.his regular meet_ag of the City Council of the City of Lodi called to order
by the City Clerk at 8:15 o'clock P.M. of 17ednesday, Febr-nary 18, 1%8, Council -
ren Haskell, Lytle_ and Tolliver present, Councilman Riggs absent and 11ayor Rini
recorted en route to this meeting. By acclamation, Councilman To:.liver was
chosen Mayor arc -tem and opened the meeting.
The minutes of the last meeting held February 11, 1948 were read, approved
as read and so endorsed by .he Mayor.
PUBLIC iMARINGS -
T.his being the time and place set for.the hearing of objections
to t'�e initial zoning of certain additions to the City by annex-
ation and one newly subdivided tract, the mayor announced that
the meeting xas now open to.the reception of objections to the
following proposals of the City Planning Coracission, endorsed
by the City Council:
(1) That " �7ocdiake Tract " be zoned to be in One and Two Family
Residence District Zone.
INITIAL (2),That " Sperry Audition " be zoned to be in the BaSTRIAL, District
ZONING OF Zone.
A=ATIONS (3) That " Krieger Addition " be zoned to be in the Commercial
AND ONE Zone.
3U)DITIISION (4) That " Turnage Addition " be zoned to be in the Com..
District Zone but that this zoning would not authorize the
placing of buildings north of the " Building Line " shown on
the official map of Turnage Subdivision nor within fifteen
feet of the east line of Walnut Avenue.
(5) That " Ballentyne Addition " be zoned to be in -`,he One and Two
family Residence District Zone.
(5) That "Walnut Orchard Addition " be zoned: Lots 1 to 40 and a
parcel of land bounded Sdutherly by the � j section line,
Easterly by Lloyd Street, Northerly by the south line of said
Lot 40 and Westerly by the east line of Lot 41 in ,Ia.Lnut
Orchard Tract and its southerly extension be zoned to be in
the One and Two Family Residence District Zone and that each
of Lots 41, 42 and 43 of 'IaLnut Orchard Tract and the parcel of
land lying North of the north line of Lots 43 and 38 and Jest
of the west line of Lot 37 be zoned to be in the Ccmmercial
District Zone.
(7) That " Memorial Hospital Addition " be zoned to be in the
"Wuitiple Family Residence District Zone" and that a use permit
be granted for the mse of these lands as a hospital or a
sanitarium effective as of the date when such zoning becomes
effective.
(8) That " Morenz Addition" be zoned to be in the Multiple Family
Residence District Zone.
(9) That " Lane Street Addition " be zoned to be in the One and Two
Family Residence District Zone.
(10) That Ruminson Tract (Lot 52 of Lodi Barnhart Tract) be zoned
to be in the One and Two Family Residence District Zone.
The City Clerk reporting that he had received no written objections
and no persons appearing at this hearing, it was determined that
further hearings would be unnecessary and that an ordinance amend-
ing the Zone District ;dap of the City be prepared for submission
embodying the changes above set forth so that the same would become
legally effective. This was done on motion of Councilman Haskell,
Lytle second.
In the matter of the annexation of " North Cross Street Addition. ".
It being proven by affidavit that due publication of Resolution No.
1394 had been had wherein this place and hour was set for the
APIlV--2ATIGN reception of protests and objections to the Councils intention to
N.CROSS' ST annex -the territory described in this resolution and in the petition
ADDITICV. for anmexation as uninhabited territory, the Clerk reported that no
ORD NO.361 Witten protests had been received by him. No persons appeared to
IN^RODtCLD make objection, and by reason thereof, the City Council then
acquired jurisdiction so to do, it was moved by Councilman Lytle,
Haskell second, that ORDINANCE NO. 363 be introduced, entitled,
" AN ORDINANCE APPROVING THE ANNEXATION OF ' NORTH CROSS STREET
ADDITION TO THE; CITY OF LODI, CALIFORNIA ' ". On a poll of the
Councilmen present, none dissenting, it was ordered that thin
ordinance stand introduced and laid over for not less bran five days.

Mr Robert Dolan, lessee of Lodi Airport presented a written
and oral report on the operations at the port, stating that
ROBT DOLAI4 use is increasing and that the City might expect better
P2c08T ON returns from operations than in the past. He enumerated the
AIRPORT work he was doing to maintain the field and runways, also
requesting that the marks left on the runway when the main
line sewer was laid across it be painted so as to avoid the
appearance of a cross. Painting authorized.
At 8.32 P.M. Mayor Rinn appeared and presided over the meet-
ing from then on to adjournment.
Superintendent of Strsets and Parks W.L.Bruner reported on
his investigation of charges imposed on commercial users of
BRUM-ER garbage disposal service in Stockton, Turlock and 21odesto,
re GARBAGE, reconnerding that the City of Lodi charge at least 2o¢ per
DISPCSAL cubic yard to such users. The City Council decided that, as
FEES. soon as existing legal difficulties were removed, a time
could be set aside for consideration of fees for garbage and
refuse disposal.
On motion of Councilman Lytle, Haskell second, the Street
SPRAYL"fG Superintendent was authorized to employ Country Club Spray- .
LLV ps ASH ing Servive to spray elm and ash trees along the streets and
TRsFS public parks, spray to be a_ -^lied at 5C per gallon and a
total estimated cost of $725.00
On the recommendation of acting City Engineer Heckenlaible,

PWS to place an order for three deep -well pumps with Hull J.
CRD MD Clancy of Acampo. are 75 H.P. and two 150 H.P. units at a
total price of $14,445.00.

ordered rejected as being too far in excess of the estimate.
The Quarterly Report of the City Clerk for the quatter ended

December 31, 1947 and the monthly report of the City Treasur-
er -Collector for January 1948 were received and read.

Councilman Tolliver, Haskell second, second reading omitted,
after reading by title by unanimous consent, and then passed,
adopted and ordered to print by the following vote:

Fireman Edwin F. Wall was confirmed as a regular employee in

to be accounted for with other moneys as required by law.
Superintendent of Utilities Ki.11elea subcitted estimates that
$9 030.^C should be expended at once for sewer extensions and

.lt 9:50 P.M. the Council was called into executive session,
so remaining until 11:12 o'clock P.YL. when adjournment was
taken to 8:00 P.M. of February 25, 1948 on motion of Council-
man Haskell.

Business license applications submitted February 4th were

Lytle, Mr A. Homer Miller was appointed a member of the City
Planning Cor=ssion to fill the unexpired term of the late
Mrs Loretta U-inge.
Councilman ?olliver invited all interested persons -to be pres-
ent at a meeting of the Business License Committee to be held
beginning at 7:00 P.M. of February 19, 1948 in the Council
Chambers.
Payor Rina ca=_1ed attention to the Council's adjourned meet-
ing to be held February 25, 1948 at which the citizens of
Lodi are especially invited to discuss and hear discussions
on the proposed changes in Lodi's city government as pro-
posed for the special election to be held March 9th.
