HomeMy WebLinkAboutMinutes - May 4, 1949356 CODICIL CHAMBERS CITY COUNCIL CITY HALL - CITY OF LODI WEDIZZDAY, MAY 4,1949 The City Council of the City of Lodi met in regular meeting this 4th day of Way, 1949, Councilman Bull, Haskell, Lytle, Tolliver and Mayor Rinn present, none absent. The minutes of the last meeting, held April 20, 1949 were ordered approved as written, copies of the same having been furnished each Council- ' man prior to this meeting. REPORT OF THE CITY =NAM - City Manager H. D. Weller presented the following matters for Council consideration and action - (1) A proposed agreement for " stand-by " fire protection services with ]Fine Growers Guild. Agreement approved and the GUILD FIRE Mayor authorized to execute the same after a slight change PROTECTION to provide that the Guild pay all costs of pater connection. AGREEMM Motion to approve passed by assenting votes of four members APPROVED of the City Council, Councilman Haskell refraining. (2) Formal application of H.E.Mahaffey, dba " City Cab Company " CITY CAB CO for cab stands at various locations was set for public hearing , TAXI STANDS in accordance with the provisions of Ordinance No. 360, at 8:00 HE.UUNG SET P.hi. of May 18, 1949. (3) An agreement with Gordon E. Handel for the leasing of the BOAT RENTAL boat rental concession at Lodi Lake Perk for three years. CONCESSION Approved after several minor alterations suggested by AGREEMENT Councilman Bull and execution of the amended contract directed. (4) An agreement with the United States of America for a R,1W POWER power transmission right of way over part of the 303 acre tract LIN -2 TO U.S. owned by the City in Sections 23 & 24 near Thornton Egad. APPRDMM Approved by the adoption of Resolution No. 1471, introduced FES. 1471 by Councilman Haskell, Lytle second and carried by the follow - ADOPTED. ing vote: AYES: Councilmen Haskell, Lytle, Bull, Tolliver and Rinn NOES: Councilmen. None. ABSENT: None. PUBLIC HEARINGS - Several persons being in attendance, the Mayor opened this meeting for hearing of matters they desired to be brought to the Council's attention. Messrs T. 0. Archer, 400 S.Schocl, A. D. Porter, 420 South School and Mrs Theodora Soto, 412 South School Street made COMPZAINTS complaints against the operation of a clothes cleaning plant Q3 CLEANERS operated by French Cleaners at 4122 South School Street . 412J S.-,XMOL Mayor Rinn read a sunma*y of the various actions ta1wn in 1946 and in 1949 allowing certain changes in this plant, the same being operating as a non-conforni.ng use. Principal complaints were as to early hours of operation, noisy trucks and truck drivers, noisome fum s, the sound of the operation of presses and congestion caused by on street parking. Rolland and Robert Heou of French Cleaners maintained that they were operating within their legal rights but promised to make every effort to abate the nuisances alleged to exist. 38ayor Rinn suggested that the cleaners attempt to satisfy their neighbors, who would otherwise seek relief through s court action as the City Council is powerless in this instance. At the suggestion of the City N-anager, R. P. Harbour addressed the Council briefly on the adoption of a fixed policy relating P..P.B,RSOUR to border -line streets of subdivisions abutting on unsubdivided ST m-7 lands, advocating that the City pay* for the half -street not I1JP1ROVI.f2=S improved by the subdivider and hold its costs as a lien against the non -participating owner. Improvement of such streets by special assessment proceedare was also discussed as the only alternate. CLAUS - Claims emcunting to $43,273.90 as submitted by the City Manager were then approved and ordered paid. Lancaster at 15 North Sacramento Street At 10:30 P.H. Councilman Hasloall moved adjournment and it was so ordered. Following the meeting, Assemblyman Verne Hoffman called on the Council for -en informal chat on pending legislation in which the City id interested. All Councilmen remained for sc®e time in the Council Chamber to discuss the adviseebility of levying special assessments for street improvement work. Gasoline taxes and apportioned motor -vehicle license fees together with accumulations from pecking meters apparently would contribute a great share cf the costs of such work and would enable starting this years work plans without delay if used without going through the intricate proceedtu es necessary in special assessment levy.
