Minutes of the adjourned meeting Of August 10th and of the regular meeting of August l7, 1949 were approved as written and mailed. FMORTS OF TBE CITY UANAGER - City Manager H. D. Weller submitted a request of Street Superin- tendent W. L. Bruner for a statement of policy as to the materials CONNCRETE to be used in public sidewalks. It was moved by Councilman Bull, SIDEWALKS Lytle second, that all sidewalks be constructed of concrete on the grades established by the City Engineer and in accordance with City specifications. Mr Weller presented proposed Ordinance No. 399, AN CM:r MANCE ALMMING ORDINANCE 140. 375 ENTITLED " AN ORDINANCE LICENSING ' FOR THE PURPOSE OF REtTZ7UE, CERTAIN PROFESSIONS, BUsnwsw, TRADES AND OCCUPATIONS IN TBE CITY OF`LCDI " , BY ADDING A ORDINA4CE 399 SECTION TO BE NDMBEBED 5,1 AND BY TSa AMENDMENT OF SECTION 3 , INTRODUCED explaining that the provisions of this ordinance would simplify the collection of license fees from concessionaires and penmtttess j of Lodi Grape and Wine Festival, Inc. during the times when the annual Grape end Mine Festival was held. Copies were furnished to and read by each Councilman. I Introduction of Ordinance No. 399 was moved by Councilman Haskell, Bull second, and by the ae— motion, this ordinance was laid over for the statutory period of not less than five days. Cn application of Lodi Grape & Wine Festival,Inc. and on motion of Councilman Bull, Haskell second, the Street'Superintendent CLOSING OF was instructed to prohibit parking of'outamobilea from 4:00 P.M. CERTAIN STS of Saturday, September 17th to midnight of Sunday, September 18th TO PAYING on LAWRENCE AVENUE, Main to Washington; EAST LOCKEFOaD STOW, SEPT 17 & 18 Main to Cherokee Lane; STOCETCN STEM, Lockeford to North City Limits; WASHINGTON STR M, Lockeford Street to Lawrence Avewue; CENTRAL AVENUE, Lookeford to Lawrence Avenue. This prohibition to be enforced to insure the safety of persons attending the annual Grape and Wine Festival.'This motion also authorized the City Manager to relat its regulations should it appear to him that prohibiting automobile parking on any or all parts of these streets was unnecessary. It was then moved by Councilman Haskell, Bull second, that ORDINANCE NO. 398 entitled,"APPROVING THE ATWESATICN OF GRANT A ENUE ADDITION TO TEE CITY OF LCDI, C=FORffIA", be introduced, and a vote being had , this Ordinance was introduced and ordered laid over until the date of the next meeting of the City Council held more then five days from this date. In order to facilitate billing the U.S.Navy for services to its .;anal Mectrouics Unit in this City, Finance Director , Martin S. ADOPTED. having been regularly introduced August 17, 1949 was brought up (T: CKIN G NN for passage on motion of Councilman Bun, Haskell second, second COR DAISY & reading omitted, after reading by title, by unanimous consent and LINC MND then passed, adopted and ordered to print by the following vote: AYSS: Councilmen, $ull, Haskell, Lytle, Tolliver and Rinn. NOES: Councilmen, None. ABSENT: Councilmen, None. Mayor Rinn then signed Ordinance No. 397 in approval thereof. Claims in the amount of $54,762.93 as submitted by the Finance CLAIM Department and approeed by the City Manager were allowed and ordered paid on motion of Councilman Lytle, Tolliver second. BUSINESS The application of Marie Medwick to conduct a rooming house at LICENSES No. 114 South Washington Street was granted and that of Virginia _ ORD. 277 A. Reynolds, 4 -South Main Street denied both in accordance with the reen—ndation of the Chief of Police. The City Manager read the annual report of the City Planning REPORTS. Commission` covering the year ending June 30, 1949, also the report of the Chief of Police for the month of August 1949. At 9:48 o'clock P.M. the City Council adjourned on motion of Councilman Bull, all members, the City Manager and the City Clerk remaining in session as Committee of the Whole until- ntil12:15 12:15A.M. of Thurdday, September 8, 1949.
