Councilmen present: Bull, Haskell, Lytle and Rinn (2:(97.0r) Councilmen absent : Tolliver. Minutes of last meeting held January 19,1949 approved as written and mailed. REPORTS OF TIM CITY MA.=E ! Mr Weller presented and explained the purpose of ORDINANCE NO. 382, ALSF3'kDING SECTION 23 OF ORDINANCE NO. 375 ENTITLED, ORDINANCE 382 LICENSING FOR THE PURPOSES OF REVENE1E CERTA-M PROFESSIONS, INTRODUCED B03I10M, TRADES AND OCCUPATIONS IN THE CITY OF LODI " such purpose being the clarification of this section as relating to Ordinance No. 373 (Sales Tax Ordinance). It vas then moved by Councilman Bull, Haskell second, that this ordinance be introduced and laid over for the statutory, period of not less thaw five days. So ordered. Lir Mahaffey, as proprietor of City Cab Company, transmitted through the City Manager, his request for confirmation of CITY CAB CO taxi stands maintained by him near the intersections of Pine STANDS AT ELM and Sacramento Streets and at Elm and Sacramento Streets. & PINE PIM AT Application returned to the City Tdanager to ascertain whether SACTO & PINE either or both of these stands were in actual pexmitted use prior to the adoption of Ordinance No. 360 dated December 3, 1947. Andrew and Henry Gunsch then addressed the Council in regard to obtaining city, sewer service to a proposed subdivision to GUNSCH BROS be located near the Southwest corner of Settleman and Cherokee SUBDIVISION Lanes. (Cf minutes 12-17-47). Owing to lack of information PLANS as to location of streets, sewers and the general lay -out of PRESENTED this tract as affecting future development of lands in this vicinity, the application was referred to the City Manager and the City Engineer for investigation and report. Sketches for a proposed " hotel Lodi " sign replacing the HOTEL LODI present sign on Fast Pine Street were presented by the City SIGN Manager. To obviate any conflict with restrictions placed on signs at other locations, this application was referred to the City Manager and the Superintendent of Streets. A tentative offer to purchase the lot on the Southwest corner 0_FM TO of Pleasant Avenue and Lockeford Street by Northern San Joaquin PURCrAS3 County Mosquito Abatement District was also referred to the " TIN RIRN " City Manager with instructions to obtain a firm offer from the District. Claims as approved by the City Yamager in the amount of CU=3 X48,140.69 were allowed and ordered paid, the same including $48,140.69 January pay -rolls. Harry E. Mahaffey, dba Lodi Transit System, holder of the bus line franchise granted by Ordinance No. 324 adopted May 15,,1945 submitted tentative revised routing omitting REMSED BUS a considerable portion of his " West Side Route " and also LINE SCEM - new time schedules for operations to be effective as soon ULES as possible, these changes made necessary by the lack of A_1"PRO7ED patronage in the western part of the City. The Council RES. 1455 deeming that these proposed routes and time schedules were ADOPTED submitted in substantial compliance with the provisions of Sections 2 and 7 of Ordinance No. 324, it was moved by Councilman Haskell, Bull second, that both be approved by the adoption of Resolution No. 1455 " Approving Bus Routes and Time Schedules ", the changes to be effective beginning February 7, 1949. Resolution No. 1455 adopted by the, following vote: AYES: Councilmen, Haskell, Bull, Lytle and Rinn NOES: Councilmen, None. ABM=.- Councilmen,Tolliver. (minutes of Feb 2, 1949, continued) 3 3 COUNCIL CHAMBERS CITY COUNCIL CITY HALL - CITY OF LODI Ur Weller reported the receipt of a letter Pros Spokane Base SPOKANE Ball Club desiring to use Lodi 'a base bell park for Spring BPM HALL Training, stating that he was ascertaining the rights of- the CLUB Klamath Falls Club, who trained in Lodi last Spring, before he opened negotiations with the Spokane people. gpRnZ Mr Weller was authorized to attend the Spring meeting of Pacific CONFERENCE Coast City Managers held by the League of California Cities in CITY MANAGERS Santa Cruz February 18th to 20th. pA3NT• Specifications for paint to be purchased by the Street and Park S-mCIFICATIONS Department were approved and advertisement ordered. JANUARY RM30RT Report of the Chief of Polios for January was presented, copies CHIEF OF POLICEbeing furnished each Councilmen. , First Suppliment for expenditure of gasoline taxes on krajor RES. 1454 Streets. Projects 10 and 11, budgeting $79,286.51 for these ADOPTED objects was approved by the adoption of Resolution No. 1454, GAS. TAX introduced by Councilman Bull, Haskell second and passed by the assenting votes of the four Councilman present. i On the report of the .City Planning Commission, recommending PdRIENCE OF approval, -a varience was granted Henry Nelson to extend a H. NELSON present non -conforming use appertaining to the lot on the APPROVED Northeast corner of Pine and Washington Streets so as to - admit the construction of a "drive-in" stated to be occupied by " Foster's Old Fashioned Freeze ". Motion Councilman Lytle, Haskell second. I I - On a favorable report from the City Planning Commission, Dr. ERAISION Chris Keszler was permitted to extend his dental office building LEE PERJITI operating under a use permit on the Southwest corner of Lodi C. KESZLER and Pleasant Avenues southerly to an existing garage on the :.tPROQED sane lot in accordance with plot plan filed. Motion Councilman Haskell, Bull second. Councilmen Haskell then stated that as Mr H. D. Weller has served SALARY OF the City as City Manager to the satisfaction of the City Council CnT 401aC;ER for a period of seven months, that, in accordance with the under_ INCR ASID standing had at the time of Mr Weller's employment, it was now time for an upward adjustment of his salary. Mr Haskell then moved, Bull second, that the salary of the City Manager be set at $600.00 per month effective from February 1, 1949. Motion carried and so ordered. STATEL031T Mayor Risen dAstributed to the press, a statement of the attitude ORDINANCE 271 of the City Council toward the enforcement or repeal of Ordinance No 271 appertaining to the hours of business when fresh meats could be sold. The next two hours were spent in discussion of the needs of Lodi Child Service, Day Care Center, seating and lighting for the Stadium and Ball Park andvarious other problems, including street lighting, now confronting the.
