Regular Meeting of the City Council of the City of Lodi held beginning
at 8:00 o'clock P.M. of Wednesday, December 7, 1949.
Councilmen present: Clifford B. Bull, Thurlow A. Haskell, George SV.'Lytle,
Ferry T. Tolliver and Robert H. Rinn, ,mayor.
The minutes of the last meeting, held November 16, 1949 were approved as
written after the correction of the se --e in paragraph 2, page 395 by substitut-
ing the word " within " for after in the last lire of this paragraph. This
correction relates to the leasing of the parking lot at 116 West Oak Street.
In the absence of City Manager H.,D. Weller, City Cleric J. F. Blakely, as
acting City Ltanager, presented the meetingts calendar to the U--yor and Council-
men, reporting on. the following matters requiring Council action:
Tabulation of bids received and opened November 28th for the furri'shing
of two light business coupes and two taro -ton dump trucks were furnished each
Councilman together with recommendations from the Superintendent of Streets
and Parks and the City Engineer; recor..mer_dations approved flrd awards made as
follows
XTARD Or To Krieger Motor Company for two Ford 6 cylinder coupes at
2 COUPEZ $1,387.93 each, by the adoption of Resolution of Award No.
1501, introduced by Councilman Tolliver, Haskell second.
To L. G. Brown, for one dual purpose G.id.C. truck with body and
X5ARD OF TWO hoist, complete at $ 3,4.71.34 and to Loewen Auto Company for
DUP MCKS. ore Chevrolet 3 cu. yd. dunp truck ^rith body and hoist, complete
at $2,984.74, by the adoption of Resolution of Award No. 1502,
introduced by Councilman Faskell, Lytle second.
Specifications Covering two fire trucks approved November 2nd.

Plans and specifications for additions to the dressing rooms at
P. & S. FOR Lake Park as prepared by Wallace A. Norum under the direction of
LAHB PARC A. C. Reckerlaible, City'r'ngineer were approved and adopted by the

Cn the written report and recommendation of the City Planning
Commission, from its meeting held December 5th, Dr. R. D. Yehlhafr
USE PER -1 -IT OF was granted a use permit to allow the construction of profession-
R.D.'E-E110F e1 offices in a building to be erected on Lot 20, Block 3 of
GP.ANTE) at Larsons Pine Street Addition, (404 West Pine Street). Dr 16eb1haff
404 W. PINE. presented perspective drawings showing the external appearance
and room lay -out of the proposed building. Permit granted on
motion of•Cou:cilman Lytle, Haskell second, - all Councilmen con-
curring. -
Superintendent of Streets end Parks; W-. L. -Bruner, stated, in
a. letter to the City Manager, that rats were appearing at the
Harney Lane Sanitary Fill. These pests had not appeared until
PATS AT lately and, in his opinion, it is evident that the rodents
SX.-ITART are coming in from the San Joaquin County garbage dump, where
FILL. no precautions are taken to insure sanitary disposal of garbage.
The City Manager was directed to request the Board of Supervis-
ors of San+Joaquin County to abate this nuisance in that the
City would be accused of harboring disease bearing animals
by neighboring property owners, when, in fact, our operations
are so conducted that danger from rats would be minimized.
City Manager, Jerry Keithly, of the City of Stockton, volunteered
T!=SION to represent cities on the Sacramento-Sa-n Joaquin Valley, if so
STATION ON authorized by then, in an attempt to secure permission from the
UT DIABCLO Federal Government for a television station on Mount Diablo so
AD70CxTED. that this section of California could enjoy television service,
now of very poor quality on account of the interference from the
Coast Range mountains.
The City Manager was directed to advise Mr Keithly of the whole-
hearted support of this City Council in his attempt and author-
ize.him to•speak-on behalf of the City in presenting this applicat-
ion to the Federal Communications Cormission.
It appearing that no immediate sale of the City9s forty -acre
tract in the Live Oak District is probable, the Mayor was
!MTAL OF authorized to enter into a lease on behald of the City with
30 ACRES IN Joagain Augustine covering the westerly thirty acres of this -
LIVE OAK TO property for the crop year ending August 31,19$0. Me form of
,VOYSTINg the proposed lease, as approved by the City Attorney, was read
DI? -RCT). and its covenants approved on motion of Councilman Tolliver,
Haskell second. The City -Clerk was directed to advertise or
othe=wise attempt to obtain suitable renters of the four room
dwelling and garage on this tract.
A"�J2?SCt1 The City Attorney was directed to attempt to secure repayal
3R:OhDS of rents alleged to have been collected by Henry L. Anderson
during the past year, supposed to be $300.00 paid by W.B.N.
The acting City Marager reported that the City Attorney had

for $1,400.00 for this purpose.

The City Ranger repprted that satisfactory arrangements bad been

PAM=G LOT Street and the lot was being prepared for off-street automobile
parking by the Street Superintendent.
On report of Superintendent of Streets that clearing the side-
CALIFORIIA walk spaces along North California Street would accomplish little
ST= unless steps were taken to have concrete walks installed, the
SIDEWALKS City Clerk was directed to make a study of applicable laws and
ordinances whereby such walks could be put in at the expense of
abutting property owners and report thereon to the Council at
its neat meeting.
No action was taken on the " Used Car Dealers Ordinance "
USED CAR submitted to the Lodi Car Dealers Association by City Manager
DERL-.RS Weller as this association desired more time to consider its
ORDINANCE. provisions as against the ordinance now in .force.
Communications addressed to Mayor Rinn from Pacific Board of
Intergovernmental Relations, (in regard to national civil defense).
CU.S.MNICATIONS and from Federal Bureau of Community Facilities , (Federal Aid
in Advance Planning of Public Works), were read but held that
this City had no inn diets interest in either.
Report of the City Planning Commission, adverse to the applicat-
CMRCH OF ion of " Church of Christ " for a permit to use -the dwelling at

D121 ME access, was concurred in by the City Council and on motion of
APPROVAL. Councilman Bull, Haskell second, issuance of such a permit denied.
-Another report Yana the City Planning Commission relating to
the payment of the cost of relocating Holly Drive, (now Locke -
ford Avenue), along the Theodore Nickle property, Lot 1, Gerard
Tract, wherein the Commission recomm,ended that the City pay
?0'T? DRIVE" the cost of ripping up the present street and rough grading
OPPOSITE the abendoned road bed leaving paving of the relocated street
V12CHM LAND to Nickel, met with opposition from Mr Nickel. Nickel contends
I`i•1 CTD TR. that, as this street is proposed to be relocated to suit the
Master Street Plan and public convenience, the City should pay
for improvement of the road bed. He says that he is satisfied
with the street as now located but is willing to conform with
the Cc=ission's plans if he is free from the cost of its
proposed relocation. In order to obtain a true picture of this
problem, the City Council directed that Ni -Nickel prepare a
tentative map or maps showing his subdivision and its relation
to existing and relocated Holly Drive and submit them to the
Council.
On application, Supermold Corporation was granted a postal
