November 1, 1950 This regular meeting of the City Council of the City of Lodi was called to order by the bhyor at 8%33 o'clock P.L. of Wednesday. November 1, 1950, ( Councilmen present having been in conference with representatives of Lodi Child Care Center ). Councilmen Haskell, Preszler, Rias and Tolliver Present, Councilman Bull absent. Uiautes of the previous meeting of October 18, 1950 were approved as written, copies having been mailed each Counciinan prior to this meeting. REPORT OF THE CITY St MMM - City ➢k nager H.. D. On account of the failure of the official newspaper to publish LA13SIlg a notice of public hearing in its issue of October 27th in the PARK matter of initial zoning of lands in* Lakeside Park *addition, PC== it was directed on_motion of Councilman Haskell, Rinn.second, RESET. that this hearing be reset for es00 P.U. of Wednesday, November 15, 1950 after proper publication of notice. I& Weller presented bills opened October 30th under readvertised notice, for the construction of Stora Sewers in North Min NA&M ST. Street, With the City Engineer's tabulation showing that the ST. SZR proposal submitted by Stockton Construction Company was the CONTRACT lowest bid received. Anard of contract made by the adoption of AMU= Resolution No. 1572, introduced by Councilman Rina, Haskell RES. 1572 second and passed by the following votes AYES: Councilmen, Rinn, Haskell, Preszler and Tolliver NODS: Councilmen, None. ABSENT: Ccuncilran, Bull. The application of Salomon Brothers for an increase of rent on the off-street parking lot at 116 West Oak street, submitted SENT 1NCREASS October 18th was again considered. It was agreed that this improvement matter be continued as the season is now so late that no work can be dome until Spring• ALI_Vq In an effort to determine the City's responsibility as distin- ILTROV=W guished from that of abutting and benefitted property owners, PCLICr . for improvement of alley ways, some of which are used by the general public and others of service only to such owners, it was directed that the City Zagineer bring up a former report . on alleys to present date so that it could be considered at the Counc1l9s December 20th meeting. On motion of Councilman Rina, Haskell second, the City bgnager was authorized to release, in the memo of the City Council, all PRCP03ITICN pertinent information, particularly as to loca1 effects, of the NO. 1. adoption of proposition 1 on the November 7th ballot. This pro - NOP 7T$. posed constitutional amendment would abolish personal property OPPOSE taxes in California. All Councilmen present voiced opposition to this radical measure. On recommendation of the City Manager and ou motion of Councilman Preszler, Ginn second, the map was approved with the distinct understanding Chats (1) the improvement of the area between this tract and the existing paving on Hutchins Street would be an obligations (a) of San Joaquin County as part of a county road} BARBCQR. (b) of Barbour -Backman, subdividers, if the County BZCZM did not improve this strip within a reasomble TRACT 4 tai C (c) abutting property owners, if and when this road is annexed to the City of Lodi mho would also be required to pay the entire cost of bringing the street in front of their lots to City standards, there being no responsibility of the City, present of prospective to improve this street; ( Mr -R.
