D. Weller City manager presented the bids for the purchase
of a 1000 G.P.11. Fire Engine opened December 15th,1949 with
the reca.mendation of Fire Chief George D. Polersks that the bid
ofAmerican-Le. France Fire Engine Company at $15,450.00 be
? 2epted as the best acceptable proposal. :.:r Weller read a letter
fr= Ward -La France Company stating that the horsepower of the
OF engine had been increased so that it would conform to the Cityfs
?IRE TRICK specifications. Chief Polenske explained his tabulation of the

cities .-.,here similar apparatus is in use. Several manufacturer's

the trucks offered.
CcunciLan Tolliver moved, Haskell second, that award be made in
accordance with the recommendation of the Fire Chief by the
adoption. of Resolution of Aa.:Erd No. 1506 er_d on, a vote being had,

City Council as to the meeting of the Central Valley Division of

and bar throughout California.

At this tLme, City `erager Beller submitted a list of five
personnel classi'ications in :vhich he recommended upward revision
of the a.plicable solar- ranges:
FIS 1. Chief Se:: -age Disposal Plant Operator $270.00 to $292.50
5 ?y in ,$7.50 steps. Position to remain unfilled at present.
RANGY 2. Secr=etary -Clerk, Police Department, ,$.'210.00 to $240.00

3. PBX Operator $180.00 to $200.00 in $5.00 steps.
4. O'fice 3ngineer, ;$380.00 to $410.00 in $10.00 steps.
5. ?.irchasing Clerk, $260.00 to $290.00in $7.50 steps.

ordered.
'.',e' -ler reported that two controversial sections in the proposed
lease of the removed t.hnicipal Baths Building to San Toacuin-
B.S.A.12-ASr: Calaveral Council, Boy Scouts of America had been eliminated by
A:--!T-CVM insertion of acceptable sections, particularly relating to the
"recapture clause" and it was moved by Councilman. Tolliver, Haskell
second, that etec•,:tion of this lease be directed by the passage of
Resoluticm No. 1507. B.otion carried and Resolution No. 1507
adopted by une^.inous consent.
In :he matter of the =ctensio: of Orange Avenue to Pine street:
Louis -ugazi and Catherine Fugazi, his mother, offered a deed to
a portion of Lot 5 in Block 13 of 11•stchins Addition to Lodi

'__T�:SIOt, uek to Fine Streets at its full sixty foot width. As the delivery
of this deed was predicated upon improvement of the Easterly one-
half of the proposed extension by two abutting property owners,.
it was directed that formal acceptance be witheld until arrange-
ments for i=.provement of the street are complete.

ions of the zoning laws relating to accessory buildings on lots

??1O=. on motion of Councilman Haskell, Hull second. The restrictions
governing this permit as adopted by the Planning Commission to
apply. i.e. that there be no commercial use of the proposed
building.
City Planning Co.:mission reported its findings on the sharing
of the costs of the a_..mrovement of West Elm Street through the
auast Sstate and the ?ugazi properties, recomending that the
City bear the full cost of improving the traveled way and of
WEST ME ST. main storm sewer lines, in any, and that the subdividers pay for
iL2ROP'?!..l']T curbing, gutters and storm drain lines ;ithin their subdivisions.
COSTS. The Cormission set forth its reasons for making this recommendat-
ion. The City Council assured the prospective subdividers that
the City would share some part of this improvement, such part
to be determined after investigation of costs, land donated and
the effect of this street on the lands travers€d, beneficial or
otherwise.
Claims in the total emount of $49,967.21 as submitted by the
?inance Director and approved by the City Manager were allowed
and ordered paid on motion regularly made, seconded aid carried.

_ POLICE R?PCRT The December 1949 resort of the Chief of Police was read and
DECEhMME copies furnished each Councilman.
An application for a " taxi -cab permit " submitted by Herbert
HB_T.L::rIG Hellwig was returned to the applicant for clarification in that
T --XI PER'+ffT it appeared to cover grounds embraced in both the taxi -cab
APPLICATICN ordinance and that applying to bus line franchises.
M24UAL RTCiiT The annual report of the City Building Inspector was presented,

Mayor P.inn read a letter and accompanying reports from the
Pu S. County Supervisors denying that either the City or County
waste disposal areas on Harney Lane are infested with rats.
At 11:13 o'clock P.M. the City Council adjourned on motion of
Councilman Tolliver.
After adjourr.zent, two representatives of the Lodi Tavern owners
Association again renewed their application for the licensing
of ^ games of skill tt to the same extent as allowed in San
Joaquin County outside munieipal corporations.
