This regular meeting of the City Council of the City of Lodi held
beginning at 8:05 P.M. of Wednesday, December 19, 1951; Council -.n
Bull, Haskell, Preszler, Rinn and Tolliver present, none absent.
The minutes of the previous meeting of December 5, 1951 :were approved
as written and mailed. -

ALLOWED
City Lhrao r H. D. Weller read a tabulation of bids received
and opened by the Purchasing Clerk on December 17th for the
furnishing of the City's requirements for gasoline for the
year 1952. The bid submitted by Tokay Oil Company being the
lowest of the five bids received, award was made to that
Camaany by the adoption of Resolution No. 1648, introduced
by Councilman Rina, Haskell second and passed without dissent-
ing vote.
In the .atter of allowing time off for the kandays preceeding
Christmas and New Years Day as requested by the City Employees
Association on December 5th: nn motion of Councilman Bull,
Preszler second) all emrloyees were allowed one of these days
as a Holiday, which employees as to which days to be determined
by the head of the department in which he is employed, service
to the public not to be interrupted. Alloaaance of these inter-
vening days between a Sunday and a Holiday is to ba understood
as a -pertaining -to the present instance and creating no
precedent for future years.
A letter expressing the thanks of the City Employees ,;,ssociat-
ion for granting of these days off and for opportunities
allowed by the City Council for discission of mutual problems
during the year was read by the City Manager.

At this time, the Nayor declared the meeting open under the
above head for reception of protests against the Commercial
Zoning of Lots 15 and 16 in Block 8 of Th tchins High School
Addition, Northeast corner California Street and Lodi Avenue.
Proof of proper notice of hearing was made by affidavit and
on a call for objections, none were offered. Moved by Council-
man Haskell, Bull second that this rezoning be approved by
the introduction of ORDINANCEND. 451, entitled, " AMENDING

ider of Lakeside Park, orally protested being billed for a
deposit of one half of the estimated cost of extending public
utility facilities to his subdivision. D,ir Nickel said that
this billing is the first notice he had had that sucth a dersitt

subdividers of property would be required to deposit one-
half the estimated cost of utility extensions. Several instances
were'cited where such deposits had been required and made but
the minutes were vague as to the effective date of this policy
determination particularly as applying to Lakeside Park; there-
fore, moved by Councilman Haskell, Bull second, that owing to
this uncertainty, ur Nickel be relieved of the obliggtion to

Planning Commission stated that a variance rather than
rezoning was thought proper in order to limit the use of this
lot to the purpose above stated.

At 9:31 P.:1. the City Council adjourned on motion of Councilman
Hasksll. All Councilmen, the City Won and the City Clerk
remained in conference until 10:52 Pig, in discussions
relating to the office of the City Clerk to be vacated
shortly by retirement of the incumbent.
