reputation. Dr John R. Watson
stated that the College of the Pacific might schedule future
games in addition to the one with San Jose State College if
the Lodi Stadium was enlarged. Mayor Rinn, on behalf of the
City Council promised early consideration of this request
but that financing such a project would have to be worked
out as the City has no funds in this amount available or in
sight in the near future.
Mr Arvid 0. Pauly, Director of Recreation, advised the Council
that he had obtained an appointment to appear before the Board

now entirely supported by the City of Lodi. Mr Pauly asked

that all members of the Council who could do so, attend at

this meeting to support his request.
PROPOSED
Mr Pauly presented a statement of 1947 income from rented
boats at Lake Park showing a net profit per boat for the
season of $61.30, also proposals from L. C. Randolph and
Fuller and Sons offering to sell the City outboard boat
motors and be paid for them from rentals. This statement and
the proposals made lead to a"discussion of ways and means to
obtain additional boats as Mr Pauly said that he was in need

of 12 canoes and 32 boats to suppliment the 6 canoes and 16

boats now in usable condition but that none seemed to be
available. Possibility of letting out boat service as a
concession ;--the City charging a percentage of gross income
or a flat annual fee was suggested.
On motion of Councilman Tolliver, Lytle second, Mr Pauly was
authorized to purchase one used boat from Lester Randolph
at $195.00 and a canoe from an unrevealed source for $125.00
in lieu of building boats on an authorization given ladt Fall
in the amount of $300.00 and not expended on account of
shortage of materials.
William Leiske at this time requested a hearing on a petition
circulated by John F. Munsch and filed with the City Clerk
praying that the City open Sacramento Street from the south

termination, to Kettleman Lane. No suggestion, other than the

statement that the petitioners felt that the development of

this part of Lodi depended on this street opening, was
offered. Both Mr Leiske and Mr Leslie Munday claimed that
.it had been represented to them that this street would be
continuous when the purchased frontage on it; Councilman
Tolliver called attention to the "bottle neck" south of
Spruce Street at the P. G. & E. tanks. Mayor Rim assured
Mr Leiske that the Council would give this proposal immediate
consideration but t#at donation of rights of way would be
necessary before action could be taken.
Mr Robert H. Mullen, Attorney for the subdividers requested
that the City Council make known its policy as to the exten-
sion of public utility facilities to " Dawson Tract " Graff-
igna Tract and a portion of Block 4, Blu'r's Addition lying

easterly of Rohama Tract. Mr Mullen stated that builders

DAWSON TRACT loans could be floated but that these loans would depend on

WHEN ? these tracts. He asked that the Council to make its decision
and apprise him as to the time in which these subdividers
might expect service and what such service would include.
Solomon Heth, owner of Lots 7,8 & 9, Albright Addition on y
which he has several cottages and a range of ten houskeeping

PLCMING him the right to build an addition to his building closer
COMMISSION. than ten feet of the north line of his lot although his
existing building was within five feet of this line. Mr Heth
was directed to apply to the City Planning Commission for
a varience if he desired to encroach on the lot's side lines.
This being the time and place set in Resolutions Nos 1412,
1413, 1414, 1415 for the reception of sealed bids on certain
street work and street improvement materials, due publication
of the notice inviting bids was proven by affidavit and the
eouncil proceeded to hear and canvass all bids received:
BIDS OPENED 1412 - Curb, Gutter, Driveway and Drainage Construction: the
ON STREET City Clerk reported no proposals received.
WORK,MATERIALS 1413 - Crushed Rock and Plant Mix - Bids received and opened
APED EQUIPMENT from S.M.MeGaw, Geo. French Jr., Claude C.wood Co. and
RENTAL A teichert & Son. (Ordered referred to the Superinten-
dent of Streets and Engineering Department for report)
1414 - Asphaltic Road Oil, Applied. One bidder, Claude C.wood
Company, also referred to the street Superintendent and
the City Engineer.
1415 - Rental of Street Equipment - A. F. Tompkins of Locke -
ford bid on rental of a roller only; Claude C. wood Co.
bid on a-1 items except the asphalt paving machine. These
bids also referred as above stated to the Street Super-
intendent and City Engineer.
COMMUNICATIONS -
Superintendent of Streets Bruner recommended that the part of
DRAINAGE OF :Kest Pine Street west of Crescent Avenue be drained Easterly
WEST PINE ST instead of South into Orange Avenue as this would carry atom
APPROVED waters to the Mokelumne River. Recommendation approved and
work ordered, Motion Councilman Haskell, Lytle second.
In the discussion of the drainage of Pine Street and also in
the consideration of a recommendation of Mr Bruner, a statement

Rental rates for city owned equipment at rates similar to
RENTAL RATES those allowed by the Division of Highways in other Northern

APPROVED and City Engineer were approved and adopted as Lodi city
rates effective at once and continuing until changed by order
of the City Council.
A project statement numbered 10 submitted by Street Superin-
GAS TAX tendent Bruner for the acquisition of a motor street sweeper
PROJECT 10 through rental charges and also the doing of minor mainten-
APPROVED ance work on major streets contemplating the expenditure of
87 935.00 of gasoline tax funds was approved on motion of
Councilman Haskell, Lytle second..
Claims , including payrolls $32 129.90 and miscellaneous items
CLAIMS 838 997.56 for the month of April totalling 871 127.46 as
submitted by the City Clerk were approved and ordered paid

At 11:35 P.M. the Council was resolved into executive
session and the room cleared so remaining until 12:51
A.M. when open meeting was resumed.
On motion of Councilman Bull, Haskell. second and carried,
HECKENLAIBLE acting City Engineer Arthur C. Heckenlaible was appointed
CITY MGINEER. City Engineer at a salary of X6500.00 per month, appointment
MAY 1, 1948 and salary effective as of May 1, 1948
On motion of Councilman Tolliver, at 12:53 A.M. of Thursday
May 13, 1948, the City Council adjourned.
