Regular meeting held beginning at 8:00 P.1:1. of Wednesday, Larch 1, 1950,
Councilmen Bull, Haskell, Lytle and Tolliver present; Mayor Rinn absent.
In the absence of Mayor Rinn, Councilman Tolliver was chosen Mayor pro -
tem on motion of Councilman Lytle, Haskell second, and opened the meeting.
i The minutes of the previous meeting, held February 15th,1950 were approved
as written, copies thereof having been mailed each Councilman prior to this

Plans and specifications for the widening of portions of
Pleasant Avenue alomg the west lines of Lot 1 in Block 4

after the inclusion of Lot 1 in Block 3 in the widening
program so that there would be a uniform width from Pine to
Elm Street. This was dome on motion of Councilman Bull,
Lytle second, Councilman Haskell suggesting the extension
to Elm Street.

Specificationsl as contained in a " Notice to Bidders" as
prepared and submitted by the Superintendent of Streets and

A memorandum of agreement for the expenditure of gasoline taxes
on city streets covering projects numbered 12 and 13 for the

reception of sealed bids for this franchise be extend -ad to
April 3, 1950 at the hour of 10:00 A.M., bids then received to
be presented to the Council at its April 5th meeting; the City

A letter froai:orthern San Joaquin County Safety Council protest-
1%S.T.C.S.C, ing the location of an ice cream vending stand on Lot 6, Lake Home
PROTEST Subdivision opposite the main gate to Lodi Lake Park was read. It
°'ZESTO" STAND was held, that as this lot is properly zoned for coc=rcial use,
it would be impossible to refuse a license to the operators although
the City Council did not approve of the location for safety reasons.
Reports from the City Planning Commission covering the following
proposals as acted on by the Commission February 20th were -disposed
of in the several manners neat indicated:
(1) Extension of the industrial zone to the balance of four

An invitation to attend a session of Northern California Train-
ALALEDA ing Center for Peace Officers to be held at the Alameda County

Councilmen Bull and Tolliver.
FKBRUARY The monthly report of the Chief of Police for February was

At this time H. S. Looser, agent for E. R. Handel, purchaser
of six acres of the Elizabeth quast Estate in Lot 6, Block 13
Futchins Addition, addressed the Council as to the sharing of
the cost of opening of West Elm street through this parcel at
the eighty foot width recommended by the city Planning Commission
and as shown on the master Plan for this part of Lodi adopted
by that Commission. 'ivhe City Planning reca=endation is that

the City assume the entire paving cost, outside of curbs and

gutters, as sufficient compensation. mlayor Tolliver stated that
the City did not in any case, want to deviate from its established
policy, that subdividers pay for street improvement of streets
in their subdivisions. City Wareger Meller proposed, in lieu of
the Planning Ca=lssion reconnendation, that the City pay for
additional street width above the sixty foot normal, and pave
this additional width. Councilmen Bull and Haskell agreed that
such an agreement would not be a departure from policy but
that the establishing of a fair price to be paid for extra land
would be another matter to be considered, it being the desire
of the City Council to decide in this matter in such manner that
the decision would operate in other instances where acquisition
of additional street width lands might be necessary. Therefore,
an motion of Councilman Bull, Haskell second, - a Board of Appraisal
consisting of the City Engineer, IT Handel or his representative
and a third member to be appointed by these two, if necessary,
reach an agreement as to the value of the hand required for
widening this street to eighty feet and submit their findings to
the City Council for consideration.
Cn the recommendation of City manager Weller and on motion of
WIDE STREET
Councilman Bull, Haskell second, it was stated, as general policy

in all instances where the City required streets in excess of
sixty feet in width or a forty foot wide paved travelled way,
that the City pay for the additional land and also pave the
additional width desired. Uotion carried unanimously.
Harry Weber, 328;- East Pine Street, proposing to move a frame
dwelling from 232 West Walnut Street to 400 First Street then
addressed the Council in objection to the routing prescribed

by Street Superintendent W. L. Bruner for the moving of this

building. City &larger Weller stated that this routing is a

responsibility of the Street Superintendent, any dispute as to

his rulings to be submitted to the City Manager. Ir Weller
offered to take the matter up with Lir Bruner; offer accepted
by -the blayor and so ordered.
At the instigation of Councilman Haskell, the City Lia—ger was
instructed to negotiate further with Southern Pacific Company
relative to the improvement of that part of the railroad
reservation fronting on Sacramento Street between Pine and Elm
Streets not occupied by gasoline service stations.
