City manager Weller absent, being in attendance at a hearing before the State Public Utilities Commission in San Francisco. City Clerk Blakely absent and Deputy City Clerk Effie L. Griffin presenting the agenda as prepared by the City Manager. t1nutes of the adjourned regular meeting of October 24th and of the special meeting of November 6,1951 were approved without correction. The month17 report of the Chief of Police, as submitted to POLICE REPORT. the City tanager was distributed to Councilmen present. No cocnents made for the record. Proof of due publication of notice to bidders being made in the usual manner, the City Council then proceeded to review a tabulation of bids received and opened by the Purchasing Clerk on November 5, 1951 for the purchase of a tractoz- AARD OF -lodder. A note from the City Engineer to the City LBnager TUTOR- stated that either of the low bids was acceptable but that LOADER TO the higher horsepower of the Ford tractor proposed by Lodi LOBI TRACTOR Tractor Company would be useful. COLRANY Moved by Councilman Bull, Preszler second, that award be made RES. 1644 to Lodi Tractor Company by the adoption of Resolution No. 1644, it to be distinctly understood that a Ford,iferguson or equal tractor was desired and that the bid of Lodi Tractor Campan9, is the lowest received for that make. Resolution adopted by unanimous vote. A public hearing was then held on the recommendation of the City Planning Commission that ordinance No. 238, (Zoning Ordinance), be amended so that each of Lots 2, 3 and 4 in Block 36, City of Lodi, (the former Salem School grounds), REZO?*= IN would be rezoned to be in the Ca=ercial District Zone. Claims in the amount of $90,354.71 as submitted by the Finance CLa26i3 Department were allowed and ordered paid on motion of Councilman Bull, Preszler second. Presentation of a petition to the Board of Supervisors of CANCELLATION San Joaquin County for cancellation of 1951-52 taxes levied OF TAXMS against Lot 2 in Block B, City of Lodi, acquired by the City LOT 2, BLS 8 after the lien date for taxes of teat year, was authorized by RSZ�STEB the adoption of Resolution No. 1645 introduced by Councilman Bull, Preszler second and carried without dissenting vote. Reports as to the cumber of registered voters and as to the estimated cost of public utility extensions in Lots 1 & 2 GUNI SCH of A. J. Larson Subdivision of the Mki of Section 13, TSN, XVZTM ATTCU R6E as petitioned for annexation by Gunsch, Edinger and P$OCrMINGS others were received from the City Clerk and the pity LET -Er -mm Engineer, respectively. The matter of instituting proceedings for annexation of this area was deferred to the November 21st meeting. Clarification of City policy as to deposits for public utility extensions in subdivisions inside the City was requested by L F.A7ers, noon developing I+ Westwood Homes No. 2 n.
