HomeMy WebLinkAboutMinutes - August 7, 1950 SM462 COU'2rL •;HAV37?3 CI -'i COUNCIL CI'7 HALL - CiT7 OF LODI SPECIAL =TING; AUGUST 7,1950 A special meeting of the City Council of the City Of Lodi, called by the Layor, in accordance with Saction 56306 of t.:e State Government Code .as held begi_ming at 1:30 P.L:. of Yonday, August 7, i 1950; Councilmen Bull, Haskell, Preszler, Rinn and Tolliver (11iyor) C present, being all of the members of said City Council. Waiver of - formal notice and consent to this meeting was had and the meeting opened. Myor lblliver stated that City Lhaager H. D. Weller, now of inactive status as a Major in the California Iational Guard, had received informal notice that he vrould be inducted into active duty as an officer of the 250th Anti -Aircraft Artillery on August 21st and that, oaring to the necessity of this City retaining his services, some immediate action of the City Council is imperative, no trained replacement being in sight who would be exempt from military con- scription. After discussion of the :tent' problems involved, and also the presumed i --mediate necessities of the Nation's armed forces as to available tined officers, the following resolution was adopted: RESCLUTION ISO. 1548 REQP4-3TMG DE—J—Z�=TT Or TE CITY I. %GM tObf ACi I ;MMC-- -41M ':n r, AMM: FORMS. ice, City Unnager n,, D. Weller, a Lhjor in the inactive National Guard of the State of California, received unofficial notice on August 7, 1950, that he is to report for active duty with the 250th AAA Group on _ August 21, 1950; and, 144 VEMMAS, the said City ibnager now holds and had held since July 1, 195 an executive position with the City of Lodi under which he is directly and solely responsible for the direction, administration and control of all mmnicipal operations in this City, including sewage disposal, v+ater production and distribution, electric distribution, police, fire, recreation and public works; and, .411MREIS, his duties are vital to the effective and economical operation of the goverment of this City; and, .v=- AS, in the considered judgeWent of this City Council, no competent replacement exists or could be trained from the present personnel of this City, and no competent replacement is available from elsewhere; and, ZF S, the position of City 'forager is clearly embraced within the category of critical occupations necessary to a highly essential activity, as defined by the Comerce Department of the United States; XCW, i FCM, By IT IMSOLMM, that the City Council of the City of Lodi respectfully requests the deferrment of said City Lhnager , H. D. Weller, for. a period of not less than six (6) months, or until a total mobilization of the armed forces may over -ride all consideration of basic civilian defense. Me foregoing Resolution No. 1548 was then passed by the following vote: AYW: Councilman, Bull, Haskell, Preszler, Riau and Tolliver. NOW: Council ---n, None. ABSMT: Councilmen, None.
