RECOMMENDED ACTION: That the City Council adopt the attached resolution to purchase the above
equipment for the Water/Wastewater Division of the Public Works Department
from Municipal Maintenance Equipment, of Sacramento, in the amount of
$223,845.50 and appropriate funds in accordance with the recommendation shown
below.
BACKGROUND INFORMATION: The current unit, No. 04-038, was purchase in June 1989 and has reached the
end of its useful life for the demanding daily use involved in maintenance
cleaning and clearing blockages in domestic and industrial sewer lines. There
have been an increasing number of expensive repairs needed on this unit.
The sewer hydrocleaner provides a powerful jet steam of water that cleans out grease, sediments and other debris
that accumulate in domestic and industrial sewer lines. Proactive maintenance and cleaning prevents blockages and
subsequent spills of raw sewage which results in reduced claims against the City. It also extends the life of sewer
lines by reducing the conditions for hydrogen sulfide/sulfuric acid production. The current 8 -year-old unit will be
transferred to the Street Division for additional service life and be delegated to the less strenuous task of storm line
cleaning. Additionally, the existing unit will serve as an emergency backup for the new unit and ensure our customers
the quality service they are accustomed to.
Specifications for this equipment were approved on September 17, 1997. The City received two bids. The lowest bid,
from Edward R. Bacon Company, was non-responsive due to lack of the required bid bond. The bids were as follow:

A RESOLUTION OF THE LODI CITY COUNCIL
AWARDING THE PURCHASE OF SEWER HYDROCLEANER TRUCK
FOR THE WATER/WASTEWATER DIVISION AND
APPROPRIATING ADDITIONAL FUNDS
WHEREAS, in answer to notice duly published in accordance with law and the order of this
City Council, sealed bids were received and publicly opened on October 2, 1997 at 11:00 a.m. for
the purchase of Sewer Hydrocleaner Truck for the Water/Wastewater Division, described in the
specifications therefore approved by the City Council on September 17, 1997; and
WHEREAS, said bids have been compared, checked, and tabulated and a report thereof
filed with the City Manager as follows:

WHEREAS, the lowest bid, from Edward R. Bacon Company, was non-responsive due to
lack of the required bid bond; and
WHEREAS, the City Manager recommends awarding the bid for Sewer Hydrocleaner Truck
for the Water/Wastewater Division to the second lowest bidder, Municipal Maintenance Equipment,
Sacramento, CA; and
NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that the award of the bid
for Sewer Hydrocleaner Truck for the Water/Wastewater Division be and the same is hereby
awarded to the second lowest bidder, Municipal Maintenance Equipment, Sacramento, CA in the
amount of $223,845.50; and
FURTHER, BE IT RESOLVED, by the Lodi City Council that additional funds be
appropriated in the amount of $13,790 from the Wastewater Contingency Fund.
