ROLL CALL - Councilmen Haskell, Lytle, Tolliver and Rinn present, Councilman Bull absent. 30''UTES OF MMMCITS MEETING - Minutes of August 3, 1949 approved as written. REPORTS OF THE CITY MANAGER - In the matter of changing from diagonal to parallel parking on West Oak and West Walnut Streets as proposed at the August 3rd meeting:, Mr Weller recCnmended a traffic count and further pub- licity before taking this step as about one third (42) parking spaces would be lost; further, that there being a fifty foot PARAt.LM wide traveled way on each street, ample traffic lanes were afford - PARKING ed with the present diagonal parking. Discussion lasted for ON OAK AND forty-five minutes when adoption of Resolution No. 1487 was WALNUT STS. moved by Councilman Tolliver, Lytle second. This resolution, SACRAMENTO passed in conformance with the provisions of Ordinance No. 399, TO CHURCH. provides that parallel parking restrictions cover both Oak and RES 1487 Walnut Streets from Sacramento to Church Street, excepting a ADOPTED, space on -the north side of Oak Street extending one hundred fifty feet Westerly from Sacramento Street where the curbing is too high to admit of parallel parking and along which space angular .parking would be permitted. .1esolution No. 1487 also directed the Superintendent of Streets and the Chief of Police to extend parking meters on Walnut Street from School to Church Street. - Resolution adopted by assenting votes of all Councilmen present. On application, the members of. Troup 22, Boy Scouts of America were granted permission to solicit the painting of street TRWP 22 numbers on curbing, the compensation to be arranged between B.S.A. the Boy Scouts and agreeing residents. This same troup also HCUSE requested permission to use a city lot near the Stadium for -NUMBERING automobile parking rental during the coming Grape and Wine AND PARSING Festival.. It appearing that Lodi Post of D.A.V. claimed prior LOT4 rights, it was directed that the pe gait be granted subject to their concluding satisfactory arrangements with the D.A.Y. and City Manager Weller. Specifications for the position of " Account Clerk It in the SPE=CATICK Department of Finance were approved on motion of Councilman ACCOUNT Haskell, Tolliver second. W Weller explained that redrafting CLEBg of this specbfication was necessary as three clerks in this APPROVED department now perfomed similar duties but each was separately classified. The salary range would be $190 to 210. Mr Weller reported that the Police Department had kept a one day check of traffic.pass�iPg through the intersection of Tokay and Stockton Streets an fed made personal observations of TOSAY-STOCK- car movements and obstructions to clear view at this intersect - TON STAT ion. He did not believe that a " four way " stop would be INTERSECTION necessary, recammeading that the curb on the north side of Tokay Street, East of Stockton Street be marked for no parking, so that North bound traffic stopping at the north line of Tokay Street might have an unobstructed view of traffic taming wrest an Tokay Street. Recommendation accepted and curbing ordered marked, the Police Department to give more attention to moving vehicles in the vicinity of this street intersection. Permanent appointment of Robert Mertz was confirmed. W Mertz ROBT M07= was appointed City Judge June lat,1949 to serve until August APPOINTED 1st, (the date of the expiration of the leave of absence of CITY JUDGE Judge J. C. Ferguson); Nr Ferguson having resigned, it was moved by Councilmen Haskell, Tolliver second, that Robert Mertz be named City Judge, to serve at the pleasure of the City Council. Motion carried and so ordered. LAKE PARS Louis Lopez, the only bidder, was awarded the 1949 crop of walnuts growing at Lodi Lake Perk for $101.00. In answer to a petition from property owners in Ware Subdivision aPENING OF submitted by City mnaager Weller, the City Attorney was instruct - kA AM ed to make demand of Charles F. Ware, the subdivider of this land, To CALIF. ST for payment of $1,600.00 agreed to be contributed by him for the opening of Eureka Avenue Westerly to California Street through r the Ida Graffigaa property. A public hearing was then held on the petition of William Barron and others for the rezoning of the Southerly Ninety Feet of Lot REZfMO. 20 in Block 1, Forrest's Addition to commercial use. No protests mw corner were offered either written or oral. City Kanager Weller read a letter from Clifford Gataert, wham the QUALIFiCATICN City Planning Commission desired to appoint as Ple—inv Aid at a OF GA72MU salary of $50.00 per month, outlining the duties which he ww1d AS PLANNING perform for the Caomission. Letter Sound satisfactory and the AID. !lity Manager was authorized to appoint Ur Gatsert at the above stated salary, employment effective from September 1, 1949. Claims submitted by the Finance Department and approved by the CLAIMS City Manger in the amount of $5,687.68 were allowed and ordered paid on motion of Councilmen Tolliver, Lytle second. Attendance of the City Manager at the aaanal convention of the International City managers Association to be held in Florida in December of this year and also his annual vacation to be taken in the latter part of August or early in September were - approved. City The City Clerk reported. that since receiving the direction given him at the August 3rd meeting, to prepare a resolution of intent- ion to annex a portion of, Tract 7, Burr's Addition, owned by Schneider Brothers, ownerof the Abshi;e property lying south of the Schneider land had requested that their land be included in AwLgZCATIIN the annexation and that, these two -holdings would comprise more OF THE LANDS then taro -thirds of a solid block extending from the Woodbridge pROpOSEO FOR Branch Railroad to Louie Avenue five hundred seventy-three feet ANNESATIC@i in depth from East to West, it might be adviseable to include all jwT OF MUNT of this land, about 13.16 acres in the proceedings as there would AVIS, be less then twelve electors residing therein. By this same motion, Resolution of Intention No. 1488, containing a description of the enlarged annexation district and formal findings of the City Council in regard thereto, was introduced and then adopted by the following vote: AYES: Councilmen Haskell, Lytle, Tolliver and Rinn.
