HomeMy WebLinkAboutMinutes - April 21, 1948267 COUICEL- CHa 13E:RS CITY COUMCIL CITY•HALL - CITY OF LODI ':MNESOAY, APRIL 21, 1948 The City Council, having performed the duties prescribed by Section No. 9918 of the Elections Code of the State of California by meeting on Tuesday, April 20, 1948, canvassing and declaring the results of the elect- ion of April 13, 1948 and installing the newly elected officers, met in regular session on this 21st day of April, 1948, Councilmen Bull, Haskell, - Lytle, Rinn and Tolliver present. The meeting was called to order by the City Clerk announcing that nominations for Mayor would be the first order of business. Councilman Tolliver nominated Councilman Robert H. Rinn to succeed himself as Mayor of the City of Lodi, stating that as the City was now in a process of reorganization in all of its governmental activities, it was to the public interest that a man experienced in the many items malting up the City Council's decisions in this very important change be retained in office, at least until the Council manager plan was activated. COunciLman Haskell seconding this nomination, and Councilman Lytle moving the closing of nominations, the question was put, carried and Mr Aron declared elected Mayor of the City of Lodi. Mayor Rinn, in accepting his election, thanked the City Council for its display of confidence, assuring its members that he would continuer to discharge the duties of this office as in the past years but that he would prefer that this election be for only a period until the newly organized city government would properly function and be firmly established. Nominations for the position of Vice Mayor were then opened, Council- man Haskell nominating Councilman Tolliver to succeed himself, this nomination being seconded by Councilman Lytle and there being no further proposals, a vote was had and Mr Tolliver elected Vice Mayor r Mayor Rinn then took office, presiding over this meeting until its adjournment. The minutes of the meetings of April 14th and April 20th,1948 were read, approved as read and so endorsed by the Mayor. �- No persons appearing, the order of Public Hearings was passed. i COb-WNICATIONS , i.OTICES & REPORTS - Superintendent of Streets and Parks, W. L. Bruner submitted his report for these departments for the month of March. MARCH REPORT Councilman Tolliver inquired as to the reasons for removing SUPT. STS & the "dug -outs" at the Lawrence Park Ball Park. It was decided that temporary "dug -outs" be installed -on the field surface at once, properly screened to protect players. College of the Pacific was granted use of Lodi Stadium on COT.T OF October 30,1948 for its annual football game with San Jose PACIFIC USE State College, the cityes charge to be either 5¢ or 10¢ per OF STADIUM admission as decided by the City Council -within the next OCT 30,1948 sixty days. The Clerk was directed to renew the Councils GRANTED. request to Lodi Union High School for a modification of its contract for Stadium use so as to permit the increasing of the present 5¢ rate to 10¢ per admission. Councilman Haskell moved, GERAM TRACT Tolliver second that proceedings to annex these lots be INITIATED initiated on behalf of the City Council by introducing RES.1L18 Resolution No. 1418, declaring the City Council's intention ADOFTSD to annex each of Lots 15 and 22 of Gerard Tract by proceed- ings had pursuant to the provisions of the " Annexation of r Uninhabited Territory Act of 1939 " as amended. Mayor P.inn directed that this be referred to City Attorney Glenn Nest for comment and reply. Business license arplications submitted at the last regular Council meeting as approved by the Chief of Police were BUSMZ5 approved, excepting that of Jacob Harr for a commercial LIC:11SFS repair garage at 820 S. Barfield Street, this latter locat- ion being in a residentially zoned district. Applications received since this meeting, were referred to the Chief df Police in accordance with Ordinance No. 277. PAYROLL On motion of Councilman Haskell, Lytle second, the payroll EL=- TION for election officers and polling place rentals for the APRIL 13 General Municipal Election. of April 13,1948 in the amount APPROVED of $203.00 was approved and checks ordered drawn and paid. Superintendent of Utilities was instructed to place 250 H.S.TENNIS light meters on the high school tennis courts to control COURTS the use of electricity reported as being wasted thereon, JET -.,RED meters to be placed after securing approval of school author- ities.
