HomeMy WebLinkAboutMinutes - May 5, 1948271 COU'ICIL CHA.113333 CITY COUNCIL CITY HALL - CITY OF LCDI WMNESDAY, MAY 5, 1948 The City Council of t' -.e City of Lodi met at 8:00 o'clock P.M. of Wed- nesday, May 5, 1948, Councilmen Bull, Haskell, Lytle, Tolliver and Rim present, none absent. The minutes of the last meeting held April 28th were read, approved as read and so endorsed by the Mayor. PUBLIC HEARINGS - to erect an accessory garage on his lot now occupied by a Mr Arvid 0. Pauly, Director of Recreation, presented a "garage dwelling" , recommended for granting by the Planning suggested form for a letter of application to the Board of A.O.PAULY Supervisors of San Joaquin County requesting allocation of A?PLICATION County moneys to be used for community recreational programs FOR COUNTY in the Lodi area. On motion of Councilman Tolliver, PF.RMUTS.DAV Bull second, the City_Council determined that this charge & LUC should not apply to either of the above events, the policy having been established April 28th long after allocations of use had been made to these organizations but that it would apply in all future allocations for regtal of the Stadium. By letter, Lodi Athletic Club applied for use of the Stadium LODI ATHLETIC September 3 and 10 and October 3, 10 and 29, 1948. Application CLUB USE OF granted subject to priority rights, if any, of Lodi High STADIUM IN School Student Body. The City Clerk was directed to notify SEPT & OCT this Club, Lodi Motorcycle Club and College of the Pacific that the City Council now required that 20% of the gross sales from concessions be paid the City. Oscar Dittmanson, Acting Postmaster, advised the Council by letter that postal rules and regulations prevented the moving POSTMASTER: of the curb -side letter box now in front of the Federal OBJECTION TO Building to a location either on Walnut Street or on the MOVING OF alley east of this building but that the su;gestion might CURB -SIDE be used later when new letter boxes are available. It was LETTER BCR. then moved by Councilman Haskell, Bull second, that Resolution RES. 1420 No. 1420 " Resolution Prohibiting the Parking at Any Time ADOPTED of Vehicles on a Portion of South School Street in Front of the Federal Building " be adopted and on a vote being had, this resolution was passed by unanimous consent. VARIENCE OF On recommendation of the City Planning Commission, a varience J. NATHAN was granted John Nathan to allow the reconstruction of a shed GRANTED building at 5241 East Elim Street into a dwelling. VARMCE OF The application of A. L. Fox, 514 Forrest Avenue, for a permit A.L.F01 to erect an accessory garage on his lot now occupied by a APPROVAL "garage dwelling" , recommended for granting by the Planning WITHELD Commission was re-referred to the Commission for further study of its effect on similar applications that might be presented. The City Council approved the statement of policy of the Planning Commission accompanying the above application restricting the use of garages for dwellings in One and Two Family Resmdence District Zone. INVOLDRIDGE City Attorne* Glenn West, by letter, recommended that M.G. PERMIT TO '.00ldridge & Company be allowed to remove junk from the REMOVE JUNK Mokelumne River Dump Grounds. Permission granted providing FROM DUMPS Clooldridge leave the dump in a condition satisfactory to the Superintendent of Streets and post a bond of $500.00 to insure compliance with this condition. Superintendent of Streets Bruner's application for $990.00 to lay a storm drain in Pine Street, west of Crescent Avenue, was deferred pending investigation of a suggestion of Mr Clifford Gatzert that connection might be made to a 1A11 drain lairs in Oranop. F. , i Clerk The foregoing minutes read and ar.-,roved without correction at an adjourned Council meeting held May 12, 1948 MAYOR May 12. 1948 Central California Traction Company requested that the City C.C.T.CO be represented at a hearing before the Interstate Commerce HEARING Commission in Sacramento June 17, 1948 on the Traction L.C.C. Company's application for permission to abandon and dismantle SACTO its tracks on Sacramento Street. Mr W. L. Bruner was named JUN 17 as the City's representative at this hearing. Poundmaster F. E. Coopers report for April was received, read and ordered filed. MAUD M.STENART On recommendation of City Engineer Heckenlaible, Mrs Maude PROBATIONARY M. Stewart, from the eligible list, was appointed probation- CLK STENO ary clerk -stenographer effective May 1, 1948 at a salary of MAY 1 - $172.50. Motion Councilman Haskell, Bull second. As recommended by Street Superintendent Bruner and on motion ROBERT D.SMALL-of Councilman Lytle,`Haskell second, Robert D. Smallfield FIELD was appointed probationary Equipment Operator from the eligible PROBATIONARY list for that position effective May 1,1948 at $225.00 per EQT OPR month, Smallfield to operate the recently purchased street MAY 1,1948 sweeper. CITY CLERK On motion of Councilman Tolliver, Haskell second, the bond BOND of J. F. Blakely as city Clerk with Royal Indemnity Company APPROVED as surety was approved. FINAL MAP On motion of Councilman Tolliver, Lytle second, a final map GRAFFIGNA of " Graf figna Tract " in Lot 4, Burr'a Addition to Lodi was TRACT O.H. approved for recordation - Business license applications presented April 21,1948 as BUSINESS approved by the Chief of Police were ordered granted, two LICENSES appliwations received since this date were ordered referred to the Chief of Police for investigation and report. At 10:30 P.M, the City Council retured into executive session for consultation with the City Attorney so remaining until 11:30 P.M, when open meeting was resumed and adjournment taken to 8:00 o'clock P.M. of :Yednesday, May 12, 1948 on motion of Councilman Tolliver.
