Pursuant to the adjournment taken frcm its regular meeting of Feb-
ruary 18, 1948, the City Council of the &ity of Lodi met in adjourned
regular session beginning at 8:00 P.M. of Wednesday, February 25, 1948.
Councilmen Haskell, Lytle and Rinn (Mayor) present, Councilaan Riggs and
Tolliver ahsent.
The minutes of the last meeting held February 18, 1948 were read,
approved without correction and so endorsed by the Mayor.
The principal purpose of this meeting being an open discussion of the
proposal to be submitted to vote of the City's electors on March 9th to
adopt the Council -Manager form of government, Mayor Rinn stated the views
of the City Council on this subject reading pertinent abstracts from the
administrative report of Public Administration Service prepared at the
Council's request and submitted December 31,1947. Councilmen Haskell and
Lytle concurred in the views expressed in this report and urged that the
voters turn out on election day and express their wishes on this import -
and change. Mayor Rinn then asked that any person present ask questions
or nake statements either for or against the city manager form of govern-
ment. -Several persons expressed views in keeping with the thoughts of the
City Council as expressed by the Mayor. The meeting then was turned over
to consideration of matters accumulated since February 18th.
This being the time and place set for the reception of bids
on a crawler type diesel tractor and shovel for use at the
BIDS ON new sanitary fill garbage disposal site, proposals were

All bids ordered referred to the Superintendent of Streets
and Parks for comparison and report.
On the recommendation of the City Planning Commission,
GAT= Lir Clifford Gatzert was employed to complete portions of
ELPLOYED the City's master plan for streets and highways to be paid
WOR STREET $50.00 for each area plotted for an estimated eight areas.

At the suggestion of Richard Graves given in a letter to
O=POS'E the Council, the City Clerk was directed to write the Senator
REDISTRIBUTION and Assemblyman representing the Lodi district, requesting
POST-WAR that they oppose any attempt to realocate funds distributed
FONDS to the Cities and Counties of California for post-war works
and distribute them to other governmental units.
On his estimate that it would cost $645.15 to level and oil
S.P.PARKM the lot leased from Southern Pacific Company for automobile
LOT parking, Superintendent of Streets Bruner was authorized to

M. Carlton Yoder, in charge of the Activated Sludge Sewage
AU70MATIC Disposal Plant advocated changing this plant for automatic
OF-TFATION operation for sixteen hours each day, the cost of this
SEWAGE DISPL. change to be between $1 500 and $2 000. Mr Yoder justified
PLANT. this expenditure as saving the wages of two operators at
$227.50 each. Recommendation approved and work ordered.
The City Clerk was directed to write Central California
Traction Company that it would be permitted to remove its
C.C.T.00. abandoned tracks on Sacramento Street from Lodi Avenue to
SACRAMENTO Lockeford Street on the condition that the concrete in
STRT�...ET TRACKS which the rails are inbedded be not disturbed and that the
REMOVAL street surface be restored to a good and travelable condit-
ion acceptable to the City and its Street Superintendent.
Superintendent of Utilities gi.11elea submitted a revised
S ZR & WATER statement of the costs of extending sewer and water lines
EX=- IONS as contained in his letter of February 18th, eliminating
NODIFIED several items so that the cost of those remaining would not
exceed $1 000 per project. He was directed to proceed with
this work under the modified program. Motion Councilman

DAY LIGHT that the City recommend to the State Legislature that "Day Light"

MAR 6 & 7 show was granted, the City charge to be 10V on each adult
admission and 59F for each child.
Superintendent of Streets Bruner submitted a list of project
GASOLINE TAX statements for expenditure of gasoline tax moneys on city
PROJECTS streets aggregating $79,816.65. Action deferred to a later
DEFERRED meeting for consideration of the equity involved in improv-
ing streets benefitting abutting property owners without
their sharing in the costs.
The Council than retired into executive session, returning
to open meeting within a few minutes when adjournment was
