HomeMy WebLinkAboutMinutes - February 4, 1948237 -.MN=SDAY, FEBRUARY 4,1948 This regular meeting of the City Council of the City of Lodi called to order by the Mayor at 8:00 o'clock P.M. of Nednesday, February 4, 1948, Councilmen Haskell, Tolliver and Rinn present, Councilmen Lytle and Biggs absent on account of illness. The minutes of the adjourned meeting held January 28,1948 were read, approved after a minor correction and so endorsed by the Mayor. PUBLIC HEARINGS - This being the time and place set for the reception of proposals on the City's requirements for lacquers and paints for 1948, sealed bids were received from Home Builders Supply Co., Gilbeau's, BIDS ON PAINTS Winchester Paint Store, Turner Hardware, Lodi Hardware, Bruce Paint OPENED Company, Henderson Bros. Co.,National Lead Company, Pacific Paint referred to and Varnish Company and Bruce D. Jones. Owing to the fact that ST. SGPT. some of these bids covered only part of the bidding list and also that quality of the product offered should be investigated, all bids were referred to Superintendent of Streets Bruner for checking and recommendation. Bids on 600 tons of plant mix road repair material were then PLANT -MIX opened, A Teichert and Son bidding $4.85 per ton, S.M.UcGaw A'1.7ARDED $4.75 per ton and Claude C.rood Company $5.35 on asphalt mix S.M.McG97 and $5.00 per ton on SC -3 mix. Award made to S-M.McGaw as the lowest bidder on motion of Councilman Tolliver, Haskell second. Bids were then opened on alterations and additions to the city EVPLOYMT owned employment building at 125 N. Stockton Street, Hieb Bros. BUILDING offering to do this v,ork for $17,457.00, 'Wisner and biller for BIDS OPaT D $17,967.39 and Allen A. Kolher for $19 383.59. These proposals being in excess of the amount contemplated for expenditure on this building, all bids were referred to the City Engineer for recormendation. Due publication of notice required by Section 4 of Ordinance No. 268 of the applicationof Charles S7. Prentice for permission to TAXI -CAB operate a taxi -cab service in Lodi, Mr Prentice addressed the APPLICATION Council briefly. Mayor Rinn stated that the basic principal of OF C.7+.PRENTICEthe ordinance requiring a permit in such instances would require HEARING a showing that present service is inadequate or unsatisfactory ' CONTINUED and, that there being no evidence that this was the case, it would be difficult for the Council to so find. Hearing ordered continued to February 18th and the Clerk directed to notify H E.Iiahaffey, holder of the only cab license in Lodi that he should file his statement of rates and other matters required by Ordinance No.268. Leonard Cain and Emmet Hazard appeared in objection to the recomn- endation of the City Planning Commission that Lot 35 of "Caiaard SET BACK Subdivision" be required to maintain a 25 foot set back from LCT 35 Orange Avenue, contending that this lot really faces on Avena Ave. CAINARD SUB. The recommendation of the Planning Commission not being before the Council at this time, the matter was set for hearing February 13th, the Council favoring the contention of Messrs Cain and Hazard, providing that a 15 foot set bacK be maintained on Orange and at least 10 feet from Avena. The proposed " Used Car Dealers Ordinance " submitted January 21st USED CAR by Attorney Lindsay Uarshall for the Lodi automobile Dealers, with DEAL -ERS changes suggested by the City Attorney was referred to the City ORDINANCE Clerk for retyping and submission to the Council in final farm. Mayor Rina appoint- ed Superintendent of Schools, Leroy Nichols to head a committee to organize a delegation that would attend this exhibition and publicize its purposes. A petition for annexation of 12.84 acres in the SE L of Section 11, T32%, R62 on South Hutchins Street signed by owners of not PETITION less than one-fourth of the area of lands therein and represent- MINEXATION ink in excess of one-fourth of the assessed valuation thereof - 1IM6T L ADDN" was received from Jacob Knoll and others. This petition ordered TO C.P.C. referred to the City Planning Cormission in accordance with the provisions of the " Annexation of Uninhabited Territory Act of 1939 " as amended, - A corrected map of proposed bus line routes to accompany his MAHAFFEY application for approval submitted January 28th was received BUS ROUTES from H. E. Mahaffey. Routing and schedules approved on motion of Councilman Haskell, Tolliver second. ABSENT: Councilmen Lytle & Riggs. Mayor Rinn then signed Ordinance No. 362 in approval thereof.
