A special meeting of the City Council of the City of Lodi was held
beginning at 7:40 o'clock P.M. of Tuesday, November 6, 1951. Mayor
Tolliver absent on vacation outside of the State; Councilman Hill out-
side the City, reported as being at Lake Tahoe. Waiver of notice and
consent to this meeting signed by three Councilmen filed with the
City Clerk before the holding of this meeting in the following words:
WAIVER OF NOTICE, AND CONSENT TO SP!ZIAL L ETMG
We, the undersigied, being all of the members of the City
Council of the City of Lodi present in the State of California
or in San 7oaquin County at the date hereof, do hereby waive
formal notice of a special meeting of said City Council to be
held in -the City Council Chambers, City Hall, Lodi, California
beginning at 7:30 P.M. of Tuesday, .overaber 6, 1951 for the
following purposes:
(1) Directing the -filing of a protest against the granting
of electric rate increases by the Public Utilities
Commission of the. State of California as petitioned by
Pacific Gas and Electric Company in Case No. 32589 and
authorizing the City Manager of the City of Lodi to
appear before said Commission to protest against said
increases. -
Each of us do hereby consent that this meeting be held at the
above time and place ror the purposes above stated,

On motion duly made, seconded and carried Councilman Haskell
was elected Mayor pro -tempore and opened this meeting.
Lk A. W. Marquardt, Dr Irving Ridenour, 1;dss Ida 3.Rinn of the Board
of Library Trustees accompanied by Liss Ater L. Boynton discussed the
" Survey Recommendations " and " Class Specifications " prepared and
submitted by Cooperative Personnel Services of the State Personnel
Board in accordance with the provisions of Resolution No. 1625 adopted
by the City Council on July 13, 1951, as appertaining to Lodi Public
Library. L3' M. Robert Lbontella of the State Personnel Board explained
the methods used in the formulation of the Library Class Specifications
and the reasons for the recommendations made in the report.
At 8:40 P.M. the members and StaGtf of the Library above mentioned
left the meeting.
Lhyor Haskell then explained the urgency of this meeting. A hearing
is scheduled to be held beginning at 10:00 A.M. on Wednesday, November
7, 1951 in San Francisco before the State Public Utilities Cosnission
on the application of Pacific Gas and Electric Company for electric
rate increases. This date co-incides with the meeting date of the City
Council and it is urgent that the City be adequately represented at the
hearing.
Councilman Rinn, seconded by Councilman Preszler introduced
Resolution No. 1643,vhich was read at length by the City Clerk, entitled
" AUTHORIZING THE CITY MANAGER TO APPEAR BEFORE THE PUBLIC UTILITIES
COMMISSI01i CF THE STATE OF CALIFORNIA IPI THE MATTER OF THE APPLICATION
OF PACIFIC GAS A ELECTRIC COMPANY FOR AN INCRF..ASE IN RATES. APPLICATION
N0. 32589 ". This resolution then adopted by unanimous vote of all
members of the City Council present.
i statement prepared by 1T H.D.Weller, City Manager having been
handed each Councilman prior to this meeting and all Councilmen being
familiar with the application of Pacific Gas and Electric Company and
of its effect on the City of Lodi, was approved as stating the
present grounds of protest against the con,eirm1a+ai -.

Of Recommendations Involving Salary Range Cheages on pages 9 and 10 of
the Board's Survey Recommendations for the information of the City
Council. City bhffiger Weller commented onfs 61a:ssifications that -
particularly needed explanation to the City employees; the ran assisting
the street painter; an employee at Iake Park thought skilled in tree
and plant care; groundman in the Utility Department; utility plant
operator and line foreman.
No action taken either in a proval or dis-approval of any classific-
ation as this study would be resumed at the November 21st meeting when
Pr's John H. Zagland and Ur M.Robert Montella of the State Personnel Board
would be present to substantiate their recc®mendations.
