1, 1950. Accompanying these applications was a report of the
Cie_ of Police statin,^t his rsonal invastisatio_s had
revecied no infractions ofthe la.. an _eco:.r;ontir.., reinstate-
ment of the suspended licenses. Layor Tolliver stated that,
if these licensees were granted their petition, any infraction
of the lairs relating to houses of prostitution :could entail
abatement of the premises under the " Red Light Abatement Lar ".
Councilman Haskell, in moving reinstatement of these licenses,
directed that the ?remises be kept ander continuous police
survelianoe, Councilman Pressler seconded this motion and the
two licenses sere ordered reinstated.Shortase of -available
housing for transient agricultural labor was an impelling
motive considered in both instances.
Weller retorted that an election among members of the City
Retirement and Pens` -or. Plan for employee members of the Pension
Board created by Ordinance No. 416 had been held on Tily 12th
and Thomas G. a'il1elea from the=`ublic Utilities Department
and Ralph C. Coon, from the Police Department, had been elect-
ed members of the board. As Councilman :obert H. Rina hal been
appointed to this Board and the City Treasurer is an ex -
officio momber, membership is noir complete except for the
election of the lay =ember by these members.

League of California Cities in con unction with the State
Disaster Council, was submitted for consideration of the -
City Council by the City Manager with his recrr '=ndation that
it be adopted as an emergency ordinance. This ordinance then
introduced for immediate adoption as an emergency ordinance
containing a statement of the facts constituting such emerg-
ency, on motion of Councilman Bull, :as::e11 second, second
reading, after reading by title,omitted by unanimous consent,
as the City manager had explained its details, and then passed,
adopted and ordered to print by the following vote:
AYES: Councilmen, Bull, Haskell, Pressler and Tolliver
.ICES: Councilman , None. ABSENT: Councilman, Rio
I;ayor Tollivo- then signed Ordinance No. 427 in approval
thereof.
lklyor Tolliver deferred ajpoint=•ent of such offices as
ouire a7 -ointment to the August 2nd meeting in order to
allow opportunity for recommendations.
