HomeMy WebLinkAboutMinutes - November 21, 1951.53 COU`lCIL CHA'18£RS CITY COUNCIL CITY HALL - CITY OF LOBI 21, 1951 This regular meeting of the City Council of the City of Lodi called to order by the Myor at 8:22 o1clock P.M. of prednesday, November 21, 1951; Councilmen Bull, Haskell, Preszler, Rion and Tolliver (kayo=), present; i none absent. kinutes of the preceeding meeting of November 7i 1951 were approved as written, copies having been mailed each Councilman prior to this meeting. Twenty two members of Lodi Fire Department out of twenty eight men v&o had successfully completed the " California Fire Training Program " course, administered by the State Department of Educatian,being in attendance, Myor Tolliver congratulated them for their interest in their work by devoting their time to bettering their knowledge of fire department -methods and Fire Chief George D. Polenske presented each man with a certificate as to the completion of this phase of training. Some of the men had ccmapleted the fifteen hour course and some were taking an additional fifteen hours of education in the use of fire equilment and kindred subjects. The Chief of the i Fire Department maintained that this latter class should be designated " Fire captain." City Iftmger Weller mentioned a few classes that employees had proposed for, modification or the establishment of additional classifications. It was determined that an ordinance amending the salary ordinance should be prepared and introduced and also that the class specifications be made the subject of a resolution both to be submitted at the next Council meeting. As deferred from manV previous meetings, the petition of Andrew Gunsch, Fred Edinger and others for annezation of properties on the Southwest corner of Cherokee Lane and ^GQ SCE AIM 8ettleman Lane, was again considered. Councilman Haskell stated that this annexation had K3'Pi'L dFsN mrq merits, the area being at the junction of two state DISCDSSED highways and at a principal entrance to the City. He raised the question as to how the City's policies in regard to the deposit of one-half the cost of extending city services to a tract that already had some substantial development could be applied; these policies were adopted with the thought that a=exaticns would be mainly u"Imhabited territory, while the area in question would require quite a few services i at once to existing improved premises. How should they pay I for such extensions Y 2T Leslie Mundy addressed the City Council in opposition to annexation; he is a late purchaser of property in the area and objected to farther proceedings without refering -the matter to the present property owners. George Walker, owner of the Northwest corner of the proposed annexation district advocated delay in annexation. RITE SLOUGH A letter from the Regional .Vater Pollution Board embodying, REGULATIONS restrictions on the discbarge to wastes into White Slough was mead. :ne proposal of the local branch of the Boy Scouts of America B.S.A. to operate a rifle range in Lodi Stadium near the police pistol RIFLE RANGE range was approved providing that the City is covered against Bi STADItK any liability to participants and the general public. This range project has been approved by the Joint Recreation Cormission. = Weller reported progress so Par in efforts to exclude re -sale customers of Pacific Gas & Electric Company from the 18 y increase in electric rates proposed by that Oomupemy in its -application to the State Public Utilities Cea>m:ission. This mould enable Lockeford Street, at this point, to be widened to a Bitty-Yoot traveled way instead of the twenty-eight fbot one now congesting traffic west of Church Street. This proposal appeared reasonable to the City Council and the City AtLnagsr was instructed to proceed with negotiations for the acquisition of the strip of land necessary.
