HomeMy WebLinkAboutMinutes - January 14, 1948231 TEMNESDAY, JANUARY 14, 1948 Pursuant to the adjournment taken from the regular meeting of January7, 1948, the City Council of the City of Lodi met at 8:00 o'clock P.M. of 7ednesday, January 14, 1948, Councilmen Haskell, Tolliver and Rim present, Councilmen Lytle and Riggs absent on account of illness. The minutes of January 7th were read, approved after a minor correction as to the week ends in September to be allocated Lodi Grape & Wine Festival in its lease, and then endorsed by the Mayor as to correctness. PUBLIC qLA' NGS - A written application from Alvin A. Bender and Orvil G. Bond SKATING RINK supported orally, for the priviledge to lease a portion of the LEASE SALEM old Salem School grounds to be used for a roller skating rink was SCHOOL Gil. held over for one week after suggesting to them that they consider APPLICATION ground in the Southwest portion of this tract instead in the North- west corner as applied for. ?Northern San Joaquin County Safety Council recommended that 25 MPH signs be displayed on "Nest Lodi Avenue, Nest Lockeford Street N.S.J.C, and on South Hutchins Street. Superintendent of Streets Bruner SAFETY C11UNCIL reported that on instructions of the City Council given November 5, REC0YaKEADATIONS1947, orders had been placed for these signs with California State Automobile Association. Superintendent of Streets 4.1..Bruner's adverse reco.mendation in the matter of the application of Otto A. 4kihe for a loading iVEIHE zone in front of the Pacific Greyhound Depot, 15 'Nest Locust Street, LOADING ZONE was read but action deferred until the application of City Cab Co. for a taxi stand near this location would be heard on the 21st. Street and Park Superintendent Bruner presented his reports REPORTS OF covering labor expense for the quarter ended December 31st, a BRUNER comparison of annual expense with those in comparable cities and his monthly report for December 1947 A summary of gasoline, lubricating oils and greases bids opened January 7th was presented by Superintendent Bruner. It GASOLINE being apparent that the determination of the lowest and best bid BIDS would be a matter of speculation owifsg to the manner in which the same had been submitted, it was directed that purchases be made by the various departments at the best obtainable prices pending the establishment of a complete purchasing system. Acting City Engineer Heckenlaible stated that at least four proposals on pumping units were in process of preparation by H3CKENLAIBLE tentative bidders, one of which had been filed. These bids would PUMP BIDS practically meet the adopted specifications except that they would guarantee performance at one pumping head instead of the three required t1gerein. lir HeckenlaibleIsstatement included that deliveries could be made by manufacturers as the City might require without unreasonable delay. In the ma'.ter of extension of sewer service to " Gunsch Tract " SEWER TO Mr Heckenlaible reported this to be feasible. No action taken GUNSH TRACT pending receipt of an offer from Gunsch and the presentation of his precised plan for development of his lands. Two proposed State Highway projects as prepared in the office HIGHWAY of the District Engineer of District R were laid aside until an PROJECTS- explanation of apparent duplications could be had, it seeming that APPROVAL the Cherokee Lane signal project was contained in both estimates DELAYED. with differing amounts of moneys to be allocated therefore. Councilman Riggs, having been absent from Council meetings RIGGS LEAVE since November 19th,1947, it was directed, on motion of Councilman OF ABSENCE Tolliver, Haskell second, that he be granted further leave from EXTENDED January 18, 1948 for sixty days or until his recovery. At 10:10 P.M. the Council retited into executive session, returning to open meeting at 10:50 P.M. when adjournment was taken on motion of Councilman Haskell.
