11APCH 31, 1948
As adjourned tram its meeting of March 24, 1948, the City
Council of the City of Lodi. met at 8:00 o'clock P. M. of Wednesday,
March 31, 1948, Councilmen, Haskell, Lytle, Tolliver, and Rinn present,
Councilman Riggs absent.
The minutes of the last meeting held March 24th were read,
approved as read and so endorsed by the Mayor.
The first order of business being the opening of proposals
for the construction of "Water Line from Well No. 10 to Washington
Street" as ordered March 10, 1948, due publication of Notice to Con-
tractors was proven by affidavit and the following proposals were
publicly opened and declared:

All proposals referred to the City Engineer for checking and
report to the Council April 7th, 1948.
This being the time and place set in Resolution No. 1398
for the hearing of objections to the annexation of "Knoll Addition",
publication of this resolution and the notice of hearing therein con-
tained was properly proven and on a call for objections, the City
Clerk reported no written protests. No persons appearing to object
to the proposed annexation, Ordinance No. 368 was then introduced by
Councilman Haskell, Tolliver second, and by the same motion laid over
for the statutory period of not less than five days said ordinance
being entitled "AN ORDINANCE AFPROIIM THE ANITION OF 'KNOLL
ADDITION' TO THE CITY OF LODI, CALIF0RI1A."
Ordinance No. 369, an emergency ordinance requiring con-
servation of electric energy in acz:ordence with the regulations of
the Public Utilities Commission and the Power Administrator of the State
of California, havirg been regularly introduced and read March 24, 1948,
was brought up for passage on motion of Councilman F.askell, Tolliver
second, second reading omitted by unanimous consent and -then passed,
adopted, and ordered to print by the following vote:
AYES: Councilmen, Haskell, Tolliver, and Rinn
NOES: Councilmen, Lytle
AP -33:T: Councilman, Riggs.
Mayor Rinn then signed 0rdinance No. 369 in approval thereof
whereupon this ordinance became in full force and effect.
City Treasurer -Collector Vincent C. Webb presented a sum-
mary of a tabulation of the operation of parking meters for a period
of 20 operating days in ;arch and a comparison of income from these
meters with similarly sized cities in California. Copies furnished
each Councilman.
Fire Chief George D. Polenske presented his report of ac-
tivities of Lodi Fire Department Sdr the quarter ended March 31, 1948,
furnishing copies for each member of the City Council.
LIr. Neal :.5inscn, proprietor of "Hires Bottling Company" 711
North Sacramento St., applied for the concession rights at the Lawrence
Park Base tsell Field, setting forth the charges he would make and
offering 155 of gross sales if granted this priviledge. Application
referred to the City Attorney for the drafting of an agreement to be
submitted the Council at an early meeting for approval.

No action was taken on the request of Child Day Care
Center, submitted through Park Superintendent W. L. Bruner, for lands-
caping around their building on Washington Str3et and Lodi Avenue.
City Attorney Glenn West was instructed to condemn a water
pipe line right of way over the lands of Robert Y. Lind and of=ers in
the N. 71.4 of Sect. 5, T3N, R7E, and a contract for a similar right
of way through the lands of G. R. Pan Buskirk in the same quarter section
_ approved by the adoption of Resolution No. 14:09 introduced by Council-
man Tolliver, Haskell second and carried by the following vote:

NOES: Councilman, :;one.
ABSENT: Councilmen, Higgs.
At 9:17 o'clock F. L:. the council retired into executive
session, -,Ayor Hina was excused at 9:27 P. I:., Councilmen Haskell,
Lytle, and Tolliver remaining until 9:34 P. L4 when open meeting
was resumed and adjournment had on motion of Councilman Tolliver.
