C.T.D.L.C.C. the next quarterly meeting of the Ceatzal Pal'_e-- Division of

City = :ager Weller then brougbt up the suggestion, contained
in his letter of December 19th to all Couacilen, that bi-
= onthly billing for public utilities be considered at this
meeting. Experience of several California =unicipally ormed
BI AMT -MY plants was cited shoving a decrease in delinquent bills and
UTILITY acceptance of alternate billing by the consumers. Lt" Weller
BILLIM promised no saving in salaries or wages but an advantage in
spreading the work load so tbat- the present wall staff could
contirae to handle the increasing customer lead. Score stall
savings to consumers would ensue and the City's postage bill
would be reduced about one-half. Cycle billing and partial
billing of fixed charges was considered but bath methods
rejected as not suiting the present needs of the billing
department.
After see continued discussion, Courcilman Bull =Owed,
Haskell second, that it is the intention of the City Council
to institute bi-monthly billing of all municipally owner
public utilities within the next ninety days. lotion carried.

a policy in regard to the repair of public alleys throughout
the City, the City Mnager having offered, in his Council
letter of Decerbe= 19th, five alternate plans for financing
