Councilmen present: Bull, yaskell, Lytle, Tolliver and Rinn,(Msyor)
Minutes of last meeting, September 7th,1949, approved as written and mailed.
REPORTS OF TEE CITY MANAGER -
Randall Walker, Trainee in Public Administration, submitted the
following reports on behalf of City Manager F_. D. Weller, who was
present:
A request from Electric Equipment Company, contractor on the
installation of a street lighting system on Central Avenue, Mission
EXMSI0N and Watson Streets, contract dated July 18. 1949, completion date
CENTRAL AVE sixty calendar days from date of award, requesting an extension of
LIC=G fifteen days in which to complete this work. Contractor states
CONTRACT that extension is required because of slow delivery of essentiva
TO OCT 5 materials. Extension of time in which to complete this contract
GRANTED, to October 5, 1949 granted on recommendation of the City Manager,
on motion of Councilman Tolliver, Lytle second.
The following proposals, opened by the City Manager on September
19th, were presented to the City Council:

Mr Walker read the recommendation of Superintendent of Streets W. L.
Bruner that the bid of Holt Bros. be accepted. i

statements from the Street Superintendent of his reasons for
choosing the Caterpillar tractor.

Award deferred to October 5th as no posiktivs recommendation had
been submitted by the department requesting these entamobiles nor
statements and estimates of maintenance and operation.
3ayor Rinn then announced that the City had been tendered a new
electrical power purchasing contract by Pacific Gas & Electric
CTT R OF Company, its tern to be five years from the date of the expiration
P.G. & E. of the present contract, August 27, 1950. The new agreement provides
NEW POWER for elimination of the method, of computing the billing maximum
CINTRACT ' demand as the mean of the month billed and the highest demand in
ACCEPTED the year and also permitted addition of the power bill at No.10
RES.1490 pump to the* general city power bill. Mr Ri.nn stated that the
ADOPTED City Council had given this proposed contract serious consideration
and had concluded that, as power from the Central Palley Project
could not be delivered to Lodi within the next five years and ,
as this new proposal would save the City at least 2j% on its
power bills, it should be accepted. City Manager Weller, said
that he was convinced that the offered rate was the lowest that
the City would obtain at the present time and that this offer
might be withdrawn if there was a materiel delay in its acceptance.

On motion of Councilmen Lytle, Bull second, the Mayor was directed
to execute this contract, after its approval as to form by the
City Attorney, by the introduction of Resolution No. 1490. This
resolution was then adopted by the following vote: -

NOES: Councilmen, None. ABSENT: Councilmen, None. -
Wayor ,Rion then directed, the Council approving, that letters
be written to the Public Utilities Commission, other cities•
distributing electrical energy in Northern California and to
3lembers of Congress, setting forth the motives impelling the
City Council to enter into this contract, stating that this
action did not commit the City of Lodi to either side in the
controversy as to public pacer vs private power and that this
action was partly motivated by the report that the Cities of
Almada, Palo Alto, Gridley and Biggs and the Sacramento H ic-
ipal Utility District had signed similar contracts.
WRIMCE On the recommendation of the City planning Commiission,' a varience

On report from the City Planning Commission, that after one public

Councilmen Bull requested that residential property owners in the
district to be affected by this rezoning be advised that such
a change would entail increased tax assessments.

ORDINANCE 400 Tolliver second, read and explained by the City Manager and

Councilman Haskell requested that attention be given the
congestion of automobiles parked in front of the laog Cabin,
Southeast corner Cherokee Zane and Victor Road as these
machines menaced traffic turning east from Cherokee Lane.
Councilman Lytle stated that he had been requested to bring
the City Council's attention to the necessity of closing the
North and South section of the alley between Church and
Pleasant lying within St Anne's Academy grounds. The church
authorities were advised to prepare and submit a statement
of the necessity for the closing of this alley and of the--
means
hemeans by which it could be accomplished.
City Manager Weller submitted an invitation to the City
Council to attend the showing of the Centennial Caravan
and its exhibits to be held on the Odd Fellows lot opposite
the City Hall, Monday, September 26th at 7:30 P.M.
At 11:15 P.M. the City Council adjourned on motion of
Councilman Tolliver.
