HomeMy WebLinkAboutMinutes - March 10, 1948249 CCUs. __ _,..:?n 3CT-TY WMNESDAY, MARCH 10,1948 Pursuant to the adjournment taken from its regular meeting of March 3, 1948, the City Council of the City of Lodi met in adjourned regular session at 8:00 P.M. of Wednesday, March 10, 1948, Councilmen Haskell, Lytle and Rinn present, Councilmen Riggs and Tolliver absent. The minutes of the March 3rd meeting were read, approved as read and so endorsed by the Mayor. No persons appearing at this time, the order of " Public Hearings " was passed and the Council proceeded to hear COWUNICATIONS & REPORTS - An application by letter from the Trustees of Temple Baptist TEMPLE CHURCH Church for a -" - Use -Permit " to allow the construction of a APPLICATION church building and religious school in Crescent Subdivision FOR USE PEWIT was ordered referred to the City Planning Commission for its recommendation. REPORT ST & Street and Park Superintendent W. L. Bruner presented his PARK SUPT report for the month of February which was read and ordered FEBRUARY filed. The application of Irene B. 'Wagner, Evangelist, for permission MATTER OF to rent a part of the former Salem School grounds for the F' B.-WAGNER holding of evangelistic meetings June 21st through July,1948 FOR PJWTAL OF was held over pending the receipt of references and a commit - SALEM SCHOOL ment holding the City harmless from any act of the renter that IAT might involve the City. A letter from the Local Allocation Division of the State GARBAGE Department of Finance denying the City's application for DISPOSAL matching funds for acquisition of a refuse disposal site FUNDS DENIM and stating that these funds, amounting to $4,748.95 could be used for rights of way in some other project was read. DIV HIiNAYS The Division of Highway submitted an estimate that the sum of EST GAS TAX $35 940.00 would accrue to the City in the fiscal year 1948-49 July 1, 1948 - June 30,1949 from gasoline taxes available for street work in Lodi Street Superintendent W. L. Bruner submitted a letter rec- ommending that Tokay Street be included as a through street listing the eleven "stop" signs that would have to be erected TOM STREET in order to make this change effective. Mr Bruner also THROUGH SBREET recommended that Lockeford Street be stopped at the Calif - CALIF ST & ornis Street intersection. Both recommendations meeting the LOCKEFORD ST approval of the Council, it was moved by Councilman Haskell, 4 {NAY STOP Lytle second, Mayor Rinn concurring, that Resolution No.1403 RES 1405 be adopted requiring all vehicular traffic entering Tokay Street to come to a full stop and that the intersection of California and Lockeford Streets be a " four-way" stop. An offer by R. J. Reiman and wife and the tender of $1 152.68 in full settlement of all claims of the City arising out of the extension of water and sewer mains on Cross Street, SETTLaaNT Pacific Avenue and easements in " Reiman Tract " vias accepted WITH on motion of Councilman Haskell, Lytle second. The lands R•J-REEIKAN included in the original agreement with Mr Reiman being now SEAR AND in the City limits and he having deeded all rights of way YAM LINES• to the City. The application of a representative of the Girl Scouts and G.S.A. & Boy Scouts for space in Hale Park to erect a scout building B.S.A. SPACE was referred to City Engineer Heckeulaible and Park Super - IN HALE PARK intendent Bruner to see if space was available and the character of the building proposed. Superintendent of Utilities Killelea submitted a list of available 3/4 to 1i ton trucks and the prices quoted ranging TRUCK FOR from $1 408.80 to $2 310.30, stating that the City was now UTILITY & renting a very satisfactory li ton Dodge that could be STREET purchased for $1,975.00. Plans, specifications, bidding documents and form of contract SPECIFICATIONS for the construction of a water line from 'Fell No. 10 to FOR WATER LINE Washington Street were approved and notice ordered published WELL 10 for bids to be opened March 31,1948 by the adoption of Resol- ADOPTED, ution No. 1403 introduced by Councilman Lytle, Haskell second RES. 1403 and adopted by unanimous vote of all Councilmen present. ORDINANCE NO. 366, -AN ORDINANCE AMENDING THE ZONE DISTRICT ORDINANCE 366 MAP OF THE CITY OF LODI BY RECLASSIFYING AND REZONING THE INTRODUCED NORTHERLY SIXTY-SEVEN FEET OF THE EASTERLY ONE HUNDRED FORTY FEET OF LOT 30 OF THE LODI BARNHART TRACT " was introduced on motion of Councilman Haskell, Lytle second, read at length by the Clerk and ordered laid over for not less than five days. RESOLUTION NO. 1", " RESOLUTION ESTABLISHING ELECTION PREC- INCTS, DESIGNATING THE POLLING PLACES THEREOF, AFF03NTING RES. 1404 ELECTION OFFICERS AND FIXING THEIR COMPE2TSATION FOR THE GENERAL ADOPTED MUNICIPAL ELECTION TO BE HELD TUESDAY, APRIL 13, 1948 " was ELECTION OF introduced on motion of Councilman Haskell, Lytle second and APR 13,1948 adopted by the following vote: AYES: Councilmen, Haskell, Lytle and Rinn - NOES: Councilmen, None. ABSENT: Riggs and Tolliver. The City Clerk was directed to ascertain by correspondence, P.T.T. RATE the reasons for allocation $200.00 to Lodi and but $400.00 CONTEST to the City of Stockton as its share of the deficit in paying DEFICIT the costs of contesting the applications of Pacific Telephone and Telegraph Company for rate increases. Restricting The City Attorney and the City Clerk were directed to inquire Service into the legality of ordinances restricting the number and Stations location of gasoline service stations. The City Clerk was directed to prepare an agreement for the RENTAL OF rental of the 19 acres of land east of the activated sludge 19 ACRES TO sewage"plant with Lloyd Beckman at an annual rental of $20.00 L.BECYXAN per acre, such agreement to cover the 1948 crop year only. At 10:00 P.M. the City Council adjourned to 8:00 P.M. of Tuesday",-, 'larch 16,194.8 such meeting to be for all purposes, ADJOURNMENT an adjourned regular meeting of the City Council and to include therein the canvass of votes and finding of result of the Special Election of March 9, 1948. Councilmen Lytle and Rinn remained in the Council Chambers to discuss with several persons contemplating the organization of a " water conservation district " in which the City"of Lodi might determine that it would be interested as a unit of the proposed district.
