Also attending, City Attorney :rest, acting City Engineer Heckenlaible, Park and Street Superintendent Bruner, Utilities Superintendent Ullelea and Fire Chief rolenske. The minutes of the last meeting held December 17, 1947 were read, a -,roved withcut correction and so endorsed by the Uayor. F L'BLIC H:AR=S - Er Harold C. Pope, representing James U. Prentice, applied for rater to irrigate the six acres of vineyard land in the South FP.?rdTIC half of Lot 1, A. J. Carson's Subdivision of the 37ii� of Section :IATaR 12, T31+1, R6c., proposing to deed a right of way for opening of SRVIC3 Sacramento Street and place this deed in escrow for the life of the present tenant, in payment for the water to be used. It appearing that this proposal was fraught with uncertainty, the City Council decided that water, to such an extent as it would not interfere with superior uses, would be furnished this parcel under the usual restrictions and at the rate now charged for agricultural use. l:r -rope -was so informed. krnrid 0. Reese, contractor for the hauling of screenings from the THIRD activated sludge sewage disposal plant again addressed the Council _ E..XT3;SICN in regard to his application of October 22, 1947 for an increase TO 7,1.S.111aZt in compensation. Or. motion 'of Councilman Haskell, Lytle second, CONTRACT a third amendment to 3`r Reese's contract was adopted wherein he A=??CPQ-D would receive $1C0.0O per month beginning December 1, 1947 and continuing until the new sewage co.rminuter was in operation, at which later time, his contract would terminate. Motion carried. 7lallace H. Fhery addressed the Councilfregarding the removal of the large dwelling house from 115 South School Street to 826 South Church Street, which removal to this location was the subject ;akov_.L IF of protests presented December 17,1947. Ur Eaery presented a D"' 71ING FR(21 letter stating the owners intentions which was read by the Clerk. 11; S.SCFCCL This owner, Maurice Hill stated that the lot on which this ADVOCATED buildi.g is now located was under option for sale and that a modern business building would be erected thereon; as to the new site, '1r Hill stated that the lot was a large one and would be suitably landscaped to suit the characted of the dwelling when located thereon. As there was no application filed for the moving of this building, the Council ordered Ur Hill's letter to stand submitted and the matter left in the hands of the Building Inspector and the Superintendent of Streets. This being the time and place set for the opening of proposals for the purchase of three deep -well pumping units, proof of proper notice res produced but the Clerk reported that no 110 BIDS bids had been received. It appearing that all proceedings were ",3115D in regular form, that due publication of notice had been had P!i'P �iITS. and that no offers thereunder had been received, the Council referred this contemplated purchase to the City Engineer and the Superintendent of Public Utilities with instruction to obtain such informal proposals as they might be able to obtain, when, if these were satisfactory, purchase would be made in the open market as these units are vitally necessary in view of the impenaing water shortage. Notice of a meeting of the Central 7aliey Division of the C7D - ICC League of California Cities to be held in Hotel Poward, Ripon RIPCN on the evening of January 15th :vas received. The Clerk was 1-15-48 directed to notify the City Clerk at Ripon that five from Lodi would attend. On notice that the term of office of H. E. Ball as Trustee H.E.BALL for the City of Lodi on the Board of Trustees of Northern Ps.A.'POMED Sar. Joaquin County Mosquito Abatement District had expired TRUSTZE January 2, 1948. December reports of Chief of Police Fore, Poundmaster Cooper and City Cleat Blakely, as garbage fee collector, were received, read and ordered filed. - City Attorney West w"s directed to demand thar Robert Dolan ?=R? STADIUM On arplication, Lodi District Chamber of Cor.Ynerce was granted USE 1948 use of Lodi Stadium on December 11, 1948 and Lodi Grape and Pfirie Festival was granted its use on September 17, 18 and 19, 1948 The Clerk reported that he had received no wor9 from Southern S P PARK NG Pacific Company regarding the City's application to meter the LOT parking spaces on the lands to be leased from that company for off-street automobile parking. Business license applications presented December 17th,1947 31=12.3s were granted on their approval by the Chief of Police, all LIC:'ANS S applications received since that day were ordered referred to the same officer in accordance with existing ordinance Ine Clerk stated that Ordinance No 277 requiring license fees for certain business was still in force but that, in view of the known fact that the Council contemplated a new ordinance that 1948 would repeal this present system of licensing, he desired L:TERD-1 authority to stamp the licenses now being issued to show that LICE SES they would be in effect only until the new ordinance was effective and that the paid license fee would be adjusted on issue of a license under the new ordinance. This method of handling present licenses was a_:eroved and such stamping ordered. �t this time Councilman Tolliver announced that the Council S SLIZ 3S Co:.mattee on Business Licenses would meet January 12th and 16th LICE�IS. in the Council Chambers to receive suggestions from interested C0:.1T 1=. persons as to the composition of a new business license ordinance.
